This book looks at the financial (2007-2008) and the refugee (2015-present) crises and post-crisis development in the EU. The key argument here is that the (mis)management of these crises has been in part conditioned by the specific course of the Europeanisation which occurred during the integration of the post-socialist East. The enlargement processes ran on the premises of a shared European identity, in effect turning the social contract of the new Europe into a cultural contract. This has resulted in betraying the commitment to core values of democratic development, both East and West. The book specifically studies the impact of the “cultural turn” through the discourse of the transition in the Balkan periphery of the ex-Yugoslavian region. As in the case of the phenomena of the interrupted circuit, the phenomena of the short circuit can have for their seat: (1) sensorial neurones, (2) mnesic neurones, (3) superior motor neurones, (4) superior trophic neurones. These can be arranged under the following four heads: (1) Hyperesthesias, (2) Hypermnesias, (3) Phenomena of hypertonus, (4) Phenomena of hypertrophism. 1. Hyperesthesias. Hyperesthesia can be established in relation to the object which excites fear. If that object affects vision or hearing, the subject sees or hears only it, and sees or hears it very clearly. Fear magnifies the object. This is also true for the other senses. Those who are subject to excessive fear of pain have hyperalgesia; the extremely fastidious have hypergustativity or hyperosmia; those who are extremely sensitive to touch, who fear the touch of a peach or velvet have hypertactesthesia; people who fear the cold suffer from hypercryesthesia, while those who fear warmth suffer from hyperthermoesthia. 2. Hypermnesias. Memory and imagination, that is to say, the functions by which the memory images arrange and combine themselves, play a considerable role in fear. We know that Mario Telò has perfectly fulfilled these many wishes, in particular through his commitments towards his colleagues as well as his very active role as member and President of the Institut d’études européennes – Institute of European Studies (IEE-ULB), but also through the support that he has given numerous researchers who have completed brilliant doctoral theses under his supervision. It is difficult to pay him tribute, however, as Mario Telò has engaged in and still engages in multiple and international academic activities. There has been little research on tourism in those European countries or regions which lie outside the continent’s main centres of production and population, even though tourism may be one of the few economic options open to them. This volume aims to fill a gap by presenting a range of case studies – including northern Sweden, the Orkneys, the tip of Norway and northern Cyprus – on tourism in the peripheral areas of Europe. Taking as a leitmotiv the paradoxes inherent in developing places whose very attraction may lie in their lack of development, the case studies investigate and illustrate both the opportunities and the threats that tourism presents to peripheral areas. Although they share certain similarities, the cases also demonstrate differing approaches to tourism development and varying outcomes over time. They suggest solutions for dealing with, for example, community participation as well as providing practical insights into visitor perceptions of peripheral areas and into ways of marketing such areas in a sensitive manner. Together they provide a picture of the needs of peripheral areas and of how far and how best tourism can fulfil those needs.
In Portugal between 2005 and 2010, “modernization through technology” was the major political motto used to develop and improve the country’s peripheral and backward condition. This study reflects on one of the resulting, specific aspects of this trend—the implementation of public video surveillance. The in-depth ethnography provides evidence of how the political construction of security and surveillance as a strategic program actually conceals intricate institutional relationships between political decision-makers and common citizens. Essentially, the detailed account of the major actors, as well as their roles and motivations, serves to explain phenomena such as the confusion between objective data and subjective perceptions or the lack of communication between parties, which as this study argues, underlies the idiosyncrasies and fragilities of Portugal’s still relatively young democratic system.
