Private investments in modern foodgrain storage in Bangladesh: An economic feasibility analysis and potential role for the public sector by Chowdhury, Reajul Alam,Alam, Md. Monjurul,Ali, Md. Rostom,Awal, Md. Abdul,Hossain, Shahadat,Kalita, Prasanta Kumar,Saha, Chayan Kumer,Winter-Nelson, Alex Pdf

Unprecedented growth in rice production in Bangladesh over the last four decades has outpaced the capacity of post-harvest operations, resulting in substantial grain losses. While production technology has changed dramatically over time, there has been relatively little private investment in transforming storage capacity in the country. This paper explores the lack of widespread private investment in improved grain storage and examines the potential for public support to stimulate greater private sector investment in modern storage. We calculate the returns to investment in bulk grain silos and hermetic cocoons that could upgrade warehouse storage, and calculate the grain loss that conversion to those technologies would prevent. We then assess the public support that would be required to trigger private investment in modern storage systems.

Public food grain storage facilities in Bangladesh: An assessment of functionality, repair needs, and alternative usage by Kabir, Razin,Yunus, Mohammad,Hossain, Tofazzal,Rashid, Shahidur Pdf

Based on an extensive survey, this study assesses the current conditions of all three types of government owned warehouses: the silos, Central Storage Depots (CSDs), and Local Supply Depots (LSDs). Using a large team of civil engineers as enumerators, a detailed set of information is generated about the functionality, repair needs, as well as alternative uses of all public warehousing facilities. The data generated from the survey fed into the production of a user-friendly GIS database that encompasses the mapping of all storage facilities, along with functionality indicators and summary statistics from the survey. The comprehensive repair estimates generated in the course of this study, along with its supplementary GIS tool, can serve as important inputs to strategic policy decisions related to the public food grain storage system in the country.

Public sector foodgrain storage losses in Bangladesh: An assessment of current losses and the identification of solutions to reduce them by Rashid, Shahidur,Kabir, Razin Pdf

Bangladesh has a long history of catering to the consumption needs of its population through public distribution of food-grains—rice and wheat—stored across an extensive network of warehouses all over the country. This network has its roots in the Bengal famine, but now performs a variety of functions ranging from price support to providing a safety net against crises. However, the storage infrastructure is old, with many warehouses having originated some sixty years ago. The food security situation in Bangladesh has also improved remarkably from the time when this warehousing network was established. Finally, there have been remarkable improve-ments in both technology and management of grain storage that have increased overall efficiency.

Optimal stocks for public foodgrain storage in Bangladesh: An assessment of required storage volumes and corresponding investment needs by Dorosh, Paul A. Pdf

National and household food security in Bangladesh have been greatly enhanced over the past two decades by policies that have allowed a major public foodgrain distribution and relatively large pub-lic stocks to co-exist with private sector trade. Yet, this system has also undergone substantial changes as the structure of the Bangladesh food economy has been transformed in response to growing household incomes, shifts in production and consumption, and changes in international markets.

Evaluating food policy options in Bangladesh: Analysis of costs, benefits, and tradeoffs between targeted distribution versus public agricultural and infrastructure investments by Dorosh, Paul A.,Thurlow, James,Pradesha, Angga,Raihan, Selim Pdf

Bangladesh has successfully improved national food security over the last two decades, primarily by increasing rice production and consumption. However, the country’s food system remains vulnerable to periodic floods and droughts that seriously affect agricultural production and prices. While food imports can cushion the effects of these short-term climate shocks, there is always uncertainty about whether shortages in global commodity markets will coincide with domestic production shortfalls, leading to particularly adverse outcomes, especially for poor farmers and net consumers. This is one of the reasons why Bangladesh’s government has maintained a long-standing public grain procurement and storage system, as well as a large social protection program that distributes subsidized rice and wheat to poor households. These programs, together with investments in farm productivity, have enhanced the resilience of Bangladesh’s food system to climate and world market shocks. Heightened climate variability in recent years has also led the government to increase stocks and make substantial new investments to expand public grain storage capacity.

Private sector rice stocks in Bangladesh: Estimates from the Bangladesh Millers’ and Traders’ Survey (MATS) 2018 by Dorosh, Paul A.,Minot, Nicholas,Kabir, Razin,Hossain, Shahadat Pdf

Bangladesh has a complex rice value chain consisting of farmers, upstream paddy wholesalers and intermediaries, millers, and downstream rice traders, wholesalers and retailers. Each of these actors serve distinct functions and have lines of trade that affect their stock turnover in different ways. There is a lack of complete information on the volume of rice traded and stored by the private sec-tor. This leads to difficulties in the timeliness of requisite policy actions on the part of the govern-ment. When rice prices spike, the typical response has been to lay the blame at the feet of millers and traders. For the government, it is important to have a general picture of the level of private stocks in a given year to ensure appropriate adjustments in procurement, distribution and import de-cisions can be made to meet their food security and price stabilization objectives.

