The United Nations estimates that more than 2 billion people in over 40 countries are negatively affected by water shortages. Increasing demand for water has been identified as one of four major factors that will threaten human and ecological health over the next generation. In an increasingly global community of researchers and practitioners, new technologies and communication means have made the transfer of policies from one country or region to another progressively more prevalent. There has been a lot of attention in the field of public administration paid to policy transfer and institutional transplantation. This book aims to create a better understanding of such transfers in the water management sector. These include the adoption of modern water management concepts, such as integrated water resources management and forms of water governance, which are strongly promoted and sometimes also imposed by various international organizations. Attending water security is an important challenge and a major systemic risk humanity faces in the years to come. This is due to population increase, over-consumption of water, especially in agriculture, climate change and various forms of water pollution. This chapter on water law in the Jewish tradition provides insight into Jewish law and custom in general, and rules related to the protection of water sources in particular.
