In Practicing Democracy, eleven historians challenge conventional narratives of democratization in the early United States, offering new perspectives on the period between the ratification of the Constitution and the outbreak of the Civil War. The essays in this collection address critical themes such as the origins, evolution, and disintegration of party competition, the relationship between political parties and popular participation, and the place that parties occupied within the wider world of United States politics. In recent years, historians of the early republic have demolished old assumptions about low rates of political participation and shallow popular partisanship in the age of Jefferson—raising the question of how, if at all, Jacksonian politics departed from earlier norms. This book reaffirms the significance of a transition in political practices during the 1820s and 1830s but casts the transformation in a new light. Whereas the traditional narrative is one of a party-driven democratic awakening, the contributors to this volume challenge the correlation of party with democracy. They both critique constricting definitions of legitimate democratic practices in the decades following the ratification of the Constitution and emphasize the proliferation of competing public voices in the buildup to the Civil War. Taken together, these essays offer a new way of thinking about American politics across the traditional dividing line of 1828 and suggest a novel approach to the long-standing question of what it meant to be part of "We the People." What is behind the upsurge of virulent nationalism and intransigent politics across the globe today? In Fear of Breakdown, Noëlle McAfee uses psychoanalytic theory to explore the subterranean anxieties behind current crises and the ways in which democratic practices can help work through seemingly intractable political conflicts. Working at the intersection of psyche and society, McAfee draws on psychoanalyst D. W. Winnicott’s concept of the fear of breakdown to show how hypernationalism stems from unconscious anxieties over the origins of personal and social identities, giving rise to temptations to reify exclusionary phantasies of national origins. Fear of Breakdown contends that politics needs something that only psychoanalysis has been able to offer: an understanding of how to work through anxieties, ambiguity, fragility, and loss in order to create a more democratic politics. Coupling robust psychoanalytic theory with concrete democratic practice, Fear of Breakdown shows how a politics of working through can help counter a politics of splitting, paranoia, and demonization. McAfee argues for a new approach to deliberative democratic theory, not the usual philosopher-sanctioned process of reason-giving but an affective process of making difficult choices, encountering others, and mourning what cannot be had.

What happens when manhood suffrage, a radically egalitarian institution, gets introduced into a deeply hierarchical society? In her sweeping history of Imperial Germany's electoral culture, Anderson shows how the sudden opportunity to "practice" democracy in 1867 opened up a free space in the land of Kaisers, generals, and Junkers. Originally designed to make voters susceptible to manipulation by the authorities, the suffrage's unintended consequence was to enmesh its participants in ever more democratic procedures and practices. The result was the growth of an increasingly democratic culture in the decades before 1914. Explicit comparisons with Britain, France, and America give us a vivid picture of the coercive pressures--from employers, clergy, and communities--that German voters faced, but also of the legalistic culture that shielded them from the fraud, bribery, and violence so characteristic of other early "franchise regimes." We emerge with a new sense that Germans were in no way less modern in the practice of democratic politics. Anderson, in fact, argues convincingly against the widely accepted notion that it was pre-war Germany's lack of democratic values and experience that ultimately led to Weimar's failure and the Third Reich. In spite of the expanding role of public participation in environmental decisionmaking, there has been little systematic examination of whether it has, to date, contributed toward better environmental management. Neither have there been extensive empirical studies to examine how participation processes can be made more effective. Democracy in Practice brings together, for the first time, the collected experience of 30 years of public involvement in environmental decisionmaking. Using data from 239 cases, the authors evaluate the success of public participation and the contextual and procedural factors that lead to it. Thomas Beierle and Jerry Cayford demonstrate that public participation has not only improved environmental policy, but it has also played an important educational role and has helped resolve the conflict and mistrust that often plague environmental issues. Among the authors' findings are that intensive 'problem-solving' processes are most effective for achieving a broad set of social goals, and participant motivation and agency responsiveness are key factors for success. Democracy in Practice will be useful for a broad range of interests.
