Realizing the Potential of U.S. Unconventional Natural Gas by Sarah O. Ladislaw,Lisa A. Hyland,David L. Pumphrey Pdf

The ability to access and economically develop vast amounts of America’s unconventional natural gas resources, especially large shale gas formations, has altered our national view on energy and has subsequently changed the discourse at the federal, state, and local levels. Since 2008, when the economic viability of shale gas resources first became widely recognized, policymakers and industry leaders have worked to better understand the nature of this resource; the risks and opportunities associated with its production, transport, and use; and the potential strategic implications of the United States’ new energy reality. The paradox of the U.S. unconventional gas story is that the technologies and industry practices that made it possible have been decades in the making; the public policy and commercial landscape is vastly different from just a few years ago; and the story of this remarkable resource development is still in its infancy. In an attempt to capture the current state of play with respect to resource development, operational practices, risk identification and mitigation, impacts assessment and identify strategies that allow this valuable resource to be prudently developed, the CSIS Energy and National Security Program undertook this Unconventional Gas Initiative. Over the course of the past year, the authors were able—in concert with industry and nongovernmental organization (NGO) supporters—to work with a wide array of regulators, policymakers, environmental, industry and financial groups, academics and community stakeholders to capture the latest understanding of the unconventional gas development picture and develop themes and findings in the hope of facilitating an informed discussion on a path forward.

Delivering the Goods by Frank A. Verrastro,Michelle Melton,Sarah O. Ladislaw,Lisa Hyland Pdf

The North American energy landscape has shifted in significant ways. New development of abundant tight oil and unconventional natural gas resources creates an historic opportunity to enhance economic growth throughout North America and improve the region’s competitiveness in global markets. The rapid pace of development of these resources, along with changes in consumption, however, have created a unique need for new and expanded infrastructure and a reevaluation of North America’s place in the global energy market. This report captures the current state of crude oil production growth and the infrastructure required and then frames the related major policy and regulatory discussions, including environmental concerns, crude oil exports, the strategic petroleum reserve, and the Jones Act.

Sharing the Costs and Benefits of Energy and Resource Activity by Lila Katz Barrera-Hernández,Barry Barton,Lee Godden,Alastair R. Lucas,Anita Rønne Pdf

A new phase is emerging in the relationship between energy and resource activities and the communities that are affected by them. Any energy or resource project - a mine, a wind farm, a dam for hydroelectricity, or a shale gas development - will involve a mix of impacts and benefits for communities. For many years, the law has mediated impacts on communities and provided for the distribution of financial benefits. Now, there is growing awareness of the need to consider not only a wider range of costs and benefits for communities from energy and resource projects, but also the effects on communities at multiple scales and in complex ways. Sharing the costs and benefits of natural resource activity has now become a legal requirement for energy and resource projects operating in many jurisdictions, particularly in developing countries. This book uses cases studies from across the globe to examine the emergence of such legal measures, their advantages and disadvantages, and the improvements that may be feasible in the legal frameworks used to distribute the costs and benefits of energy and resources activity. The book has three parts: Part I considers general legal and conceptual frameworks; Part II addresses the mechanisms available to distribute costs and benefits; and Part III considers the role of public engagement and participation in the sharing of the costs and benefits from energy and resource projects.

The EU, the US and Global Climate Governance by Christine Bakker,Francesco Francioni Pdf

This volume presents a critical analysis of transatlantic relations in the field of environmental governance and climate change. The work focuses on understanding the possible trends in the evolution of global environmental governance and the prospects for breaking the current impasse on climate action. Drawing on research involving experts from eleven different universities and institutes, the authors provide innovative analyses on policy measures taken by the EU and the US, the world’s largest economic and commercial blocs, in a number of fields, ranging from general attitudes on environmental leadership with regard to climate change, to energy policies, new technologies for hydrocarbons extraction and carbon capture, as well as the effects of extreme weather events on climate-related political attitudes. The book examines the way in which the current attitudes of the EU and the US with regard to climate change will affect international cooperation and the building of consensus on possible climate policies, and looks to the future for international environmental governance, arguably one of the most pressing concerns of civilisation today. This book, which is based on research carried out in the context of the EU-financed FP7 research project TRANSWORLD, will appeal to academics, policy makers and practitioners seeking a deeper understanding of the challenges resulting from climate change.

Fueling Up by Trevor Houser,Shashank Mohan Pdf

New drilling techniques for oil and natural gas are propelling an energy production renaissance in the United States. As the US economy struggles to emerge from the Great Recession, many see the boom as a possible source of economic salvation that could reduce unemployment and revitalize American manufacturing. Until now, however, there has been little objective analysis of the energy boom’s economic consequences. In this major study, Trevor Houser and Shashank Mohan fill that gap. Houser and Mohan assess the impact of the recent and projected increase in domestic energy production on US GDP, employment growth, manufacturing competitiveness, household expenditures, and international trade balance. Alongside its economic impact, they also explore the consequences for the environment and global warming, providing guidance for policymakers to navigate these issues.
