COVID-19 has resulted in a shock to agrifood systems around the world, with the potential for low- and middle-income countries to be particularly affected. Although policy responses were more muted than during the 2007–2008 world food crisis, efforts to insulate from supply shocks and ensure local availability during COVID-19 have generally included export restrictions and import tariff reductions, among other responses. In an effort to enable rapid market monitoring and realignment, we develop a new indicator defined as a monthly nominal rate of protection “express” which seeks to isolate as much as possible the effect of trade and market policies on domestic prices in real-time in order to understand how they responded. This analysis examines changes to this indicator during the first wave of the pandemic in 27 low- and middle-income countries for the most-consumed staple cereals of the poor and food insecure. We show that agricultural price incentives declined by 12.6 percentage points compared to the same months in previous years, suggesting that retail domestic price spikes may have largely been mitigated or avoided. However, impacts varied across countries and commodities, and this indicator can serve as a tool for examining primary drivers of changes and conducting causal analysis to facilitate adequate agrifood policy responses to support economic recovery in the post-COVID-19 era.

Public support mechanisms for agriculture in many cases hinder the transformation towards healthier, more sustainable, equitable, and efficient food systems, thus actively steering us away from meeting the Sustainable Development Goals and targets of the Paris Agreement. This report sets out the compelling case for repurposing harmful agricultural producer support to reverse this situation, by optimizing the use of scarce public resources, strengthening economic recovery from the COVID-19 pandemic, and ultimately driving a food systems transformation that can support global sustainable development commitments. The report provides policymakers with an updated estimate of past and current agricultural producer support for 88 countries, projected up until 2030. The trends emerging from the analysis are a clear call for action at country, regional and global levels to phase out the most distortive, environmentally and socially harmful support, such as price incentives and coupled subsidies, and redirecting it towards investments in public goods and services for agriculture, such as research and development and infrastructure, as well as decoupled fiscal subsidies. Overall, the analysis highlights that, while removing and/or reducing harmful agricultural support is necessary, repurposing initiatives that include measures to minimize policy trade-offs will be needed to ensure a beneficial outcome overall. The report confirms that, while a few countries have started repurposing and reforming agricultural support, broader, deeper, and faster reforms are needed for food systems transformation. Thus, it provides guidance (in six steps) on how governments can repurpose agricultural producer support – and the reforms this will take.

Recently, it has become apparent to developing countries in the WTO that their limited bargaining power has, in fact, been a stumbling block to obtaining desired negotiation outcomes in the multilateral trade system. Thus, to execute any fundamental changes to the status quo, there was a need to cluster together, pool resources and form alliances to leverage their collective strength in the negotiations. What remained unclear, however, was what role this increased coalition activity by developing countries played in the current WTO negotiations process. Therefore, the primary purpose of this dissertation is to describe how this shift toward coalitions as a negotiation strategy by developing countries occurred and to consider the possible implications of this coalition strategy for the future of the multilateral trading system. Due to the complexity of the Doha Round, I restricted my area of study to the Doha Round agriculture negotiations as a single case study, since agriculture is the undisputed "locomotive" of the Round, having set the tone for the majority of the negotiations. Using qualitative data, I captured a contextual description of four developing country agriculture coalitions -- Cotton-4, G-20, G-33 and G-90 -- as "nested cases" throughout the agriculture negotiation process from March 2003 to March 2010. I described the function of developing country coalitions in the negotiations by comparing and contrasting aspects of each coalition's negotiation strategy or tactics during the research study period. In sum, I investigate my preliminary assessment of the reason coalition strategy emerged as the dominant negotiation tool for developing countries in this particular WTO Round. I then describe how these coalitions maneuvered in the ongoing negotiations during the study period. At the end of my descriptive comparative analysis, I was able to explain the significance of coalitions as a strategic tool for developing countries in WTO trade rules negotiations as well as assess the specific role that each of the four case study coalitions have played in the negotiation process. In conclusion, the study highlights some of the lessons learned from developing country coalition strategy in this Round. The information derived could serve as a platform for further research in this area and eventually explain the raison d'être behind the negotiated outcomes.
