The Scientific Advisory Committee on Fisheries (SAC) of the General Fisheries Commission for the Mediterranean (GFCM) held its twenty-second session online, from 22 to 25 June 2021. The session was attended by delegates from 19 Mediterranean contracting parties, 11 observers, as well as representatives of the Food and Agriculture Organization of the United Nations (FAO) Fisheries Division, the GFCM Secretariat and invited experts. The Committee reviewed the work carried out during the 2019–2021 intersession, including within the framework of the mid-term strategy (2017–2020) towards the sustainability of Mediterranean and Black Sea fisheries and in light of the COVID-19 pandemic, and provided advice on status of priority stocks and ecosystems and on potential management measures addressing key fisheries and vulnerable species in the Mediterranean. In line with the subregional approach, the Committee formulated advice focusing on: i) small pelagic and priority demersal fisheries in the Adriatic Sea; ii) common dolphinfish and blackspot seabream fisheries in the western Mediterranean; iii) small pelagic and bottom trawl fisheries exploiting demersal stocks, particularly European hake, in the central Mediterranean; iv) deep-water red shrimp fisheries in the eastern-central Mediterranean, including their interactions with vulnerable marine ecosystems; and v) round sardinella in the eastern Mediterranean. The Committee also agreed on the technical soundness of three FRA proposals for the Bari Canyon, the Ebro Delta margin and the Palmahim Disturbance, to be submitted to the Commission. At the regional level, the Committee provided advice on the following: i) fishing technology and bycatch, including minimal technical specifications for bottom-trawl nets and the need for targeted pilot projects to investigate possible mitigation measures; ii) data call for the database on sensitive benthic habitats and species and other effective area-based conservation measures for the protection of vulnerable marine ecosystems and essential fish habitats; and iii) advances in the adaptation strategy for climate change. Furthermore, the Committee discussed additional work in support of the GFCM, namely the implementation of the Regional Plan of Action for Small-Scale Fisheries in the Mediterranean and the Black Sea, dedicated research programmes as well as other activities to enhance fisheries management in the region. Finally, the Committee agreed upon its work plan for 2021–2023.

The main points covered during the expert meeting related to introducing participants to the OECM concept; providing an overview of the regional initiatives for biodiversity conservation, and exploring the current and potential place of fisheries management and OECMs in these regional initiatives; providing participants with an overview of the criteria and subcriteria for OECM identification; and providing participants with an overview of the OECM reporting process and the potential capacity-building needs to identify, evaluate and report OECMs in the Wider Caribbean Region. During the expert meeting, participants conducted practical exercises by applying the OECM criteria to eight real-life case studies from Brazil, Colombia, Costa Rica, Mexico, and the United States of America. Participants also discussed the role of OECMs in recognizing conservation efforts; the need to recognize fishers’ local culture in the OECM process; the incentives provided by OECM recognition; OECM identification and evaluation; and the use of international guidance to support the identification and evaluation of OECMs.

The Ninth Meeting of the Regional Fishery Body Secretariats’ Network (RSN-9) brought together Secretariats of regional fishery bodies (RFBs) with diverse mandates from all geographic regions, including FAO and non-FAO regional fishery bodies, marine and inland fishery advisory and management bodies and agreements, the United Nations Division for Ocean Affairs and the Law of the Sea (DOALOS), the Convention on Biological Diversity (CBD), the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), the United Nations Environment Programme (UNEP) and other invited organizations. RSN-9 took place immediately before and after the Thirty-fifth Session of the Committee on Fisheries (COFI-35), which was held from 5 to 9 September 2022. As was the case with COFI, RSN-9 met in hybrid format, in person and virtually, via videoconference, to facilitate the participation of those who could not assist personally. For the first time, the meeting was convened over three days. The meeting allowed participants to exchange views and discuss global processes of particular relevance to RFBs. In addition, RSN-9 provided the opportunity to discuss the development and strengthening of RSN, which included the adoption of the RSN terms of reference and the subsequent amendment of the RSN rules of procedure, as well as a space for reflection on the outcomes of COFI 35 and their implications for regional fishery bodies. The meeting had a high level of participation, which underlined the role of the Network as a unique forum to foster cooperation, facilitate discussion and share experiences.

