Updated as of May 29, 2018 The Federal Energy Regulatory Commission (Commission) amends its regulations to change the process for filing Electric Quarterly Reports (EQR). Due to technology changes that will render the current filing process outmoded, ineffective, and unsustainable, the Commission will discontinue the use of Commission-distributed software to file an EQR. Instead, the Commission adopts a web-based approach to filing EQRs that will allow a public or non-public utility to file an EQR directly through the Commission's Web site, either through a web interface or by submitting an Extensible Mark-Up Language-formatted file. By adopting a process with two options for filing EQRs, the Commission seeks to provide the flexibility needed to accommodate a public or non-public utility's technical preference. The Commission also requires a public or non-public utility to identify itself with a company identification number rather than the existing software-based EQR identifier. The changes to the process for filing EQRs will apply to EQR filings beginning with the third quarter 2013 EQR, which will provide data for July through September 2013. New England archaeology has not always been everyone's cup of tea; only late in the Golden of nineteenth-century archaeology, as archaeology's focus turned westward, did a few pioneers look northward as well, causing a brief flurry of investigation and excavation. Between 1892 and 1894, Charles C. Willoughby did some exemplary excavations at three small burial sites in Bucksport, Orland, and Ellsworth, Maine, and made some models of that activity for exhibition at the Chicago World's Fair. These activities were encouraged by E Putnam, director of the Harvard Peabody Museum and head of anthropology at the "Columbian" Exposition. Even earlier, another director of the Peabody, Jeffries Wyman, spawned some real interest in the shellheaps of the Maine coast, but that did not last very long. Twentieth-century New England archaeology, specifically in Maine, was--for its first fifty years--rather low key too, with short-lived but important activity by Arlo and Oric (a Bates Harvard student) prior to World War Later, I. another Massachusetts institution, the Peabody Foundation at Andover, took some minor but responsible steps toward further understanding of the area's prehistoric past.

A glance at the title of this book might well beg the question “What in heaven’s name does archaeology have to do with manners? We cannot dig up manners or mannerly behavior—or can we?” One might also ask “Why is mannerly behavior important?” and “What can archaeology contribute to our understanding of the role of manners in the devel- ment of social relations and cultural identity in early America?” English colonists in America and elsewhere sought to replicate English notions of gentility and social structure, but of necessity div- ged from the English model. The first generation of elites in colonial America did not spring from the landed gentry of old England. Rather, they were self-made, newly rich, and newly possessed of land and other trappings of England’s genteel classes. The result was a new model of gentry culture that overcame the contradiction between a value system in which gentility was conferred by birth, and the new values of bo- geois materialism and commercialism among the emerging colonial elites. Manners played a critical role in the struggle for the cultural legitimacy of gentility; mannerly behavior—along with exhibition of refined taste in architecture, fashionable clothing, elegant furnishings, and literature—provided the means through which the new-sprung colonial elites defined themselves and validated their claims on power and prestige to accompany their newfound wealth.
