Excerpt from England and the Catholic Church Under Queen Elizabeth I am indebted for a few documents which throw light on the doings of English pirates in the Mediterranean (appendix Papers in the Vatican suggested the idea of making researches in this little used collection. Among English archives, the most important are those belonging to the catholic cathedral of Westminster. No others can compare with them in value for the inner history of English catholicism. As their contents, however, are of importance only from the end of the sixteenth century, the letters, reports, and memorials of English catholics and Roman officials which they contain, are only of service for the last chapter of this volume. The rich treasures of the Public Record Office have been already largely made public in the Calendars of State Papers. However, for some series (especially Italian Sizzler), I have been able to draw upon fresh sources of information. As regards the results yielded by the Recusant Rolls, I must refer to Ch. I., 4. The British Museum and the Bodleian Library were invaluable to me on account of their original editions of royal proclamations, and, above all, for their rich store of pamphlets and broadsides. For although it was only in the seventeenth century that the classical period of political pamphleteering dawned for England, still as early as the time of Elizabeth, broadsides and pamphlets had become such a power in public life that no student of history can pass over these sources of information with impunity. It shows how these expatriates, known as the “Spanish Elizabethans,” used the most powerful tools at their disposal—paper, pens, and presses—to incite war against England during the “messianic” phase of Philip’s reign, from the years leading up to the Grand Armada until the king’s death in 1598. Freddy Cristóbal Domínguez looks at English Catholic propaganda within its international and transnational contexts. He examines a range of long-neglected polemical texts, demonstrating their prominence during an important moment of early modern politico-religious strife and exploring the transnational dynamic of early modern polemics and the flexible rhetorical approaches required by exile. Why, it may be asked, begin with Queen Elizabeth's acces sion, and not with her father's revolt from the Church? For the latter was the cause of the former, and, indeed, the origin of all the Subsequent troubles. Again, it may be asked, if you do begin with Elizabeth's long reign, why commence before the middle or end? For the new life of the Catholic party only began to throb and grow articulate in the latter decades. To this I would say that Henry's revolt is indeed the proper starting-point for a history of the Reformation taken as a whole; but Elizabeth's accession is better, if one is primarily considering the political and civic life of the post Reformation Catholics. Reform and counter-reform under Henry, Edward and Mary were transitory. The con structive work of each was immediately undone by their successor. But the work done under Queen Elizabeth, whether by Catholic or Protestant, lasted a long time. There have, of course, been many developments since, but they have proceeded on the lines then laid down. On the Catholic side the work of reorganisation began almost immediately after the first crash, though it was only in the middle of the reign that the vitality and permanence of the new measures became evident. Elizabeth I was queen regnant of England and Ireland from 17 November 1558 until her death. Sometimes called "The Virgin Queen", "Gloriana" or "Good Queen Bess", Elizabeth was the fifth and last monarch of the Tudor dynasty. The daughter of Henry VIII, she was born into the royal succession, but her mother, Anne Boleyn, was executed two and a half years after her birth, with Anne's marriage to Henry VIII being annulled, and Elizabeth hence declared illegitimate. Her half-brother, Edward VI, ruled as king until his death in 1553, whereupon he bequeathed the crown to Lady Jane Grey, cutting his two half-sisters, Elizabeth and the Roman Catholic Mary, out of the succession in spite of statute law to the contrary. His will was set aside, Mary became queen, and Lady Jane Grey was executed. In 1558, Elizabeth succeeded her half-sister, during whose reign she had been imprisoned for nearly a year on suspicion of supporting Protestant rebels. Elizabeth set out to rule by good counsel, and she depended heavily on a group of trusted advisers led by William Cecil, Baron Burghley. One of her first moves as queen was the establishment of an English Protestant church, of which she became the Supreme Governor. This Elizabethan Religious Settlement later evolved into today's Church of England. It was expected that Elizabeth would marry and produce an heir so as to continue the Tudor line. She never did, however, despite numerous courtships. As she grew older, Elizabeth became famous for her virginity, and a cult grew up around her which was celebrated in the portraits, pageants, and literature of the day. In government, Elizabeth was more moderate than her father and half-siblings had been. One of her mottoes was "video et taceo" ("I see, and say nothing"). In religion she was relatively tolerant, avoiding systematic persecution. After 1570, when the pope declared her illegitimate and released her subjects from obedience to her, several conspiracies threatened her life. All plots were defeated, however, with the help of her ministers' secret service. Elizabeth was cautious in foreign affairs, moving between the major powers of France and Spain. She only half-heartedly supported a number of ineffective, poorly resourced military campaigns in the Netherlands, France, and Ireland. In the mid-1580s, war with Spain could no longer be avoided, and when Spain finally decided to attempt to conquer England in 1588, the failure of the Spanish Armada associated her with one of the greatest military victories in English history.
