The book investigates the intellectual and political trajectory of the Belgian theorist Hendrik de Man (1885-1953) by examining the impact that his works and activism had on Western European social democracy between the two world wars. Based on multinational archival research, the book highlights how the idea of economic planning became part of a wider effort to address an ideological crisis within the socialist movement and revitalise the latter amidst the Great Depression. Industrial policy is a good example of the growing economic and political interdependency between Europe and the United States. The contributors to this volume, which compiles the proceedings of the seventh conference sponsored by the Institute for the Comparative Study of Public Policy, examine the ways in which national, and supranational in the case of the European Community, industrial policies are implemented. It is thought that diversity within the country is the primary reason why the United States does not have a comprehensive national policy. There is a consensus among the authors that the U.S. economy is less subject or amenable to central government planning than the economies of Europe. In Europe, there is more interest in coordinating industrial policy throughout the European Community, but here too the failure to adopt a comprehensive policy reveals the enormous diversity and parochialism that conflict with supranational goals. The contributors conclude that while a centrally planned and implemented industrial policy may be desirable, we do not have the means to achieve it. Acknowledging the major industrial and trade problems facing the United States and Western Europe, the authors feel that it is not clear whether these problems can be resolved by government intervention.

It argues that the business of government was simply easier in the 1970s and that the growth of the modern state has meant an expansion of public policies, with the state widening in areas of societal activity. In an attempt to determine the effects of war planning on the behavior of countries in crises and wars, this report analyzes the national-level planning that preceded and shaped the German invasion of the Low Countries and northern France in 1940. As a study of war planning in the 1930s by France, Britain, Belgium, and Germany, it sheds considerable light on the way in which political, financial, and manpower constraints guide the military planning process: Threat assessment played a comparatively minor part in planning. Instead, available resources were the single most important determinant of plans. The situation of a totalitarian nation bent on changing the European status quo opposed by a coalition of democracies offers obvious analogies with present-day NATO. The authors discuss the similarities and differences in the historical and current situations, and draw three types of parallels: conceptual parallels, planning process comparisons, and direct similarities.
