These studies concentrate on preventing the use of weapons of mass destruction. A common argument runs through all of the papers: that, while complacency must be avoided, much of the post-Cold War focus among Western governments on the threat posed by weapons of mass destruction is alarmist.

Preemption, Prevention and Proliferation by George H. Quester Pdf

How do international systems deal with the threat and use of weapons of war? In this sophisticated yet accessible analysis, a leading strategic analyst takes readers deep into twentieth century history to answer this question. Weapons of mass destruction, and the counter threat of retaliation, have been central concerns in strategic decision- making in World War I, the legacy of World War II, and the Cold War era.Few people can traverse issues of global confl ict with more historical insight than George Quester. His writing is lucid, and his information either new or imperfectly understood in the past. Quester details the ways weapons of war have infl uenced the forging of policies in the twenty-fi rst century. He argues for the retention of appropriate weapons systems, but also for care in when they are used. Priorities exist, but they depend on whether a state is dealing with major powers or rogue states. And off ensive weapons may well become an option in response to non-state terrorist groups or for that matter state-sponsored terrorist acts. When aggression has already occurred, the world is less likely to regard military response as a violation of the peace. Quester cites Clausewitz's adage that the aggressor is always willing to exploit the world's preference for peace. The rise of the human rights movement adds more complexities to preemptive war and prevention, since the line between civilian and military casualties becomes increasingly blurred. The risks may be great, the choices are few--but the needs of military policy making remain high on the agenda. As a result, the concerns discussed here will be on the global political agenda for years to come.

Weapons of Mass Psychological Destruction and the People Who Use Them by Larry C. James Ph.D.,Terry L. Oroszi Ed.D. Pdf

A must-read for every concerned citizen, this absorbing book goes inside the mind of the psychological terrorist to look at what motivates him to act and to choose the weapon he does. Created by a team of experts in military science and psychology, this timely study is the first comprehensive treatment of the tactical and psychological use of weapons of mass destruction. The book introduces the term "weapons of mass psychological destruction" (WMPD) and draws from examples and case histories to examine the minds of the terrorists who choose these weapons, not for maximum killing, but for maximum psychological harm to the greatest number of people. This groundbreaking work identifies the recruiting practices that create psychological terrorists, revealing how these fanatics are "made," who becomes one, and why. Emerging trends in WMPD tactics and new technology in the field are detailed, as are related ethical issues, psychological reactions to WMPD, and the role religion may play in the choice of weapons. The innovative strategies and policies that can be used to predict, identify, and prevent disasters employing WMPD are outlined as well. Readers will also learn how the media is unknowingly used as a WMPD, and how terrorists employ social media to launch targeted psychological attacks.

Weapons of Terror by Weapons of Mass Destruction Commission (Stockholm, Sweden),Hans Blix Pdf

Nuclear, biological and chemical weapons are designed to cause destruction on a vastly greater scale than any conventional weapons, with the potential to kill thousands in a single attack and with effects that may persist in the environment and in our bodies indefinitely. This report by the independent Weapons of Mass Destruction Commission, chaired by Dr Hans Blix, sets out 60 recommendations on how the world community, national governments and civil society should address this global challenge under the following headings: preventing the proliferation of nuclear weapons; preventing nuclear terrorism; reducing the threat and numbers of existing nuclear weapons; moving from regulating nuclear weapons to outlawing them; biological and toxin weapons; chemical weapons; weapons of mass destruction (WMD) delivery means, missile defences and weapons in space; export controls, international assistance and non-governmental actors; compliance, verification, enforcement and the role of the United Nations.

World at Risk: The Report of the Commission on the Prevention of WMD Proliferation and Terrorism by Anonim Pdf

The Commission believes that unless the world community acts decisively and with great urgency, it is more likely than not that a weapon of mass destruction will be used in a terrorist attack somewhere in the world by the end of 2013. The Commission further believes that terrorists are more likely to be able to obtain and use a biological weapon than a nuclear weapon. The Commission believes that the U.S. government needs to move more aggressively to limit the proliferation of biological weapons and reduce the prospect of a bioterror attack. Further compounding the nuclear threat is the proliferation of nuclear weapons capabilities to new states and the decision by several existing nuclear states to build up their arsenals. Such proliferation is a concern in its own right because it may increase the prospect of military crises that could lead to war and catastrophic use of these weapons. As former Senator Sam Nunn testified to our Commission: "The risk of a nuclear weapon being used today is growing, not receding." This Commission was chartered by Congress to assess our nation's progress in preventing weapons of mass destruction proliferation and terrorism--and to provide the next President and Congress with concrete, actionable recommendations that can serve as their road map to a safer homeland and world. No mission could be timelier. The simple reality is that the risks that confront us today are evolving faster than our multilayered responses. Many thousands of dedicated people across all agencies of our government are working hard to protect this country, and their efforts have had a positive impact. But the terrorists have been active, too--and in our judgment America's margin of safety is shrinking, not growing.

Against the backdrop of international attempts to prevent the use of weapons of mass destruction, this volume of essays by well-known analysts: examines what the threat to India could entail; highlights the differences between state use of these weapons and their use by non-state actors; discusses possible scenarios India needs to guard against and protective measures it can take; and determines the position the Indian government needs to take in the international arena in respect of initiatives to prevent the use of weapons of mass destruction. A salient feature of the book is the detailed suggestions it offers of efforts required to set up material and human resources to respond to such catastrophes.
