"President's Emergency Plan for AIDS Relief (PEPFAR), reauthorized at $48 billion for fiscal years 2009 through 2013, supports HIV/AIDS prevention, treatment, and care services overseas. The reauthorizing legislation, as well as other key documents and PEPFAR guidance, endorses the alignment of PEPFAR activities with partner country HIV/AIDS strategies and the promotion of partner country ownership of U.S.-supported HIV/AIDS programs. This report, responding to a legislative directive, (1) examines alignment of PEPFAR programs with partner countries' HIV/AIDS strategies and (2) describes several challenges related to alignment or promotion of country ownership. GAO analyzed PEPFAR planning documents and national strategies for four countries-Cambodia, Malawi, Uganda, and Vietnam-selected to represent factors such as diversity of funding levels and geographic location. GAO also reviewed documents and reports by the U.S. government, research institutions, and international organizations and interviewed PEPFAR officials and other stakeholders in headquarters and the four countries. President's Emergency Plan for AIDS Relief by Michelle Gautier Pdf

In 2013, the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) will mark nearly ten years of success with an extraordinary year of achievements. None of this would have been possible without the vision and leadership of President Bush, President Obama, and the bipartisan support of Congress. A decade ago AIDS was wiping out an entire generation in Africa; today, PEPFAR's efforts and those of its many partners have brought the world to a new era -- a time when new HIV infections and AIDS-related deaths are on the steep decline, and an AIDS-free generation is both U.S. policy and a goal within our reach. Building off recent breakthroughs, which demonstrated the power of key evidence-based interventions to drive down the rate of new infections and save more lives, this book reflects lessons learned from almost ten years of experience in supporting countries to rapidly scale-up HIV prevention, treatment, and care services. It demonstrates the opportunity for the world to help move more countries toward and beyond the tipping point in their epidemics and put them on a path to achieving an AIDS-free generation. The U.S. commitment to the global AIDS response will remain strong, comprehensive, and driven by science -- and clearly outlines what PEPFAR is doing and will continue to do to help make an AIDS-free generation a reality.

" PEPFAR, first authorized in 2003, has supported significant advances in HIV/AIDS prevention, treatment, and care in over 30 countries, including directly supporting treatment for about 5.1 million people; however, millions more people still need treatment. Congress reauthorized PEPFAR in 2008-authorizing up to $48 billion over 5 years-directing OGAC to continue expanding the number of people receiving care and treatment through PEPFAR while also making it a major policy goal to help partner countries develop independent, sustainable HIV programs. As a result, PEPFAR began shifting efforts from directly providing treatment services toward support for treatment programs managed by partner countries. GAO completed a series of reports between 2011 and 2013 covering PEPFAR treatment program costs, results, and supply chains for ARV drugs, and PEPFAR program evaluations and planning and reporting. GAO was asked to summarize the key themes of these reports relating to (1) PEPFAR's successes in expanding and improving treatment programs and (2) information management challenges to further improving and expanding treatment programs. GAO was asked to review PEPFAR treatment programs. GAO examined (1) PEPFAR treatment program results and how OGAC measures them and (2) PEPFAR assistance to improve partner countries' M&E systems. GAO reviewed PEPFAR plans, performance reports, and guidance and interviewed officials from OGAC, the Centers for Disease Control and Prevention (CDC), and the U.S. Agency for International Development (USAID). GAO also synthesized findings of treatment program studies and conducted fieldwork in three countries. "

PEPFAR Implementation by Institute of Medicine,Board on Children, Youth, and Families,Board on Global Health,Committee for the Evaluation of the President's Emergency Plan for AIDS Relief (PEPFAR) Implementation Pdf

In 2003, Congress passed the United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act, which established a 5-year, $15 billion initiative to help countries around the world respond to their AIDS epidemics. The initiative is generally referred to by the title of the 5-year strategy required by the act-PEPFAR, or the President's Emergency Plan for AIDS Relief. PEPFAR Implementation evaluates this initiative's progress and concludes that although PEPFAR has made a promising start, U.S. leadership is still needed in the effort to respond to the HIV/AIDS pandemic. The book recommends that the program transition from its focus on emergency relief to an emphasis on the long-term strategic planning and capacity building necessary for a sustainable response. PEPFAR Implementation will be of interest to policy makers, health care professionals, special interest groups, and others interested in global AIDS relief.

PEPFAR's original authorization in 2003 established OGAC at State and gave OGAC primary responsibility for the oversight and coordination of all resources and international activities of the U.S. government to combat the HIV/AIDS pandemic. OGAC also allocates appropriated funds to PEPFAR implementing agencies, particularly the Department of Health and Human Services' (HHS) Centers for Disease Control and Prevention (CDC) and the U.S. Agency for International Development (USAID). CDC and USAID obligate the majority of PEPFAR funds for HIV treatment, care, and prevention activities through grants, cooperative agreements, and contracts with selected implementing partners, such as U.S.-based nongovernmental organizations (NGO) and partner-country governmental entities and NGOs.
