This book examines the organisational culture of the Irish police service, speaking in particular to those interested in policing organisations and organisational culture. It is set against a backdrop of considerations such as community policing, police accountability, the management of change in Irish policing, and where the Irish police situates itself in relation to police organisations internationally. An Garda Síochána, the national police service of the Republic of Ireland, has a stated community policing style which focuses on an interactive relationship with the community and results in a largely unarmed policing organisation which makes it different to most police organisations. Yet, the author argues that the organisational culture has prevented them from embodying community policing across the organisation. Exploring the organisation’s historical context and how they are trained, this book draws on new research and data spanning 30 years including tribunals and reports to examine the organisational culture over time including potential misconduct, blame culture, and resistance to change within the organisation, in order to provide a more thorough understanding of a relatively unknown policing organisation.

Drawing on six years of ethnographic research, this book critically examines police culture, exploring police behaviours, decisionmaking and actions. Police culture is a concept widely used, often critically, to characterise the working attitudes and behaviours of (usually uniformed) police officers. It is shorthand for a workplace imbued with machismo, racism, sexism, a thirst for danger and excitement, cynicism and conservatism. Rather than looking for culture or identifying how culture affects behaviours, this book identifies factors that influence the decisions and actions, including technology, targets, training, timing, intelligence, geography and supervision, thus reassembling police culture much as Bruno Latour sought to reassemble the social. The analysis develops a clearer and critical understanding of culture by explicitly connecting the debates about police culture to those about organisational culture. Offering a detailed ethnography of two shifts, it grounds the analysis of the idea of police culture in a 'thick description' of the day- to- day activities observed in the police station and the patrol car, rather than using brief illustrative extracts. The book dispenses with any assumption of the utility of the concept of police culture, not least because it is opaque, and reassembles our understanding of policing and, if it retains any relevance, of police culture. The enclosed papers are the culmination of a project Dr. John Crank and Dr. Colleen Kadleck carried out assessing issues facing the police into the early 21st century. The papers are future oriented, in the sense that they anticipate trends visible today. Everywhere, the contributing scholars found that the organizational concept, practice, and function of the police were undergoing transition. Yet, the seeming state-level hardening of the police function was ubiquitous. Two themes were noteworthy. On the one hand, in developing or ‘second world’ countries, police face endemic problems of corruption, organized crime, and drugs. Police, in response, are undergoing centralization and intensification of law enforcement activities. In countries with first world economies – Canada, the United States, and Australia – contributors discovered trends toward expansion of the police function, a trend described by Brodeur as toward 'high policing'. It reflects the growing reliance on surveillance for crime control and for the tracking of minority, indigenous, and immigrant populations in crime prevention efforts. The results suggest that governments, sometimes encouraged by their citizenry, seem increasingly to rely on the police to deal with a broad array of social as well as criminal problems.
