The oversight of consumer product safety is a complex system involving many federal agencies. The United States Government Accountability Office identified eight agencies that have direct oversight responsibilities for consumer product safety: the Consumer Product Safety Commission (CPSC), Department of Housing and Urban Development, Environmental Protection Agency, Food and Drug Administration, National Highway Traffic Safety Administration (NHTSA), Nuclear Regulatory Commission, Pipeline and Hazardous Materials Safety Administration, and the U.S. Coast Guard (within the Department of Homeland Security). All eight agencies conduct regulatory activities to promote consumer product safety, such as rulemaking, standard setting, risk assessment, enforcement, and product recalls. This book examines which federal agencies oversee consumer product safety and their roles and responsibilities; the extent and effects of any fragmentation or overlap in the oversight of consumer products; and collaboration among agencies to address any negative effects of fragmentation or overlap. This book also discusses the Consumer Product Safety Improvement Act of 2008.

"Why GAO Did This StudyGrowing numbers of recalls in 2007 and 2008, particularly of children's products, focused increased attention on CPSC. Consumer products can be subject to mandatory or voluntary standards, or both. Questions have been raised about the level of compliance with voluntary standards and CPSC's ability to encourage compliance. The Consolidated Appropriations Act of 2012 directed GAO to analyze manufacturers' compliance with voluntary industry standards. This report evaluates (1) what is known about the extent to which manufacturers comply with voluntary standards for consumer products, (2) CPSC's authority and ability to require compliance with voluntary standards, and (3) the consequences for manufacturers that fail to comply with voluntary standards.To do this, GAO reviewed CPSC's statutory and regulatory authorities to encourage compliance with voluntary standards; reviewed agency documents and literature on consumer product safety; analyzed data on CPSC corrective actions; and met with representatives from national consumer, industry, legal, and standard-setting organizations who have expertise in developing consumer product safety standards.What GAO RecommendsTo strengthen the adequacy of voluntary standards, CPSC should review the policy for participating in voluntary standards development activities and determine the feasibility"

Updated as of May 29, 2018 The Consumer Product Safety Commission ("Commission," "CPSC," or "we") is issuing a final rule that would establish a Publicly Available Consumer Product Safety Information Database ("Database"). Section 212 of the Consumer Product Safety Improvement Act of 2008 ("CPSIA") amended the Consumer Product Safety Act ("CPSA") to require the Commission to establish and maintain a publicly available, searchable database on the safety of consumer products, and other products or substances regulated by the Commission.
