Reorganizing State Government by James L Garnett Pdf

Although state executive branch reorganization has been surrounded by controversy and expense for more than sixty years and has been occurring at an unprecedented rate during the last thirteen, much of our knowledge of it has been anecdotal, fragmentary, conceptually imprecise, and untested, asserts Dr. Garnett. His book contributes conceptual and empirical order to the study of reorganization by analyzing competing and complementary models, evaluating research methodologies, stating hypotheses, and testing those hypotheses with data drawn from more than 150 of the state reorganizations that have taken place in this century. Dr. Garnett addresses three basic questions: Why do state reorganizations occur? How are they conducted? What forms do the reorganized executive branches take? His specific action guidelines for governors and other state officials, agenda for further research, and extensive bibliography will be particularly useful.

The Movement for the Reorganization of State Administration (Classic Reprint) by Charles Grove Haines Pdf

Excerpt from The Movement for the Reorganization of State Administration In order to adjust a form of government planned for the more primitive conditions of many years ago, so as to per form the multitudinous functions which have devolved upon state governments, it has been found necessary to establish numerous boards, bureaus, commissions, and commissioners. Owing to the fact that these boards and bureaus were cre ated one at a time, as occasion arose, and were constituted as independent agencies with specially designated powers, state administration has lacked in the necessary unity and correlation to secure economical and efficient public service. The organization of state administration contains today little evidence of unified design or systematic planning. It consists of a complicated mass of separate and disjointed authorities, operating with little reference to each other or to any central control.1 Lack of unity and of correlation in the arrangements for state administration has led to dis satisfaction and criticisms which have resulted in a signifi cant movement for the reform of state administration. The Dynamics of Institutional Change by Bruno Dente,Francesco Kjellberg Pdf

Western democracies have retained political legitimacy since 1945 by a continuous process of adaptation to changing socio-political circumstances. Most states have changed their institutional arrangements, and reorganized their systems of local government to some degree. This book explains local government change within the wider context of institutional change. It links theories of legitimacy and institutional change to the extensive empirical and historical literature on local government reorganization. It also differentiates between institutional change and reform. Structural or historical variables are shown to play a major role in explaining why and how both reform and change take place. In particular, the rise and decline of the welfare state - and the political and policy changes associated with this - is one of the most important points of departure in the analysis. The ideas shared by the policy community explain the roles played by actors involved in shaping local government change and reform. This provides the link between the macro (structural) dimension and empirical observation.
