Pre-Milestone A and Early-Phase Systems Engineering by National Research Council,Division on Engineering and Physical Sciences,Air Force Studies Board,Committee on Pre-Milestone A Systems Engineering: A Retrospective Review and Benefits for Future Air Force Systems Acquisition Pdf

The ability of U.S. military forces to field new weapons systems quickly and to contain their cost growth has declined significantly over the past few decades. There are many causes including increased complexity, funding instability, bureaucracy, and more diverse user demands, but a view that is gaining more acceptance is that better systems engineering (SE) could help shorten development time. To investigate this assertion in more detail, the US Air Force asked the NRC to examine the role that SE can play during the acquisition life cycle to address root causes of program failure especially during pre-milestone A and early program phases. This book presents an assessment of the relationship between SE and program outcome; an examination of the SE workforce; and an analysis of SE functions and guidelines. The latter includes a definition of the minimum set of SE processes that need to be accounted for during project development.

Application of Lightweighting Technology to Military Aircraft, Vessels, and Vehicles by National Research Council,Division on Engineering and Physical Sciences,National Materials and Manufacturing Board,Committee on Benchmarking the Technology and Application of Lightweighting Pdf

Lightweighting is a concept well known to structural designers and engineers in all applications areas, from laptops to bicycles to automobiles to buildings and airplanes. Reducing the weight of structures can provide many advantages, including increased energy efficiency, better design, improved usability, and better coupling with new, multifunctional features. While lightweighting is a challenge in commercial structures, the special demands of military vehicles for survivability, maneuverability and transportability significantly stress the already complex process. Application of Lightweighting Technology to Military Vehicles, Vessels, and Aircraft assesses the current state of lightweighting implementation in land, sea, and air vehicles and recommends ways to improve the use of lightweight materials and solutions. This book considers both lightweight materials and lightweight design; the availability of lightweight materials from domestic manufacturers; and the performance of lightweight materials and their manufacturing technologies. It also considers the "trade space"-that is, the effect that use of lightweight materials or technologies can have on the performance and function of all vehicle systems and components. This book also discusses manufacturing capabilities and affordable manufacturing technology to facilitate lightweighting. Application of Lightweighting Technology to Military Vehicles, Vessels, and Aircraft will be of interest to the military, manufacturers and designers of military equipment, and decision makers.

Model-oriented Systems Engineering Science by Duane W. Hybertson Pdf

Systems engineering (SE) is experiencing a significant expansion that encompasses increasingly complex systems. However, a common body of knowledge on how to apply complex systems engineering (CSE) has yet to be developed. A combination of people and other autonomous agents, crossing organization boundaries and continually changing, these hybrid systems are less predictable while being more self-organizing and adaptive than traditional systems. The growing pains of this evolution and the ever-widening reach of SE technology require an effective foundation for integrating traditional and complex engineering methods, addressing machine and human interaction, as well as scaling up and down, from nano scale to the macro system-of-systems level. Model-oriented Systems Engineering Science: A Unifying Framework for Traditional and Complex Systems addresses solutions to that expansion and integration problem. This text takes advantage of better-understood systems science (SS) to support the transition, identifying and using commonalities between complex systems and other sciences, such as biology, sociology, cognitive science, organizational theory, and computational science. The author defines Model-oriented Systems Engineering Science (MOSES), an organized system that selects appropriate information from these disciplines and unifies it into a coherent framework. The result is a seamless approach to the class of systems across the extended scope of the new SE—a foundation upon which to develop an enhanced and unified SE. Modeling orientation (MO) provides a common perspective on the entire SES/SE enterprise, including all supporting sciences, engineering for the full range of traditional, complex, and hybrid systems, and their management. This book extends existing modeling approaches into an MO that views all science artifacts and engineering artifacts as models of systems. It organizes them into a virtual structured repository called the "SE model space"—effectively a container for the accumulating body of SE and SES knowledge in the form of models and patterns. By organizing and integrating all these elements into a common framework, the author makes the material not only easily accessible but also immediately applicable, and provides a well-grounded basis for future growth and evolution of the SE discipline.

