With the end of the Cold War and the visibility of U.S. Patriot missile defenses during the 1991 Gulf War, the cost and benefits of ballistic missile defense systems (BMD) need to be re-evaluated. In this detailed and balanced study, David Denoon assesses new types of short-range and intercontinental missile defenses. In the post Cold War era, two fundamental changes have made missile defense for the United States and its military forces more compelling: The United States and Russia no longer see each other as direct threats and there has been a dramatic proliferation of ballistic missile capability in the Third World. Consequently, U.S. forces deployed overseas are more likely to be at risk and, eventually, the United States itself could become vulnerable to missile threats. With these changes in mind, David Denoon analyzes the current BMD dilemma, arguing that active defenses against missiles should be seen as a form of insurance against catastrophe. He assesses the likelihood of missile attacks and the appropriate level of investment for the United States to defend against such attacks. Recent US plans to deploy national missile defense (NMD) and theater missile defense (TMD) have emerged as significant issues for stability in Northeast Asia, a region that faces a number of critical uncertainties and daunting security challenges in the coming decade. These uncertainties and challenges include questions about the future US military role in the region, historical distrust between major powers, the continued existence of divided states, ongoing military modernization programs, territorial disputes, resource conflicts, the proliferation of weapons of mass destruction and ballistic missiles, and continuing shifts in relative economic and military power. US interest in deploying NMD and TMD is partly a response to military developments in Northeast Asia, including China's missile buildup across the Taiwan Strait and North Korea's efforts to develop nuclear weapons and long-range ballistic missiles. Yet the US debate about missile defense has largely focused on NMD and the Anti-Ballistic Missile (ABM) Treaty. This originally steered the debate toward Russia and away from China and Japan. The US national security community has tended to emphasize the military requirements and effectiveness of NMD and TMD without fully examining the regional security implications. As a result, these implications have not been fully explored and debated either within US policymaking circles or with their counterpart communities in China and Japan. Broader US interests in the region, maintenance of US alliances and nonproliferation goals have not been systematically connected to missile defense issues. To address these shortcomings, the Stanley Foundation, in conjunction with the National Defense University and the Monterey Institute of International Studies' Center for Nonproliferation Studies, organized a series of three conferences to conduct a thorough examination of the regional security implications of US NMD and TMD plans. This conference series, titled Ballistic Missile Defense in Northeast Asia: Implications for Security Relations Among the Regional Powers, engaged a wide variety of experts from the United States, China, and Japan to gain insights into the potential political and military implications of specific US deployment modes. A report of the conference series was prepared by Evan S. Medeiros of the Monterey Institute and published by the Stanley Foundation. The following brief highlights the key conclusions of the report.

Most books on missile proliferation focus on the spread of ballistic missiles or cruise missiles, not both. Gormley's work, however, explains why cruise missiles are beginning to spread widely, but does so by explaining their spread in the context of ballistic missile proliferation. It therefore treats both ballistic and cruise missile proliferation as related phenomenon. This work also focuses evenhandedly on both nonproliferation and defense policy (including missile defenses and counterforce doctrines) to fashion a set of integrated strategies for dealing with ballistic and cruise missile proliferation. Signs of missile contagion abound. In this study, Gormley argues that a series of rapid and surprising developments since 2005 suggest that the proliferation of missiles capable of delivering either weapons of mass destruction or highly accurate conventional payloads is approaching a critical threshold. The surprising fact is that land-attack cruise missiles, not ballistic missiles, constitute the primary problem. Flying under the radar, both literally and figuratively, land-attack cruise missiles add a dangerous new dimension to protecting U.S. security interests and preventing regional military instability. Gormley asserts that cruise missiles are not destined to supplant ballistic missiles; rather, they are likely to join them, because when both are employed together, they could severely test even the best missile defenses. Worse yet, Gormley argues, land-attack cruise missiles are increasingly being linked to preemptive strike doctrines, which are fueling regional arms races and crisis instability. This work explains why an epidemic of cruise missile proliferation, long forecasted by analysts, has only recently begun to occur. After first assessing the state of ballistic missile proliferation, Gormley explores the role of three factors in shaping the spread of cruise missiles. These include specialized knowledge needed for missile development; narrative messages about reasons for acquiring cruise missiles; and norms of state behavior about missile nonproliferation policy and defense doctrine. This book then addresses the policy adjustments needed to stanch the spread of cruise missiles in the first place, or, barring that, cope militarily with a more demanding missile threat consisting of both cruise and ballistic missiles.
