For nearly two decades the United States Air Force (USAF) oriented the bulk of its thinking, acquisition, planning, and training on the threat of a Soviet blitzkrieg across the inter German border. The Air Force fielded a powerful conventional arm well rehearsed in the tactics required to operate over a central European battlefield. Then, in a matter of days, the 1990 invasion of Kuwait altered key assumptions that had been developed over the previous decade and a half. The USAF faced a different foe employing a different military doctrine in an unexpected environment. This is a story of long-range airpower, from Gen. Henry H. 'Hap' Arnold's vision of a global mission to the Global Strike Task Force and expeditionary air forces of the year 2001. It examines global power from its origins as Strategic Air Command built a fleet of bombers and tankers to meet the needs of the global nuclear-deterrent policy of the Cold War. With the end of the Cold War and the changes in force structure that followed, USAF soon lost its historical roots in global power. This evolution is traced through the studies and commissions of the 1990's established to determine the force structure for the twenty-first century. The assumptions that were made to develop a force focused on expeditionary short-range airpower to project global power are established and then examined with four case studies in the application of airpower over long range. Operation Nickel Grass, the U.S. airlift to Israel during the 1973 Yom Kippur War; the British airpower experience in the Falkland Islands War with its Vulcan Black Buck missions; Operation Eldorado Canyon; and Operation Desert Strike are used to provide evidence to support and refute the assumptions made during the 1990's to structure the USAF force structure around short-range expeditionary forces with the intention of forward deploying them in a crisis. These case studies are evaluated and recommendations are offered for the force structure of the twenty-first century to ensure an adequate global power force capable of executing a global power strategy. The conclusions of this study do not make recommendations for long- or short-range airpower but rather offer recommendations for methods to enable those forces in the future with a sturdy in-flight refueling force capable of supporting long-range missions free from the entanglements of foreign support and reliance on forward basing.

This study concludes airpower will play an increasingly dominant role in future US contingency responses. Power projection is defined as the finite application of military power by national command authority to achieve discrete political ends outside the borders of the United States, its territories, and possessions. Power projection contingencies are characterized as wars and operations short of war, but not conflicts that are global or total in nature. Future contingencies that demand a US response may occur without warning, be time sensitive, and require short duration deployments. US forces may not have immediate access to or a previously established presence in potential theaters of operation. Due to the changing nature of the international environment and domestic priorities, the President defined a new National Secunty Strategy that emphasizes projecting military forces in response to regional conflicts. The military services are currently modifying their doctrine and force structures to reflect the shift towards power projection. The services agree power projection forces must be lethal, flexible, deployable, mobile, and capable of surviving an increasingly hostile threat environment. Comparing force characteristics reveals airpower has greater flexibility, deployability, mobility, and is better able to survive future threat environments than surface forces. New domestic imperatives have also forced the services to engage in a healthy competition to preserve their share of a shrinking defense budget. In terms of efficiency, apportioning resources according to an arcane formula that does not reflect force capabilities or the future utility of primary service functions is illogical. Building a strong power projection capability requires a thorough evaluation of the relative efficacy of air, land, and sea power to perform the power projection mission.
