Today we hear much talk of crisis and comparisons are often made with the Great Depression of the 1930s, but there is a crucial difference that sets our current malaise apart from the 1930s: today we no longer trust in the capacity of the state to resolve the crisis and to chart a new way forward. In recent political debates there has been a significant change in the valence of the word “experts” from a superlative to a near pejorative, typically accompanied by a recitation of experts’ many failures and misdeeds. Critical Theory originated in the perception by a group of German Marxists after the First World War that the Marxist analysis of capitalism had become deficient both empirically and with regard to its consequences for emancipation, and much of their work has attempted to deepen and extend it in new circumstances. Yet much of this revision has been in the form of piecemeal modification. In his latest work, Habermas has returned to the study of capitalism, incorporating the distinctive modifications of the Frankfurt School into the foundations of the critique of capitalism. Drawing on both systems theory and phenomenological sociology as well as Marxism, the author distinguishes four levels of capitalist crisis - economic, rationality, legitimation, and motivational crises. In his analysis, all the Frankfurt focus on cultural, personality, and authority structures finds its place, but in a systematic framework. The global political arena is (again) in a time of crisis. Different sources pay attention to different crises: the Global Financial Crisis, the Debt Crisis, the Crisis of ISIL/Daesh in Iraq and Syria, the Crisis of Israel and Palestine, and the Iran Nuclear Crisis have gotten significant attention in media coverage of global politics. But those are not the only crises that scholars and practitioners discuss. Environmentalists warn of ecological crisis, health scholars warn of disease crises, cyber-security experts suggest a coming information crisis, and migration experts warn of population crises. Feminist work on global politics has addressed many of these crises - historical and contemporary - in crisis language and without it, as well as a number of the non-crises that looking for women and gender in the international arena draws into focus. That work, however, had generally not explicitly theorized the conceptualization of crisis, its gendered dimensions, and/or gender-based crises as such. Across this book, feminist conversations about crisis in global politics suggests that a single feminist approach to, definition of, or politics of crisis is impossible to find. That same variety of work, though, makes a strong case that paying attention to crises in the world and to the manufacture of crisis rhetoric alongside events in global politics is not only generally important but an important place for feminist scholarship, feminist political activism, and direct attention. Using systematic analyses to trace the evolution of the use of the term crisis by both political elites and outsiders, Strolovitch unpacks the idea of “crisis” in contemporary politics and demonstrates that crisis is itself an operation of politics. She shows that racial justice activists innovated the language of crisis in an effort to transform racism from something understood as natural and intractable and to cast it instead as a policy problem that could be remedied. Dominant political actors later seized on the language of crisis to compel the use of state power, but often in ways that compounded rather than alleviated inequality and injustice.
