One, by Capt. C. E. Grunsky, Jr., entitled Fair Value and the Rate Base has been included and Will be found at the end of the volume. As these articles are here reproduced from the original plates, this fact will sufficiently explain what might otherwise be classed as too frequent repetition of certain fundamental truths, such as the statement that it is illogical to make value which results from the earnings and therefore, too, from the rates, the basis of the calcu lation when rates are to be fixed.
