The evolution of a set of fields—including operations research and systems analysis—intended to improve policymaking and explore the nature of rational decision-making. During World War II, the Allied military forces faced severe problems integrating equipment, tactics, and logistics into successful combat operations. To help confront these problems, scientists and engineers developed new means of studying which equipment designs would best meet the military's requirements and how the military could best use the equipment it had on hand. By 1941 they had also begun to gather and analyze data from combat operations to improve military leaders' ordinary planning activities. In Rational Action, William Thomas details these developments, and how they gave rise during the 1950s to a constellation of influential new fields—which he terms the “sciences of policy”—that included operations research, management science, systems analysis, and decision theory. Proponents of these new sciences embraced a variety of agendas. Some aimed to improve policymaking directly, while others theorized about how one decision could be considered more rational than another. Their work spanned systems engineering, applied mathematics, nuclear strategy, and the philosophy of science, and it found new niches in universities, in businesses, and at think tanks such as the RAND Corporation. The sciences of policy also took a prominent place in epic narratives told about the relationships among science, state, and society in an intellectual culture preoccupied with how technology and reason would shape the future. The symposium had about 500 participants from countries all over the world. The program consisted of 4 plenary and 13 semi-plenary talks and more than 300 contributed papers selected by the program committee to be presented in 17 sections. Due to a limited number of pages available for the proceedings volume, the length of each article as well as the total number of accepted contributions had to be restricted. Submitted manuscripts have therefore been reviewed and 62 of them have been selected for publication. The activities of the Fondazione ENI Enrico Mattei cover a broad spectrum of research topics, ranging from economics to engineering, from environmen tal management at the industry or regional level to basic mathematical model ling research. It is the combination of the activities on these last two topics that led the Fondazione to organise, with the University of Geneva, a work shop where operation research tools were designed with the aim to provide national and local policy makers with appropriate analytical and policy instru ments for environmental management. In the recent past, attention has often been devoted to global environmen tal issues in which the level of policy making is either international, through multi-country agreements on emission control, or national, when environ mental policies are designed to control domestic pollution. Many environ mental problems, however, have a local or regional dimension. Even when their dimension is global, e. g. in the case of the greenhouse gas effect, relevant decisions on emission control, such as the adoption of energy saving utilities, are taken at the local level. In many countries, the current legislation imposes the local authorities to prepare plans and adopt measures to control energy consumption or to reduce waste of natural resources. It is therefore important to analyze the way in which local or regional authorities optimise their environmental management.
