Agricultural Policies in the Caribbean by Tim Josling,Carmine Paolo De Salvo,Olga Shik,Rachel Boyce,William Foster,Christian Derlagen,Gonzalo Muñoz,Jesús de los Santos,Sybille Nuenninghoff,Budry Bayard,Sebastien Gachot,Cleeford Pavilus Pdf

This publication summarizes the agricultural policy analyses conducted in nine Caribbean countries (Suriname, Guyana, Haiti, Dominican Republic, Jamaica, Belize, Barbados, The Bahamas, and Trinidad and Tobago) in the framework of the IDB’s Agrimonitor initiative. The document discusses how agricultural policies affect producers and consumers as well as how the limited funding for agricultural services, such as research and infrastructure, could limit the ability of Caribbean farmers to compete effectively in global markets. The analyses presented are therefore meant to contribute to the Caribbean’s regional dialogue for the design of more effective agricultural policies, which will be able to strengthen the sector and improve the lives of people in the region.

Analysis of Agricultural Policies in Trinidad and Tobago by Olga Shik,Rachel Antoinette Boyce,Carmine Paolo De Salvo,Juan José Egas Pdf

Although the agricultural sector contributes only 0.5% to Trinidad and Tobago’s GDP, it accounts for over 4% of employment and is important for the diversification of the economy. The Government of Trinidad and Tobago supports agriculture through a combination of incentives to agricultural producers, support for research and infrastructure, and border protection measures. Support to producers averaged 22.4% of gross farm receipts in 2013-2015, and a significant share of that support (44%) was provided in the form of transfers to general services. At the same time, total transfers arising from agricultural policy amounted to only 0.34% of the national GDP. Reorienting agricultural policy towards goals and actions that are less production-distorting, and that address agricultural productivity and profitability, will help create a possibly small, but efficient agricultural sector, as well as exploit certain specific competitive advantages.

The Political Economy of Agricultural Pricing Policy: Latin America by Anne O. Krueger,Maurice W. Schiff,Alberto Valdés Pdf

This new series of comparative studies from the World Bank examines how policies have affected agriculture in eighteen developing countries. It considers the impact of both direct policies toward agriculture and of general development policies on incentives confronting agricultural producers and on agriculture's contribution to development. It is shown that general policies can have effects even more powerful than direct policies on incentives. Price discrimination is estimated against agriculture in individual countries, how it has changed over time, and the political-economic factors that guided the evolution. The authors evaluate the effects of this price discrimination on such key macroeconomic variables as foreign exchange earnings, agricultural output, and income distribution. A full range of country experience is drawn upon to give insight into the motivations of policymakers, the economic and political factors determining agricultural interventions, and the attempts to reform unsuccessful policies.

Surveillance of Agricultural Prices and Trade by Alberto Vald©?s,Jesus de los Santos Pdf

This book provides an independent and comprehensive review of World Bank irrigation lending and policy between 1948 and 1993. The Bank's role in irrigation lending has been large--more than $30 billion (in current U.S. dollars) spread over some 600 projects. Only 200 projects have been in place long enough to be assessed. The overall performance record is good, but there is room for improvement. The report finds that there are still pervasive problems in maintenance and operation. Operating chaos prevails in most large canal systems in the humid tropics. In drier areas, drainage is the biggest environmental problem associated with irrigation. The author argues for upgrading existing systems, improving service, involving irrigators, and saving water where it is scarce.

Analysis of Agricultural and Fisheries Policy in The Bahamas by Olga Shik,Rachel Antoinette Boyce,Carmine Paolo De Salvo,Sebastien Gachot Pdf

Although agriculture and fisheries account for only 1.6% of the GDP of the Bahamas, they produce 3% of all jobs and are important for the diversification of the economy. The Government of the Bahamas supports agriculture through a combination of value chain development measures, research and extension services, infrastructure development, and border protection. Support to producers averaged 19.08% of gross farm receipts in 2012-2014, and a significant share of support (29%) was provided in the form of transfers to general services. At the same time, total transfers arising from agricultural policy reached only 0.28% of the national GDP. Reducing barriers to trade, reducing regulations and streamlining access to incentives for farmers, and improving information services will help increase the efficiency and competitiveness of the agricultural sector.
