Remaking Europe in the Margins by Christopher S. Browning Pdf

Originally published in 2005. This comprehensive volume examines the issue of Europe-making related to the post EU/NATO enlargement and the post 9/11 situation. Dual enlargement and the War on Terrorism are raising important questions for various actors in Europe, in particular what these developments will mean for the future of regional cooperation and the development of a regional subjectivity. Such concerns have been further compounded by America's distinction between 'New Europe' and 'Old Europe'. The volume analyzes at both policy and conceptual levels how the dual enlargement and the War on Terrorism will impact on regional cooperation in northern Europe. It examines how events in northern Europe have helped shape the nature of European space, borders and governance, including how the EU, the US and Russia have each highlighted northern Europe as a special case to be utilized and learnt from in dealing with problems elsewhere in Europe and globally. Presenting original articles, the volume will appeal to scholars of regional politics as well as security, international relations theory and geopolitics.

Creating Europe from the Margins by Kristín Loftsdóttir,Brigitte Hipfl,Sandra Ponzanesi Pdf

This edited volume explores the idea of Europe through a focus on its margins. The chapters in the volume inquire critically into the relations and tensions inherent in divisions between the Global North and the Global South as well as internal regional differentiation within Europe itself. In doing so, the volume stresses the need to consider Europe from critical interdisciplinary perspectives, highlighting historical and contemporary issues of racism and colonialism. While recent discussions of migration into ‘Fortress Europe’ seem to assume that Europe has clearly demarcated geographic, political and cultural boundaries, this book argues that the reality is more complex. The book explores margins conceptually and positions margins and centres as open to negotiation and contestation and characterized by ambiguity. As such, margins can be contextualized in relation to hierarchies within Europe, with different processes involved in creating boundaries and borders between different kinds of Europes and Europeans. Deploying case studies from different places, such as Iceland, Italy, Poland, Spain, Turkey, the UK, Romania, Cyprus, Greece, Sicily, European colonies in the Caribbean and the former Yugoslavia, the contributors analyse how different geopolitical hierarchies intersect with racialized subject positions of diverse people living in Europe, while also exploring issues of gender, class, sexuality, religion and nationality. Some chapters draw attention to the fortification of Europe’s ‘borderland,’ while others focus on internal hierarchies within Europe, critiquing the meaning of spatial boundaries in an increasingly digitalized Europe. In doing so, the chapters interrogate the hierarchies at play in the processes of being and becoming ‘European’ and the ongoing impacts of race and colonialism. This timely and thought-provoking collection will be of considerable significance to those in the humanities and social sciences with an interest in Europe. European Union and the Making of a Wider Northern Europe by Pami Aalto Pdf

This book is the first comprehensive study of how and why the European Union has enlarged to become northern Europe’s leading power. Pami Aalto presents a new approach to the under-theorized field of EU foreign policy studies, showing how, since 1990, the EU has enlarged to include Finland, Sweden, Estonia, Latvia, Lithuania and Poland, and also incorporated the former East Germany. He also examines how this northern expansion has led the EU to reflect on relations with Russia and its north-western regions. This unique study includes: a fresh approach to the under-theorized field of EU foreign policy key empirical material, including hundreds of documents, interviews and field experiments in-depth case studies of relations between the EU, Nordic states, Baltic states and Russia with its north-western regions. This is essential reading for all students of European politics, Russian studies and international relations.

Go North! by Carsten Schymik,Valeska Henze,Jochen Hille Pdf

HauptbeschreibungGo North was the programmatic title of an international conference on Baltic Sea Region Studies that took place at Humboldt University of Berlin from April 4-6, 2005. It was hosted by the BalticStudyNet project, which is part of the European Union's Erasmus Mundus programme for the global promotion of European higher education. In order to discuss the past, present and future of Baltic Sea Region Studies, the Berlin conference brought together about fifty government representatives and scholars from all Baltic Sea Region countries, including Russia, as well as from the United Kingdom, Switzerland, the USA, Canada, Ukraine and Kyrgyzstan. The basic idea of the Go North conference was to encourage a fundamental change of perspective - away from intra-regional and towards extra-regional and truly global approaches to the Baltic Sea Region: How is the Baltic Sea region perceived when viewed, let's say, from Australia? What, if anything, would a Chinese student find typical, extraordinary, or even unique when looking at the region? Why should a scholar from Mexico, South Africa or India wish to do research in and/or about the Baltic Sea Region? Consequently, third country views on Europe's North and the Baltic Sea Region were a feature of many of the presentations and panel discussions during the conference, which are documented in this volume.

