Partners or Creditors? Attracting Foreign Investment and Productive Development to Central America and Dominican Republic by Osmel Manzano,Sebastián Auguste,Laura Alfaro,Daniel Artana,Adolfo Taylhardat,Mario Cuevas,Luis Porto Pdf

Promotion of foreign direct investment (FDI) has been a priority policy goal in Central America, Panama and Dominican Republic for the past twenty years. Fiscal benefits are among the policies that have been used to attract it. At first sight the model followed has been fruitful. In 2013 the eight countries of the region succeeded in attracting US$ 12.7 billion, the highest level of FDI in their history. But there are question marks about how FDI will perform in future and what the incentives to promote it should be now that World Trade Organization rules on the instruments used to promote FDI in the region have changed. The present book analyzes this situation in depth. Firstly, it reviews the importance of FDI in the region as a source of financing for the external deficit. Then it reviews the findings of international economic research on the impact of FDI on growth and the factors that attract it. It highlights that far from being assured, the benefits of FDI depend on complementary factors which are often not present in the region. Subsequently the book analyzes the international evolution of FDI and the growing importance of multinationals of Latin origin. It then tackles the controversial question of the efficacy of fiscal incentives as a means to attract investment, following an innovative technical approach based on firm level data which questions whether the free zones have had a net positive impact on development. This analysis is complemented by a study of investment promotion policies, which focuses particularly on the Investment Promotion Agencies. Finally, the book outlines the prospects for FDI attraction now the sun has set on strategies based on providing fiscal incentives. It argues that a new strategy should be based on the creation of new skills and capacities through instruments designed to complement productive development policies and thereby generate positive spillovers in the economy.

Encyclopedia Of International Economics And Global Trade (In 3 Volumes) by Anonim Pdf

In an era when trade and currency wars threaten to end a long-standing period of growing trade and capital flows, the economics of international trade, investment and finance have become more important than ever. Costa Rica by International Monetary Fund. Western Hemisphere Dept. Pdf

This Selected Issues paper describes Costa Rica’s vulnerability to potential policy changes in the United States after the November 2016 presidential election and its effects on Central America. In the near term, the most likely US policy shift is a change in the macroeconomic policy mix, involving an expansionary fiscal policy—implemented initially through tax cuts—and a tighter than previously expected monetary policy stance. The results suggest that Costa Rica could be more affected through the foreign direct investment and trade channels, unlike the rest of Central America, where remittances and immigration play a key role.

World Investment Report 2019 by United Nations Conference on Trade and Development Pdf

The 2019 edition of the World Investment Report focuses on special economic zones (SEZs) which are widely used across most developing and many developed economies. Although the performance of many zones remains below expectations, the rate of establishment of new zones is accelerating as governments increasingly compete for internationally mobile industrial activity. Policymakers face not only the traditional challenges to making SEZs succeed, including the need for strategic focus, sound governance models, and effective investment promotion tools, but also new challenges brought about by the sustainable development imperative, the new industrial revolution, and changing patterns of international production. The Report explores the place of SEZs in today’s global investment landscape and provides guidance for policymakers on how to make SEZs work for sustainable development. It presents international investment trends and prospects at global, regional and national levels, as well as the evolution of international production and global value chains. It analyses the latest developments in new policy measures for investment promotion, facilitation and regulation around the world, as well as updates on investment treaties, their reform and investment dispute settlement cases.

Harnessing Foreign Direct Investment for Development by Theodore H. Moran Pdf

Is foreign direct investment good for development? Moving beyond the findings of his previous book Does Foreign Direct Investment Promote Development? (CGD and IIE, 2005), Theodore H. Moran presents surprisingly good --and startlingly bad --news. The good news highlights how foreign direct investment can make a contribution to development significantly more powerful and more varied than conventional measurements indicate. The bad news reveals that foreign direct investment can also distort host economies and polities with consequences substantially more adverse than critics and cynics have imagined. This book rigorously examines the principal controversies and debates about FDI in manufacturing and assembly, extractive industries, and infrastructure, in light of new evidence and analysis. Written in engaging prose, it identifies how developed and developing countries, multilateral lending agencies, and civil society can work in concert to harness foreign direct investment to promote the growth and welfare of developing countries.
