It would startle any of the respectable ratepayers of the richer parishes to be informed of the number of summonses that are issued every quarter for the rates.. they amount to upwards of 4,000 in the parish of George's-in-the-East alone. And, of course, many of the poor persons summonsed are unable to pay. The Poor Law And The Police Courts. "For some time past monthly returns of the number of persons in receipt of relief in England and Wales have shown a decrease in comparison with' the corresponding months of the previous year, but at length in December the scale has been turned, and whereas at the close of 1859 the number was 827,461, it was 835,129 at the close of 1860, an increase of 7,668, not far from 1 per cent. This increase is chiefly due to the midland counties and the metropolis, Wales and the eastern counties adding in a less degree to it; but the manufacturing districts in the north continued to show a considerable decrease in the number of paupers relieved. Thus far as to the comparison between December, 1859, and December, 1860; but another comparison may be made--namely, between the beginning and the end of December last, to show to what extent the poor law had then met the distress caused by the severe weather which set in in the middle of that month. Now, these returns show that Quoted from The Times. the numbers relieved at the end of the first week of last December were 807,187, and at the end of the fourth week 835,129, an increase of only 27,942, or 3-46 per cent. Ragged London describes life in the rookeries of London, where forty people would live together in one room. Although life was a constant struggle against famine, disease and violence, the people enjoyed a closeness that was moer than the result of overcrowding. Their lives were lived entirely within the 'mean streets' of their little corner of London. They were born and raised within the rookeries, earned their meagre living there, enjoyed life as best they could, dressed in the latest fashion, got married, had children, died and were buried there. The lack of cooking facilities led to them inventing the takeaway, and there was absolutely no sanitation. In the poorest district of all, St Giles, only a single water pump serviced the entire population. It was a closed world, although the population explosion of nineteenth-century London led to millions of new arrivals in the already-congested rookery districts. The areas were lawless to a degree that dwarfs contemporary concerns about crime. Though life as cheap in the rookeries, they produced some of the best soldiers and sailors in the British armed forces.

Few measures, if any, could claim to have had a greater impact on British society than the poor law. As a comprehensive system of relieving those in need, the poor law provided relief for a significant proportion of the population but influenced the behaviour of a much larger group that lived at or near the margins of poverty. It touched the lives of countless numbers of individuals not only as paupers but also as ratepayers, guardians, officials and magistrates. This system underwent significant change in the nineteenth century with the shift from the old to the new poor law. The extent to which changes in policy anticipated new legislation is a key question and is here examined in the context of London. Rapid population growth and turnover, the lack of personal knowledge between rich and poor, and the close proximity of numerous autonomous poor law authorities created a distinctly metropolitan context for the provision of relief. This work provides the first detailed study of the poor law in London during the period leading up to and after the implementation of the Poor Law Amendment Act of 1834. Drawing on a wide range of primary and secondary sources the book focuses explicitly on the ways in which those involved with the poor law - both as providers and recipients - negotiated the provision of relief. In the context of significant urban change in the late eighteenth and nineteenth century, it analyses the poor law as a system of institutions and explores the material and political processes that shaped relief policies.