European Integration and Postcolonial Sovereignty Games by Rebecca Adler-Nissen,Ulrik Gad Pdf

This book examines how sovereignty works in the context of European integration and postcolonialism. Focusing on a group of micro-polities associated with the European Union, it offers a new understanding of international relations in the context of modern sovereignty. This book offers a systematic and comparative analysis of the Overseas Countries and Territories (OCTs), the EU and the four affected Member States: UK, France, the Netherlands and Denmark. Contributors explore how states and state-like entities play ‘sovereignty games’ to understand how a group of postcolonial entities may strategically use their ambiguous status in relation to sovereignty. The book examines why former colonies are seeking greater room to manoeuvre on their own, whilst simultaneously developing a close relationship to the supranational EU. Methodologically sophisticated, this interdisciplinary volume combines interviews, participant observation, textual, legal and institutional analysis for a new theoretical approach to understanding the strategic possibilities and subjectivity of non-sovereign entities in international politics. Bringing together research on European integration and postcolonial theory, European Integration and Postcolonial Sovereignty Games will be of interest to students and scholars of International Relations, EU studies, Postcolonial studies, International Law and Political Theory.

Normative Power Europe by R. Whitman Pdf

The notion of Normative Power Europe (NPE) is that the EU is an 'ideational' actor characterised by common principles and acting to diffuse norms within international relations. Contributors assess the impact of NPE and offer new perspectives for the future exploration of one of the most widely used ideas in the study of the EU in the last decade.

Europe's Changing Geography by Nicola Bellini,Ulrich Hilpert Pdf

European macro-regions, Euroregions and other forms of inter-regional, cross-border cooperation have helped to shape new scenarios and new relational spaces which may generate opportunities for economic development, while redefining the political and economic meaning of national borders. This book is based on a number of key case studies which are crucial to understanding the complex web of political, economic and cultural factors that shape the heterogeneous picture of Europe’s new geography. This book provides a fresh view on this phenomenon, with a realistic approach shedding light on its complexity as well as on its ambiguities. The new macro-regions are interpreted with an approach recognizing the importance of institutionalization, but also their flexible configuration and "blurred" borders. The book also raises the issue of credibility and legitimacy, arguing that inter-regional cooperation has to be removed from the foggy realm of the exchanges between local political and bureaucratic elites in order to be clearly and concretely motivated, and functional to key strategic objectives of the regions. Finally, the authors suggest a complementarity between relations based on proximity and wider (possibly global) networks where some territories, and especially metropolises, find opportunities based on "virtual" proximity. Europe's Changing Geography provides a substantial re-appraisal of a key phenomenon in the process of European integration today. It will be of interest both to scholars of the political economy of European regionalism and to practitioners.

Reflections on Europe by Hans-Åke Persson Pdf

When Dutch and subsequently French voters rejected the Draft Treaty for a Constitution for Europe in Spring 2005, many voices called for a pause for reflection. This book is, in part, a result of that moment of reflection. We wanted to contribute to the debate about Europe but crucially, we sought to do so by taking a step back from the problem formation and agenda-setting of Brussels. For the authors of this volume, one key to establishing critical distance has been the reappraisal of the historical perspective. Another has been the problematisation of 'Europe as a space' as opposed to looking for a definition of borders. The authors also seek critical distance through a focus on the tension between Europe as a culture, as a polity and as an economy. These tensions have often been neglected or even ignored and the relationships have been seen as more or less synonymous and harmonious. The aim of this volume, then, is two-fold. It wants, developing a critical distance to the present Europe, to contribute to the vivid academic research and debate on Europe, which too often either develops distance without commenting on the present state of affairs or comments on the present without critical distance.

