The 14th FAO/WHO Joint Meeting on Pesticide Management (JMPM), hosted by the World Health Organization (WHO), was held online on the afternoons of 14 and 15 October 2021. As for the 13th JMPM in October 2020, the meeting time was significantly reduced from the usual three-and-a-half days to two half days, because of the obligation to meet electronically due to COVID-19. The meeting included: an update on activities of FAO, WHO and United Nations Environment Programme (UNEP); a review of progress in the production of new FAO/WHO guidance and revision of existing guidelines; proposals for developing new guidance and revising existing guidelines; a discussion of how to promote use of the guidance and agreement on next steps; a presentation on progress in the action plan for highly hazardous pesticides and the UNEP/FAO/WHO report on the impacts of pesticides and fertilizers; a presentation by the UN Special Rapporteur on Toxics and Human Rights, followed by discussion of how a human rights-based approach could be reflected in FAO/WHO guidance and in the Code of Conduct on Pesticide Management (the Code of Conduct); and a presentation of the process for revising the Code of Conduct, followed by discussion of whether an update is necessary and the issues to be considered if one is undertaken. The recommendations made by the JMPM are summarized in section 12. The list of meeting participants is attached as Annex 1.

This publication reports on the 2019 Joint Meeting of the Food and Agriculture Organization of the United Nations (FAO) Panel of Experts on Pesticide Residues in Food and the Environment and the World Health Organization (WHO) Core Assessment Group on Pesticide Residues (JMPR). The meeting evaluated 30 pesticides, including eight new compounds and three compounds that were re-evaluated for toxicity or residues, or both, within the periodic review programme of the Codex Committee on Pesticide Residues (CCPR). This print version does not include Annexes 3, 4 and 6. During the meeting, the FAO Panel of Experts was responsible for reviewing pesticide use patterns (use of good agricultural practices), data on the chemistry and composition of the pesticides and methods of analysis for pesticide residues and for estimating the maximum residue levels that might occur as a result of the use of the pesticides according to good agricultural practices. The WHO Core Assessment Group was responsible for reviewing toxicological and related data and for estimating, where possible and appropriate, acceptable daily intakes (ADIs) and acute reference doses (ARfDs) of the pesticides for humans. The recommendations of the Joint Meeting, including further research and information, are proposed for use by Member governments of the respective agencies and other interested parties.

The pesticides diazinon, glyphosate and malathion were evaluated at the Joint Meeting of the FAO Panel of Experts on Pesticide Residues in Food and the Environment and the WHO Core Assessment Group on Pesticide Residues (JMPR) held in May 2016. This followed a recommendation that they be re-evaluated due to public health concerns identified by the International Agency for Research on Cancer (IARC) and the availability of a number of new studies. The meeting reviewed epidemiological, toxicological and related data in order to establish acceptable daily intakes (ADIs) and acute reference doses (ARfDs) of the pesticides for humans. It also estimated dietary exposures (both short- and long-term) to the pesticides reviewed and performed related dietary risk assessments.
