This report is the result of the work of the former FIP Commission 10: Management and strengthening of concrete structures, which replaced to the former FIP Commission 10: Maintenance, operation and use in 1995. The former CEB Commission V: Operation and Use and in particular its Task Group 5.4: Assessment, maintenance and repair also played a role in this report. When in 1998 the FIP merged with the CEB to form the fib, the well advanced writing was completed by a small editorial group. The purpose of the report is twofold: to give an overview of the issues relating to the management of concrete structures in general and to add details about assessment and remedial action, as these are important technical aspects of management and maintenance systems. The more general aspects of asset management are dealt with in Chapter 1, aimed at owners and decision-makers. Chapters 2 and 3, aimed at consultants and contractors, deal with decision-making in the assessment process. A review of remediation techniques is given in Chapter 3, intended to help in the selection of remedial actions rather than in their execution. The report also includes some significant appendices regarding load testing, monitoring and fire, and also special considerations related to seismic retrofitting. Appendix 1 offers keywords that the various actors in this field could use for a common language.

It was in 1978 that the former FIP (Fédération Internationale de la Précontrainte) published a state-of-art report on Containments for Nuclear Power Plants (NPPs). In 1996 the then FIP Commission 7 Concrete pressure vessels and containments discussed the necessity to up-date this document. After the merger of FIP with CEB (Comité Euro-International du Béton) into fib (fédération internationale du béton - international federation for structural concrete) had taken place in 1998, these activities were continued by a new fib Task-Group 1.3 Containment structures of fib Commission 1 Structures. The decision to update the 1978 report was kept with the intention to give a broad and well illustrated review of existing NPP containments as the most characteristic and complex building of nuclear power plants. Following the description of containments for different reactor systems the state-of-art report includes considerations on safety as the basic purpose of the containment, which underlies all design and construction aspects and necessitates a strict monitoring and inspection program during the whole life of the structure. Regulatory requirements and their evolution as well as recent developments, conceptual and technological, are presented. The report is complemented by two annexes on CD ROM giving some general information (on 160 NPPs built since 19972) and some more detailed data on six typical recent NPP containments. This work has been achieved during the years 1999 and 2000 thanks to the participation of members of fib Commission 1 and particularly of its Task Group 1.3, involving also further invited experts in the nuclear field from many countries all over the world. This report presents the Round-Robin (RR) program and test results including a statistical evaluation of the RILEM TC195-DTD committee named “Recommendation for test methods for autogenous deformation (AD) and thermal dilation (TD) of early age concrete”. The task of the committee was to investigate the linear test set-up for AD and TD measurements (Dilation Rigs) in the period from setting to the end of the hardening phase some weeks after. These are the stress-inducing deformations in a hardening concrete structure subjected to restraint conditions. The main task was to carry out an RR program on testing of AD of one concrete at 20 °C isothermal conditions in Dilation Rigs. The concrete part materials were distributed to 10 laboratories (Canada, Denmark, France, Germany, Japan, The Netherlands, Norway, Sweden and USA), and in total 30 tests on AD were carried out. Some supporting tests were also performed, as well as a smaller RR on cement paste. The committee has worked out a test procedure recommendation which is reported separately and submitted acceptance as a RILEM method.
