Water has always been a source of risks and opportunities in the Middle East and North Africa. Yet rapidly changing socioeconomic, political, and environmental conditions make water security a different, and more urgent, challenge than ever before. This report shows that achieving water security means much more than coping with water scarcity. It means managing water resources in a sustainable, efficient, and equitable way. It also involves delivering water services reliably and affordably, to reinforce relationships between service providers and water users and contribute to a renewed social contract. Water security also entails mitigating water-related risks such as floods and droughts. Water security is an urgent target, but it is also a target within reach. A host of potential solutions to the region’s water management challenges exist. To make these solutions work, clear incentives are needed to change the way water is managed, conserved, and allocated. To make these solutions work, countries in the region will also need to better engage water users, civil society, and youth. The failure of policies to address water challenges can have severe impacts on people’s well-being and political stability. The strategic question for the region is whether countries will act with foresight and resolve to strengthen water security, or whether they will wait to react to the inevitable disruptions of water crises.

Scientific evidence shows that most glaciers in South Asia's Hindu Kush Himalayan region are retreating, but the consequences for the region's water supply are unclear, this report finds. The Hindu Kush Himalayan region is the location of several of Asia's great river systems, which provide water for drinking, irrigation, and other uses for about 1.5 billion people. Recent studies show that at lower elevations, glacial retreat is unlikely to cause significant changes in water availability over the next several decades, but other factors, including groundwater depletion and increasing human water use, could have a greater impact. Higher elevation areas could experience altered water flow in some river basins if current rates of glacial retreat continue, but shifts in the location, intensity, and variability of rain and snow due to climate change will likely have a greater impact on regional water supplies. Himalayan Glaciers: Climate Change, Water Resources, and Water Security makes recommendations and sets guidelines for the future of climate change and water security in the Himalayan Region. This report emphasizes that social changes, such as changing patterns of water use and water management decisions, are likely to have at least as much of an impact on water demand as environmental factors do on water supply. Water scarcity will likely affect the rural and urban poor most severely, as these groups have the least capacity to move to new locations as needed. It is predicted that the region will become increasingly urbanized as cities expand to absorb migrants in search of economic opportunities. As living standards and populations rise, water use will likely increase-for example, as more people have diets rich in meat, more water will be needed for agricultural use. The effects of future climate change could further exacerbate water stress. Himalayan Glaciers: Climate Change, Water Resources, and Water Security explains that changes in the availability of water resources could play an increasing role in political tensions, especially if existing water management institutions do not better account for the social, economic, and ecological complexities of the region. To effectively respond to the effects of climate change, water management systems will need to take into account the social, economic, and ecological complexities of the region. The UN designated the decade 2005–2015 as the International Decade for Action – Water for Life. The move was initiated at the third World Water Forum in Kyoto, 2003, and it could prove the most significant and effective outcome of the triennial series of World Water For a yet. Its major aims are: (1) to promote efforts to fulfil recent international commitments, especially in the Millennium Goals, (2) to advance towards a truly integrated, int- national approach to sustainable water management, and (3) to put special emphasis on the role of women in these efforts. Even so, it faces tremendous and, as I write, increasing obstacles. The intense season of hurricanes and tropical storms in 2008 illustrated yet again not only the power of nature, but also the vulnerability of the poorer nations, like Haiti and Jamaica. New Orleans and Texas fared better, not because of the efforts of the International Decade for Natural Disasters (1990–2000) to increase preparedness, but more because the USA had learnt from its own experiences in Hurricane Katrina. The biggest obstacle of all is the burgeoning world population. It took off last century, but it is predicted to reach unimaginable heights this century: at least 10 billion by 2050, maybe 20 billion by 2100. Governments are powerless to halt it, even the Chinese. Achieving water security globally against this backdrop will be a Herculean task.

Is Canada's water secure? According to Environment Canada, one quarter of all Canadian communities experienced water shortages during the latter half of the 1990s. Water quality in over a thousand small and rural communities is as bad as or worse than that in many developing countries. This book presents the results of the Interdisciplinary Research Group "Society – Water – Technology" of the Berlin-Brandenburg Academy of Sciences and Humanities. Therefore, improved management strategies and enhanced technologies for a sustainable water resource management system are a prerequisite to meet present and future challenges. Much of the discussion surrounding the definition of the Sustainable Development Goals (SDGs) and the post-2015 global development agenda has contextualized sustainable development within the framework of ‘transformation’, specifically prioritizing concepts such as equity, security, justice, and rights. While these debates correctly discussed power imbalances and relational obstacles to human development they have remained abstract because they focused only on the international level. In this regard, discussions have not adequately examined mechanisms that facilitate or block the emergence of sustainable development as a political priority, nor do they address specific policy proposals to link environmental justice to human development strategies. This book contends that human and environmental security should be framed in terms of transnational discussions rather than being limited to general international debates in order to examine both governance challenges and potential policy mechanisms that can effectively address environmental security issues that cross national boundaries. The chapters in this volume undertake an empirical examination of the relationships between human and environmental security, cross-border exchanges, and regional integration. They address the relationships between international norms, transnational human and environmental security issues, and the regionalization of governance in different parts of the world as the book includes comparative analyses as well as case studies from Europe, Asia and the Americas.
