Excerpt from Phonetics of the New High German Language The position in which these organs are in quiet and regular breathing, wherewith no speaking can take place, is called the position of indifference (indifferenzlage). This position can also be termed organic basis (artikulationsbasis), because it forms the natural foundation for the different arti culations of the apparatus of speech. With the German or ganie basis the tongue is not so much lowered, retracted, and flattened as with the English organic basis; nor is in the former case the tongue hollowed in front. Whilst with the English the lips remain fairly inactive and are only slightly rounded, the Germans have an inclination to round them considerably and to pout them. On these fundamental differences between the German and the English organic bases chiefly depend the differences between the German and the English sounds, especially vowels; cf. 23 note 2. 37 note 2. 40 note. 43 note. 63 note 2. 67 note.