Defense Management Reform by Peter Levine Pdf

Pentagon spending has been the target of decades of criticism and reform efforts. Billions of dollars are spent on weapons programs that are later abandoned. State-of-the-art data centers are underutilized and overstaffed. New business systems are built at great expense but fail to meet the needs of their users. Every Secretary of Defense for the last five Administrations has made it a priority to address perceived bloat and inefficiency by making management reform a major priority. The congressional defense committees have been just as active, enacting hundreds of legislative provisions. Yet few of these initiatives produce significant results, and the Pentagon appears to go on, as wasteful as ever. In this book, Peter Levine addresses why, despite a long history of attempted reform, the Pentagon continues to struggle to reduce waste and inefficiency. The heart of Defense Management Reform is three case studies covering civilian personnel, acquisitions, and financial management. Narrated with the insight of an insider, the result is a clear understanding of what went wrong in the past and a set of concrete guidelines to plot a better future.

Evaluation of U.S. Air Force Preacquisition Technology Development by National Research Council,Division on Engineering and Physical Sciences,Air Force Studies Board,Committee on Evaluation of U.S. Air Force Preacquisition Technology Development Pdf

From the days of biplanes and open cockpits, the air forces of the United States have relied on the mastery of technology. From design to operation, a project can stretch to 20 years and more, with continuous increases in cost. Much of the delay and cost growth afflicting modern United States Air Force (USAF) programs is rooted in the incorporation of advanced technology into major systems acquisition. Leaders in the Air Force responsible for science and technology and acquisition are trying to determine the optimal way to utilize existing policies, processes, and resources to properly document and execute pre-program of record technology development efforts, including opportunities to facilitate the rapid acquisition of revolutionary capabilities and the more deliberate acquisition of evolutionary capabilities. Evaluation of U.S. Air Force Preacquisition Technology Development responds to this need with an examination of the current state of Air Force technology development and the environment in which technology is acquired. The book considers best practices from both government and industry to distill appropriate recommendations that can be implemented within the USAF.

The Design of Design by Frederick P. Brooks Jr. Pdf

Making Sense of Design Effective design is at the heart of everything from software development to engineering to architecture. But what do we really know about the design process? What leads to effective, elegant designs? The Design of Design addresses these questions. These new essays by Fred Brooks contain extraordinary insights for designers in every discipline. Brooks pinpoints constants inherent in all design projects and uncovers processes and patterns likely to lead to excellence. Drawing on conversations with dozens of exceptional designers, as well as his own experiences in several design domains, Brooks observes that bold design decisions lead to better outcomes. The author tracks the evolution of the design process, treats collaborative and distributed design, and illuminates what makes a truly great designer. He examines the nuts and bolts of design processes, including budget constraints of many kinds, aesthetics, design empiricism, and tools, and grounds this discussion in his own real-world examples—case studies ranging from home construction to IBM’s Operating System/360. Throughout, Brooks reveals keys to success that every designer, design project manager, and design researcher should know.

Defense Acquisitions: DoD Must Balance Its Needs with Available Resources and Follow an Incremental Approach to Acquiring Weapon Systems by Michael J. Sullivan Pdf

A broad consensus exists that weapon system problems are serious, but efforts at reform have had limited impact. Last year, it was reported that DoD's portfolio of weapon programs experienced cost growth of $295 billion from first estimates, were delayed by an average of 21 months, and delivered fewer quantities and capabilities to the war-fighter than originally planned. This testimony describes the systemic problems that contribute to the cost, schedule, and performance problems in weapon system programs, recent actions that DoD has taken to address these problems, proposed reform legislation that has recently been introduced, and additional steps needed to improve future performance of acquisition programs. Charts and tables.
