After September 11, 2001, infrastructures—the mundane systems that undergird much of modern life—were suddenly considered “soft targets” that required immediate security enhancements. Infrastructure protection quickly became the multibillion dollar core of a new and expansive homeland security mission. In this book, Ryan Ellis examines how the long shadow of post-9/11 security concerns have remade and reordered infrastructure, arguing that it has been a stunning transformation. Ellis describes the way workers, civic groups, city councils, bureaucrats, and others used the threat of terrorism as a political resource, taking the opportunity not only to address security vulnerabilities but also to reassert a degree of public control over infrastructure. Nearly two decades after September 11, the threat of terrorism remains etched into the inner workings of infrastructures through new laws, regulations, technologies, and practices. Ellis maps these changes through an examination of three U.S. infrastructures: the postal system, the freight rail network, and the electric power grid. The volume of freight transported in the United States is expected to double in the next 30 years. An increased use of rail freight could allow the supply chain to accommodate these increased volumes while minimizing highway congestion and improving energy efficiency in the transportation sector. Shippers and policymakers are concerned that the existing infrastructure--much diminished after decades of track abandonment--lacks sufficient capacity to accommodate the increased demand for rail freight. This report draws from publicly available data on the U.S. railroad industry to provide observations about rail infrastructure capacity and performance in freight transportation. Railroads have improved their productivity in the past three decades, mitigating immediate concerns about capacity, but concerns about future capacity constraints appear to be justified. Insufficient data exist to determine whether rail performance is now stable, significantly declining, or improving. The railroad system is privately owned and operated, but there is a public role for easing rail capacity constraints because private decisions about transportation investment and freight shipping have public consequences for safety and the environment. A better understanding of the public and private cost trade-offs between shipping freight by truck and by rail is needed. Improvements to data quality and freight-modeling tools will improve the ability for policymakers to better target public investment in the rail freight transportation system.

According to the authors, deregulation has made substantial progress in solving the two most vexing problems of the surface freight transportation industry—excessive rates in the trucking industry and insufficient returns on investment in the rail industry. Competition and efficiency have returned to both industries, and although the labor force in each has suffered wage and job losses, shippers and their customers have gained roughly $20 billion a year in benefits. The authors recommend policies that would continue to promote competition and the efficient use of highway and railway infrastructure.
