Can a Baby Be an Enemy? Our world is in a deep, prolonged crisis. The threat of global nuclear war, the chronic condition of local wars, the imperilled environment, and mass star vation are among the major forms this crisis takes. The dangers of massive overkill, overexploitation of the environment, and overpopulation are well known, but surprisingly little has been said about their potential interac tions, their bearing upon each other. A detailed analysis of the response to the Yugoslav crisis by one of America's key allies in NATO. The author focuses on the question of how a Western bureaucracy faced up to the most complex foreign policy challenge of the 1990s. The Netherlands, as a 'pocket-sized medium power', is an interesting case study. While the margins for Dutch foreign policy are limited, fate had it that the Netherlands occupied the European presidency during the second half of 1991, when the recognition issue divided the West and the parameters for the subsequent international intervention in the Balkans were set. By July 1995, the involvement of the Netherlands had deepened to the extent that Dutch troops who found themselves trapped in the UN safe area of Srebrenica together with the local Muslim population were unable to prevent the worst massacre in Europe since the Second World War. This study is based on interviews with all the major players, including two former Defence Ministers and two former Ministers of Foreign Affairs, and on documents from the Netherlands Ministry of Foreign Affairs, made available under the country's own 'freedom of information act'.

This book has as its subject matter the academic education of officers and builds on the signing of the Bologna Declaration in 1999 by twenty-nine European ministers for Education and Science, who thereby agreed to coordinate higher education across Europe, by, for instance, the implementation of the Bachelor's and Master's system. In the meantime, military academies have also introduced the BaMa system into their programs for officers’ education, which marks a transition from the old days, when officers’ education took place within a national military system, under military command, and was firmly grounded in principles, traditions and needs, as professed by the Ministries of Defence and the armed forces in particular. So the Bologna Declaration can be seen as crucial leverage for the development of in-house academic degree programs as a fundamental part of officers’ education. With this volume, the editors of NL ARMS 2019 strive to offer a platform to both academics and military and civilian practitioners, as well as to combinations of these, to reflect and share their thoughts on officers’ education `before and after' Bologna, both in The Netherlands and abroad. To this end, controversies and challenges, affecting various aspects and systems of officers’ education, have been grouped into five themes. Italy's invasion of Ethiopia in 1935 marked a turning point in interwar Europe. The last great European colonial conquest in Africa, the conflict represented an enormous gamble for the Fascist dictator Benito Mussolini. He faced a challenge not only from a stout Ethiopian defence, but also from difficult logistics made worse by the League of Nations' half-hearted sanctions. Mussolini faced down this opposition, and Italian troops, aided by air superiority and liberal use of yprite gas, conquered Addis Ababa within eight months, a victory that shocked many military observers of the time with its speed and suddenness. The invasion had enormous repercussions on European international relations. In the midst of a national election campaign, the British National Government had felt constrained to support the League, despite fears that sanctions through the League could lead to war with Italy. The concentration of the Royal Navy in the Mediterranean Sea alienated Mussolini and placed the French government on the horns of dilemma; should France support its military partner, Italy, or its more important potential ally, Great Britain? French attempts to mark out a middle ground did little to placate the Duce, and the crisis seemed to develop a deep rift between Fascist Italy and the Anglo-French democracies, while at the same time creating a crisis in Anglo-French relations. Mussolini turned towards Nazi Germany in an attempt to end his diplomatic isolation during the sanctions episode, although Hitler considered the Duce's friendship a mixed blessing. The question of American adherence to sanctions increased ill will between British politicians and the Roosevelt administration in Washington, as each tended to blame the other for the failure of oil sanctions and the collapse of collective security. The international crisis posed similarly thorny problems for the smaller powers of Europe, and for Japan and the Soviet Union. The crisis impeded common defence against Fascist expansionism while giving impetus to claims of the revisionist powers. Despite the tremendous importance of the international crisis, however, little new work on the subject has appeared in recent decades. In this volume, an international cast of contributors take a fresh look at the crisis through the lens of new evidence and new approaches to international relations history to provide the most comprehensive coverage of the crisis currently possible, and their work provides new frames of reference for exploring imperialism, collective security and genocide.

In Democracies and Foreign Policy, however, Bernard Cohen offers the first detailed comparison of two Western democracies--the United States and the Netherlands--and their patterns of public participation in foreign policy. To assess the influence of citizens on the foreign policies of each nation, he examines the institutions that both shape and express public opinion--national legislative bodies, media of communication, organized interest groups--and searches for the roots of these institutions in the national political systems. Cohen's thought-provoking results demand a reassessment of aspects of foreign-policy making that have been taken for granted in each of these countries. Cohen finds, for example, that within the United States the media have significant power in setting agendas, while the political parties remain relatively mute on foreign-policy issues. In the Netherlands, on the other hand, the media have a lesser role, with the government instead sampling the opinion of the more outspoken political parties and party members. The Dutch Foreign Ministry, remaining walled off from the public, has a much freer hand in foreign policy. Cohen also finds that the U.S. State Department is much more sensitive to public opinion than its Dutch counterpart but, surprisingly, is less successful in understanding and coping with demands from its public.
