Public Enterprise and Economic Development by A. H. Hanson Pdf

Originally published in 1959, the subject of this book is an aspect of economic development which, despite its importance, had rarely attracted more than incidental attention at the time. The author’s interest in public enterprise in underdeveloped countries was stimulated by a year’s residence in Turkey. He felt the time had come for a general comparative study. Defining comparative as (1) between developed and underdeveloped countries, and (2) between different underdeveloped countries at dissimilar stages of development or with dissimilar development perspectives. The purpose of the first is to discover what the developed can offer the underdeveloped by way of adaptable experience and relevant ideas; that of the second to examine the use of public enterprise in the many different social, economic and political contexts to be found in the less advanced parts of the world.

Public Enterprise Management And Privatisation by Laxmi Narain Pdf

A number of public enterprise (PE) executives have long felt the need for a book which would provide necessary information and analysis of various dimensions of PE management and privatisation. The book provides at one place, a precise and authoritative account of the concept, policy, and analysis of major issues confronting PEs. Public ownership per se does not make PE performance sub-optimal. The operation of the Government system, of which PE is a sub-system, has not been conducive to performance. During the last six decades, inadequate political will and vested interests have come in the way of freeing PEs from excessive and throttling controls, and demoralising accountability. Not letting the managers manage with the freedom required in the liberalised and globalised set-up is the problem. The multifarious and complex managerial problems of PEs, which get compounded by faltering moves towards privatisation, cannot be wished away. These have been considered in the book at some length. The book, first published in 1980, continues to be a standard work on the subject. This latest edition has been revised by Dr. R.K.Mishra, Director, Institute of Public Enterprise,Hyderabad.

Democracy and Efficiency in the Economic Enterprise by Ugo Pagano,Bob Rowthorn Pdf

The collapse of central planning was hailed as evidence of the economic and moral superiority of capitalism over any possible alternative. The essays in this book challenge that claim. The case for more democratic forms of enterprise management is considered from a variety of viewpoints. One chapter deals with the philosophical justification for enterprise democracy. The remaining chapters are devoted to the question of efficiency, which has been central to economic debates about ownership and control. The orthodox belief amongst economists is that any shift to more democratic forms of enterprise control would be unworkable. The essays in this book provide a thorough theoretical and empirical critique of this orthodoxy.

Public Enterprise in Less Developed Countries by Leroy P. Jones Pdf

This volume consists of papers chosen from the Boston Area Public Enterprise Group Conference that was held in 1980 and concentrated on public enterprises in less-developed countries. The Boston Area Public Enterprise Group is composed of scholars dedicated to understanding the public enterprises operating in the world's mixed economies. Public enterprises are government-owned firms that sell goods or services in a market. Involved in public production for private consumption, they are a hybrid of government and private enterprise. Thus, an analysis of public enterprise requires insights from economics, management, political science and law. Each of these disciplines is represented in addressing the following questions: Why public enterprise? Who should control public enterprise? How are decisions made in practice? How do public enterprises behave in international markets? How does risk and uncertainty alter public enterprise decisions'? How are incentive structures to be designed'? How do public enterprises compare with other public policy tools for dealing with particular problems'? The contributions combine theory and practice in analysing a variety of less-developed countries.

Government-Enterprise Connection by Ming Lu,Hui Pan Pdf

This book is an empirical study on the relationship between private enterprises, entrepreneurs and the government in P. R. China. The two authors conducted a detailed survey of enterprises and entrepreneurs in Liuzhou, Guangxi Zhuang Autonomous Region, China. Although it was only conducted in a medium sized city, the survey provides a rare source of information on matched entrepreneur-enterprise pairs. It provides detailed information on management, performance, enterprise-government relationship, as well as entrepreneurs' personal information and measurements of various psychological parameters. With this first-hand information, the authors analyzed several interesting issues concerning enterprise-entrepreneur-government relationships. Readers will gain an understanding of the following topics: Why and how does China have such special enterprise-entrepreneur-government relationships? Do enterprises' political connections in the form of entrepreneurs' political status help improve the performances of these enterprises? Which of the surveyed entrepreneurs could become members of the People's Congress and the People's Political Consulting Conference? How do entrepreneurs feel when they are faced with greater government intervention? How will China move ahead in the ongoing reform and development in the light of the enterprise-entrepreneur-government relationship? This book examines the way in which China's enterprise-entrepreneur-government relationship helps enterprises develop in a transitional market. In the appendix to this book, one of the authors, Ming Lu, provides evidence, based on data from listed companies, that having political connections can help enterprises enter the markets of provinces other than their place of registration. However, this political connection also distorts the market by giving the entrepreneurs more opportunities to develop their business. At the same time, those entrepren eurs who face interventions from the government also shoulder greater costs in the form of loss of psychological happiness. The inference of this book is that at some point in the foreseeable future, China will gradually build its market system and integrate its domestic markets, so that private enterprises will no longer rely so heavily on their political connections.

The Public Wealth of Nations by D. Detter,S. Fölster Pdf

We have spent the last three decades engaged in a pointless and irrelevant debate about the relative merits of privatization or nationalization. We have been arguing about the wrong thing while sitting on a goldmine of assets. Don’t worry about who owns those assets, worry about whether they are managed effectively. Why does this matter? Because despite the Thatcher/ Reagan economic revolution, the largest pool of wealth in the world – a global total that is much larger than the world’s total pensions savings, and ten times the total of all the sovereign wealth funds on the planet – is still comprised of commercial assets that are held in public ownership. If professionally managed, they could generate an annual yield of 2.7 trillion dollars, more than current global spending on infrastructure: transport, power, water, and communications. Based on both economic research and hands-on experience from many countries, the authors argue that publicly owned commercial assets need to be taken out of the direct and distorting control of politicians and placed under professional management in a ‘National Wealth Fund’ or its local government equivalent. Such a move would trigger much-needed structural reforms in national economies, thus resurrect strained government finances, bolster ailing economic growth, and improve the fabric of democratic institutions. This radical, reforming book was named one of the "Books of the Year".by both the FT and The Economist.
