The Marcellus Shale is a geologic rock formation which contains natural gas buried underground. There is a potentially significant gas resource in the Marcellus Shale region which has been roughly described as an area extending from Chautauqua County eastward to Green, Ulster and Sullivan Counties, and from the Pennsylvania border north to the approximate location of the east-west portion of the New York State Thruway between Schenectady and Auburn. This environmental impact statement was prepared to review the Dept. of Environmental Conservation's program for regulating the oil, gas, underground gas storage and solution mining wells of any depth, and brine disposal, stratigraphic and geothermal wells deepter than 500 feet. This statement addresses the request for well permits to use horizontal drilling and hydraulic fracturing techniques.

The Law of Energy Underground by Donald N. Zillman,Aileen McHarg,Adrian Bradbrook,Lila Barrera-Hernandez Pdf

While energy has been extracted from the ground for two centuries, recent years have seen transformative changes to how easy it is to access underground energy resources. This book investigates the key challenges and legal consequences of recent developments in the use of the subsurface as a source of energy. It provides a comprehensive analysis of the new technologies that have made this possible, such as the extraction of unconventional oil and gas resources through horizontal drilling and hydraulic fracturing, also known as fracking. Further developments include the expanded use of geothermal energy, which has the potential to beome a major renewable energy source. The subsurface can also be utilised for long-term disposal or storage of environmentally harmful by-products of energy use, such as carbon capture and storage (CCS), and disposal of spent nuclear fuel and other nuclear waste. Successful development of these technologies could enhance the use of fossil and nuclear energy by reducing the harm caused by the release of greenhouse gases and harmful radiation. The authors bring together a wide variety of expertise and knowledge to examine the legal implications of the development and control of these underground activities. They provide an invaluable understanding of the legal frameworks applicable to the extraction of underground energy, both at the international level and in a number of important national jurisdictions. Importantly, the book analyses the different regulatory responses to these developments across five continents, and assesses in detail the environmental impact of new energy extraction technologies.

Assessing and Managing Groundwater in Different Environments by Jude Cobbing,Shafick Adams,Ingrid Dennis,Kornelius Riemann Pdf

This collection of papers is a snapshot of modern hydrogeology in which highly technical methods and approaches sit side-by-side with overlapping legal, social, organisational, institutional and governance considerations. Groundwater is integral to many human and environmental systems. Indeed, there appears to be a growing realisation that some of the most pressing physical problems in the field of hydrogeology - over-abstraction, salinization or pollution - can only really be solved by taking a multi-disciplinary approach to the issues that takes all other related professions into account. Whilst a ‘technical’ solution may be readily deciphered, the larger challenge usually lies in the sustainably-funded and widely-accepted implementation of that measure. This book ranges from discussion and debate on the hot topic of hydraulic fracturing of wells or ‘fraccing’ for shale gas and its potential to disrupt groundwater systems, to the application of highly technical modelling procedures to help solve complex, real world problems. It is a window on the preoccupations of modern hydrogeologists and an insight into the way in which hydrogeological techniques and methods are being holistically adapted to address problems in the real world. This book is targeted at professional hydrogeologists, sociologists, experts in governance, law and policy as well as ecologists and other professionals that nowadays all sit alongside groundwater understanding. The book will also appeal to politicians, resource managers, regulators and others interested in sustainable water supply.