Agricultural Innovation Systems by The World Bank Pdf

Managing the ability of agriculture to meet rising global demand and to respond to the changes and opportunities will require good policy, sustained investments, and innovation - not business as usual. Investments in public Research and Development, extension, education, and their links with one another have elicited high returns and pro-poor growth, but these investments alone will not elicit innovation at the pace or on the scale required by the intensifying and proliferating challenges confronting agriculture. Experience indicates that aside from a strong capacity in Research and Development, the ability to innovate is often related to collective action, coordination, the exchange of knowledge among diverse actors, the incentives and resources available to form partnerships and develop businesses, and conditions that make it possible for farmers or entrepreneurs to use the innovations. While consensus is developing about what is meant by 'innovation' and 'innovation system', no detailed blueprint exists for making agricultural innovation happen at a given time, in a given place, for a given result. The AIS approach that looks at these multiple conditions and relationships that promote innovation in agriculture, has however moved from a concept to a sub-discipline with principles of analysis and action. AIS investments must be specific to the context, responding to the stage of development in a particular country and agricultural sector, especially the AIS. This sourcebook contributes to identifying, designing, and implementing the investments, approaches, and complementary interventions that appear most likely to strengthen AIS and to promote agricultural innovation and equitable growth. It emphasizes the lessons learned, benefits and impacts, implementation issues, and prospects for replicating or expanding successful practices. The information in this sourcebook derives from approaches that have been tested at different scales in different contexts. It reflects the experiences and evolving understanding of numerous individuals and organizations concerned with agricultural innovation, including the World Bank. This information is targeted to the key operational staff in international and regional development agencies and national governments who design and implement lending projects and to the practitioners who design thematic programs and technical assistance packages. The sourcebook can also be an important resource for the research community and nongovernmental organizations (NGOs).

Agriculture Investment Sourcebook by World Bank Pdf

Investing to promote agricultural growth and poverty reduction is a central pillar of the World Bank's current rural strategy, 'Reaching the Rural Poor' (2003). This 'Sourcebook' addresses how to implement the rural strategy, by sharing information on investment options and identifying innovative approaches that will aid the design of future lending programs for agriculture. It provides generic good practices and many examples that demonstrate investment in agriculture can provide rewarding and sustainable returns to development efforts. It is divided into eleven self-contained modules. Each module contains three different types of subunits that can also be stand-alone documents: I. Module Overview II. Agricultural Investment Notes III. Innovative Activity Profiles. The stand-alone nature of the subunits allows flexibility and adaptability of the material. Selected readings and web links are also provided for readers who seek more in-depth information. The 'Sourcebook' draws on a wide range of experiences from donor agencies, governments, institutions, and other groups active in agricultural development. It is an invaluable reference tool for policy makers, professionals, academics and students, and anyone with an interest in agricultural investments.

The Global Food Crisis by Jennifer Clapp,Marc J. Cohen Pdf

The global food crisis is a stark reminder of the fragility of the global food system. The Global Food Crisis: Governance Challenges and Opportunities captures the debate about how to go forward and examines the implications of the crisis for food security in the world’s poorest countries, both for the global environment and for the global rules and institutions that govern food and agriculture. In this volume, policy-makers and scholars assess the causes and consequences of the most recent food price volatility and examine the associated governance challenges and opportunities, including short-term emergency responses, the ecological dimensions of the crisis, and the longer-term goal of building sustainable global food systems. The recommendations include vastly increasing public investment in small-farm agriculture; reforming global food aid and food research institutions; establishing fairer international agricultural trade rules; promoting sustainable agricultural methods; placing agriculture higher on the post-Kyoto climate change agenda; revamping biofuel policies; and enhancing international agricultural policy-making. The Rice Crisis by David Dawe Pdf

The recent escalation of world food prices – particularly for cereals - prompted mass public indignation and demonstrations in many countries, from the price of tortilla flour in Mexico to that of rice in the Philippines and pasta in Italy. The crisis has important implications for future government trade and food security policies, as countries re-evaluate their reliance on potentially more volatile world markets to augment domestic supplies of staple foods. This book examines how government policies caused and responded to soaring world prices in the particular case of rice, which is the world's most important source of calories for the poor. Comparable case studies of policy reactions in different countries, principally across Asia, but also including the USA, provide the understanding necessary to evaluate the impact of trade policy on the food security of poor farmers and consumers. They also provide important insights into the concerns of developing countries that are relevant for future international trade negotiations in key agricultural commodities. As a result, more appropriate policies can be put in place to ensure more stable food supplies in the future. Published with the Food and Agriculture (FAO) Organization of the United Nations

Investing in Resilience by Asian Development Bank Pdf

Investing in Resilience: Ensuring a Disaster-Resistant Future focuses on the steps required to ensure that investment in disaster resilience happens and that it occurs as an integral, systematic part of development. At-risk communities in Asia and the Pacific can apply a wide range of policy, capacity, and investment instruments and mechanisms to ensure that disaster risk is properly assessed, disaster risk is reduced, and residual risk is well managed. Yet, real progress in strengthening resilience has been slow to date and natural hazards continue to cause significant loss of life, damage, and disruption in the region, undermining inclusive, sustainable development. Investing in Resilience offers an approach and ideas for reflection on how to achieve disaster resilience. It does not prescribe specific courses of action but rather establishes a vision of a resilient future. It stresses the interconnectedness and complementarity of possible actions to achieve disaster resilience across a wide range of development policies, plans, legislation, sectors, and themes. The vision shows how resilience can be accomplished through the coordinated action of governments and their development partners in the private sector, civil society, and the international community. The vision encourages “investors” to identify and prioritize bundles of actions that collectively can realize that vision of resilience, breaking away from the current tendency to pursue disparate and fragmented disaster risk management measures that frequently trip and fall at unforeseen hurdles. Investing in Resilience aims to move the disaster risk reduction debate beyond rhetoric and to help channel commitments into investment, incentives, funding, and practical action
