Economic Opening Up and Growth in Russia by Evgeny Gavrilenkov,Paul J.J. Welfens,Ralf Wiegert Pdf

After a decade of sharp economic decline, Russia switched to an impressive period of economic growth. Yet the economic record is still mixed, and many key problems remain unresolved, both in the economic sphere and the political system. The focus is on economic dynamics in Russia, reasons for its hesitant opening up process as well as the special role of the natural resources sector which is expected to continue to grow. This analysis highlights the existing deficiencies of the Russian economic system and raises doubts about the sustainability of growth. Twin focus is on required reforms and endogenous forces that impair liberalizing trade and investment in an orderly way. Russian discussions on WTO and other international topics are reflected.

Structural Change and Exchange Rate Dynamics by Paul J.J. Welfens,Anna Wziatek-Kubiak Pdf

Structural change, economic growth and adequate exchange rate adjustment are key challenges in the context of EU eastern enlargement as are consistent macroeconomic policies. The authors focus on sectoral adjustment across industries in catching-up countries and explain changes in the composition of output – this includes new aspects of the Chenery model. They describe and analyze the spatial pattern of specialization and adjustment in many countries. Theoretical and empirical analysis of foreign direct investment, innovation and structural change shed new light on economic dynamics in Old Europe and New Europe. As regards exchange rate dynamics both traditional aspects (such as the Balassa-Samuelson effect) and new approaches to understanding exchange rate developments are presented. Links between exchange rate changes and innovation are particularly emphasized.

Knowledge as a Driver of Regional Growth in the Russian Federation by Jens Kai Perret Pdf

The Russian Federation has a history of more than twenty years of transformation to a market economy, but as well to a knowledge society, to look back on. This study takes a look at the knowledge generation, knowledge transmission and knowledge use inside the Federation since the early 1990s. Furthermore, in light of the high dependence of the Russian economy on the oil and gas sectors this study analyzes the impact knowledge related factors have on regional income generation following thereby in the direction of Schumpeterian growth theory. The study combines descriptive with empirical analyses to paint a picture as detailed as possible of the Russian knowledge society and its innovative potential.

The volume provides a retrospective analysis of Putin’s eight years as president between 2000 and 2008. An international group of leading specialists examine Putin’s leadership in an informed and balanced manner. The authors are drawn from Russia itself, as well as from Europe, America and Australasia. Coverage includes general analysis of the Putin presidency, the ideology underlying the thinking of the regime, issues of institutional development including coverage of parties, parliament and elections, developments in the federal system, corruption and changes in the configuration of the elite. Modern macroeconomics suffers from an unclear link between short-term Keynesian analysis and long-term growth modelling. This book presents a new link between monetary analysis and growth modelling in open economies. Structural change, innovations and growth are considered from a new perspective. With respect to economic policy - in particular innovation policy - the analysis implies major changes, concerning both EU countries and other leading OECD economies.

Internationalization and Economic Policy Reforms in Transition Countries by Edward M. Graham,Nina Oding,Paul J.J. Welfens Pdf

Edward M. Graham, Nina Oding and Paul J. J. Welfens Eastern Europe and the former Soviet Union have achieved sustained economic growth in first half of the new decade in the 2V^ century. EU ac cession countries which have joined the EU have benefited mainly from high capital inflows, a reduced risk premium - with shadow effects of this already occurring in the years before explicit membership - and growing trade. While system transformation has undermined trade between Eastern Europe and Russia for several years there are medium prospects for grow ing trade in the whole of Europe. Russia's case, however, is different from the EU accession countries as a major driving force of economic dynamics is the oil and gas sector which has considerable backward and forward linkages. At the same time this sector apparently is politically quite sensi tive. The Transatlantic Transformation and Economic Development Re search Group has organized several workshops within a major interna tional research project. The project is devoted to analyzing the internatio nalization of the Russian economy and the associated changes in major policy fields. This book contains the revised analytical papers from the St. Petersburg conference in 2003 when the city celebrated its 300 year anniversary. We are very grateful to the Leontief Center for excellent organization of the conference. The paper by Paul J. J.

World Bank Technical Paper No. 263. Management of water resources is essential for long-term, environmentally sustainable human and economic development. Increasingly, the World Bank and other international organizations are called upon to provide support in the formulation of water resources strategies. This volume serves as a guide for developing countries in creating their strategies by outlining a general process. It also suggests ways for countries to build capacity through the process of designing and implementing such strategies. The volume is divided into two parts. Part I covers the purpose and process of strategy formulation. The process consists of a water resource assessment and then the design and choice of options. Part II reviews such main concepts as institutional and human resources, stakeholder participation, information systems, economics, environment and health, and international issues.
