Policy analysis in Mexico by Mendez, Jose Luis,Dussauge-Laguna, Mauricio I. Pdf

Part of the International Library of Policy Analysis series, this book provides the first detailed examination of the practice of policy analysis in Mexico. Whilst shaped by the legacy of the Mexican state’s colonial history as well as by recent social, economic and political developments, the study of policy analysis within Mexico provides important comparative lessons for other countries. Contributors study the nature of policy analysis at different sectors and levels of government as well as by non-governmental actors, such as unions, business, NGOs and the media, promoting the use of evidence-based policy analysis, leading to better policy results. The book is a vital resource for academics and students of policy studies, public management, political science and comparative policy studies.

Economic Policymaking in Mexico by Robert E. Looney Pdf

This volume argues that the Mexican crisis of August 1982, in which the country was left facing the prospect of national default and zero economic growth, was not only the result of some fundamental flaws in the country's economy, but is more accurately characterized as a cash flow problem--in the author's words, "a case of illiquidity rather than insolvency." Based on a thorough analysis of the Mexican economy, the book assesses the effectiveness of the various economic programs of the de la Madrid presidency in dealing with the nation's problems.

The State, Corporatist Politics, and Educational Policy Making in Mexico by Daniel A. Morales Gomez,Carlos Alberto Torres Pdf

An important contribution to the growing body of work on Latin American policy making in education, this volume presents a critical analysis of the conflicts and contradictions inherent in educational policy planning in Mexico since the early 1970s. In an effort to forge a clearer and more comprehensive understanding of the processes involved, the authors examine the complex relationships among the politics of a corporative State built on the remains of a revolutionary tradition, the current model of associated-dependent development, and the process of policy formation in formal and nonformal education. Analysis of specific cases enables the authors to present an overview of the factors involved in the designing, planing, and implementation of educational policies in Mexico, as well as assessing the effects of educational change on the poorest sectors of its society. Morales-Gomez and Torres begin by analyzing some of the political economy factors that historically have determined the current process of associate-dependent development in Mexico and how they have evolved and shaped the role of education in the country. They show how educational policies and practices are affected by the processes of sociopolitical change that underly the formation and evolution of the corporatist State. A critical review of the structure and functioning of the educational system in Mexico precedes three case studies of formal and nonformal education that illustrate the relationships among the predominant ideas shaping current development in the country, the process of policy formation in education, and the actual practice of formal and nonformal education. The first case study examines primary education as a manifestation of the contradictions in educational policy; the second focuses on some of the nonformal initiatives carried out by the government over the last two decades; and the third looks at adult workers' education.

Industrial Development in Mexico by Walid Tijerina Pdf

This book explores developmental policymaking across the multiple levels of Mexico’s contemporary state, arguing that many of the innovations in industrial policy have been driven at the subnational level. In the three decades since Mexico’s neoliberal turn in its political economy, subnational units of government have taken a lead in industrial transformation, galvanising policy from below. With most literature on new developmentalism focusing on the national level, this book is an important exploration of the differentiated and rewarding results that may be found below the state’s centre. Based on an original dataset of written and oral interviews gained from national and subnational governmental units of industrial policymaking in Mexico, the book shows how attribution and power are diffused across the contemporary state’s multiple levels. Notable subnational projects explored by the book include public-private collaboration, productive investments and an interesting array of incentives targeted towards industrial upgrading and innovation. The book concludes by providing a distinctive and systematic comparison between subnational units from different countries in Latin America and further afield, in order to assess the commonalities of developmental roles and policies. Industrial Development in Mexico will be an important read for scholars across the fields of political science, political economy and Latin American development.

The Oxford Handbook of Mexican Politics by Roderic Ai Camp Pdf

Since achieving independence from Spain and establishing its first constitution in 1824, Mexico has experienced numerous political upheavals. The country's long and turbulent journey toward democratic, representative government has been marked by a tension between centralized, autocratic governments (historically depicted as a legacy of colonial institutions) and federalist structures. The years since Mexico's independence have seen a major violent social revolution, years of authoritarian rule, and, finally, in the past two decades, the introduction of a fair and democratic electoral process. Over the course of the thirty-one essays in The Oxford Handbook of Mexican Politics some of the world's leading scholars of Mexico will provide a comprehensive view of the remarkable transformation of the nation's political system to a democratic model. In turn they will assess the most influential institutions, actors, policies and issues in its current evolution toward democratic consolidation. Following an introduction by Roderic Ai Camp, sections will explore the current state of Mexico's political development; transformative political institutions; the changing roles of the military, big business, organized labor, and the national political elite; new political actors including the news media, indigenous movements, women, and drug traffickers; electoral politics; demographics and political attitudes; and policy issues.

Political Change and Environmental Policymaking in Mexico [microform] by Jordi Diez Mendez Pdf

Taking the policymaking process as a vehicle to understanding political change in Mexico, and based on the results of filed research presented here, this dissertation advances the thesis that environmental policymaking during the administration of Ernesto Zedillo Ponce de Leon (1994--2000) was a partially open process as it incorporated the demands of some societal actors and it involved the active participation of Members of Congress. This points to a departure from the traditional exclusionary decision and policymaking practices that characterized traditional PRI rule and which were reinforced in the late 1980s and early 1990s. In part, the opening of the process has followed the strengthening of the environmental movement. However, the openness of the policy process was not equally accessed by the actors given that the private sector was able to have privileged access through informal mechanisms. This points to further entrenchment of the specialized and non-transparent channels of access the private sector has had during the process of political change in Mexico. Environmental policymaking was also characterized by the continued exclusion of groups, such as indigenous organizations, as they were effectively left out of the process. This study also attempts to show, through an analysis of the implementation of forestry policy in the Selva Lacandona of Chiapas, that there was a gap between the formulation and implementation of environmental policy. This gap is the result of a series of obstacles that environmental institutions face to implement policy fully, obstacles that stem mostly from the socio-economic exclusion the majority of the population experience as well as entrenched power structures. Essentially, it appears that forestry policy is inadequate to solve the problem of deforestation in the state.