Regional Development in Central and Eastern Europe by Grzegorz Gorzelak,John Bachtler,Maciej Smętkowski Pdf

This book provides an up-to-date assessment of the main processes and dilemmas of regional development and regional policy in the newer European Union Member States in Central and Eastern Europe and neighbouring countries. It highlights the difficulties of balancing the demands within the new Member States for rapid regional growth and development with, firstly, the demands of the European Union overall that restructuring and development should conform to the aims and principles of EU common policies; and, secondly, with budgetary constraints. The book covers a wide range of issues, including global and national challenges to regional convergence and cohesion; regional dynamics, city networks and border issues; the effectiveness of policy responses at national and European levels, including an assessment of policy experiences from outside the new Member States; and likely future developments.

Frontex and the Rising of a New Border Control Culture in Europe by Antonia-Maria Sarantaki Pdf

This book examines the rapidly expanding EU agency’s distinct role in EU border control, showing that Frontex is a prominent border control actor that reshapes the EU borders by promoting a new border control culture. Bringing culture into the analysis of Frontex, this book offers an alternative in-depth understanding of the agency’s function, focusing on the production and diffusion of border control assumptions and practices within a border control community. Based on data drawn from primary research at Frontex and two EU external borders, namely Lampedusa and Evros, this book examines Frontex’s contribution to the emergence of a new border control culture in Europe, replacing the pre-existing Schengen culture. Compared with the existing literature on Frontex, this novel account takes into consideration the evolving nature of borders and border control, discussing three contemporary challenges for the established border control regime: Brexit, the COVID-19 pandemic, and hard security preoccupations, such as the fall-out from the Russian invasion in Ukraine and the weaponisation of migration at the Greek-Turkish land border. Frontex and the Rising of a New Border Control Culture in Europe will appeal to scholars and students of border management, EU studies, migration, geography, international relations, and security, along with policymakers and practitioners with an interest in EU border control and Frontex.

European 'Security' Governance by George Christou,Stuart Croft Pdf

This book argues that we can understand and explain the EU as a security and peace actor through a framework of an updated and deepened concept of security governance. It elaborates and develops on the current literature on security governance in order to provide a more theoretically driven analysis of the EU in security. Whilst the current literature on security governance in Europe is conceptually rich, there still remains a gap between those that do 'security governance' and those that focus on 'security' per se. A theoretical framework is constructed with the objective of creating a conversation between these two literatures and the utility of such a framework is demonstrated through its application to the geospatial dimensions of EU security as well as specific cases studies in varied fields of EU security. This book was originally published as a special issue of European Security.

The Politics of Becoming European by Maria Mälksoo Pdf

This book weaves together perspectives drawn from critical international relations, anthropology and social theory in order to understand the Polish and Baltic post-Cold War politics of becoming European. Approaching the study of Europe’s eastern enlargement through a post-colonial critique, author Maria Mälksoo makes a convincing case for a rethinking of European identity. Drawing on the theorist Edward Said, she contends that studies of the European Union are marked by a prevailing Orientalism, rarely asking who has traditionally been able to define European identity, and whether this identity should be presented as an historical process rather than a static category. The central argument of this book is that the historical experience of being framed as simultaneously in Europe - and yet not quite in Europe – informs the current self-understandings and security imaginaries of Poland and the Baltic States. Exploring this existential condition of ‘liminal Europeaness’ among foreign and security policy-making elites, the book considers its effects on key security policy issues, including relations with Western Europe, Russia and the United States. Supported by solid empirical analyses, this book provides an innovative and interdisciplinary approach to the post-Cold War predicament of Poland and the Baltic States. It will be of interest to students and scholars of International Relations, European Studies, Social and Political Theory, and Anthropology.