At the regional level, the Committee provided advice on: i) European eel, red coral and common dolphinfish fisheries in the Mediterranean; ii) minimum conservation reference size for GFCM priority species, including deep-water red shrimp and European hake at the regional level as well as small pelagics in the Adriatic sea and round sardinella in the eastern Mediterranean; and iii) the socioeconomic impacts of a potential extension of bottom trawling limits. With regard to small-scale fisheries, the Committee supported the need to revise the monitoring framework of the Regional Plan of Action for small-scale fisheries in the Mediterranean and the Black Sea. It discussed additional work in support of the GFCM, endorsing dedicated research programmes, including on recreational fisheries and on jellyfish in the Alboran Sea, as well as a draft regional plan of action to monitor and mitigate interactions between fisheries and vulnerable species in the Mediterranean and the Black Sea and identified further actions towards the implementation of standardized monitoring plans for fisheries restricted areas (FRAs) and the development of pilot studies to identify boundaries of known vulnerable marine ecosystems. It also discussed issues related to decarbonization and climate change, estimation of discards and fishing capacity. In line with the subregional approach, the Committee formulated advice on i) blackspot seabream in the western Mediterranean; ii) small pelagics in the Alboran Sea; iii) a FRA in the Cabliers Coral Mound Province; iv) Norway lobster, red mullet and striped red mullet in the central Mediterranean; v) round sardinella, small-scale fisheries and non-indigenous species in the eastern Mediterranean; and vi) small pelagics and key demersal stocks in the Adriatic Sea. Finally, the Committee agreed upon its workplan for 2023–2025.

Representatives from 15 intergovernmental and non-governmental organizations, the Food and Agriculture Organization of the United Nations and its regional projects as well as the Bureaux of the Commission and its subsidiary bodies, were also in attendance. During the session, progress in activities related to fisheries, aquaculture, compliance and other strategic activities was reviewed. Moreover, cooperation activities within the framework of agreements with contracting parties and cooperating non-contracting parties and with partner organizations were discussed. In light of increasing cooperation with the GFCM, the Commission granted cooperating noncontracting party status to Jordan. In relation to the management of fisheries and aquaculture in the GFCM area of application, a total of eleven binding recommendations were adopted, dealing with the following issues: multiannual management plans for European eel, for deep-water red shrimp fisheries in the Levant and Ionian Seas and for demersal fisheries in the Strait of Sicily; conservation of sharks and rays; international joint inspection and surveillance in the Strait of Sicily; regional research programmes on blue crab in the Mediterranean and on rapa whelk fisheries in the Black Sea; further emergency measures for small pelagic stocks in the Adriatic Sea; access to information and data related to monitoring, control and surveillance and regional marking of fishing gear. Futhermore, the Commission agreed to launch its second performance review in 2019 and welcomed the establishment of five subregional technical units in Bulgaria, Croatia, Lebanon, Spain and Tunisia. Finally, the Commission adopted its programme of work for the next intersession and approved its budget amounting to USD2 537 241 for 2019 as well as a number of strategic actions to be funded through extrabudgetary resources. It also unanimously endorsed the new Bureaux of the Scientific Advisory Committee on Fisheries, the Working Group on the Black Sea and the Committee on Administration and Finance. Finally, on the occasion of its resumed session held in December 2018, the Commission unanimously elected its new Chairperson and Vice-Chairpersons.

The meeting reviewed the existing information on the observed and expected impacts of climate change on Mediterranean and Black Sea fisheries, as well as the most relevant elements on vulnerability and the existing and potential adaptation measures. Agreement was reached on the need to enhance the knowledge on the implications of climate change to fisheries in the region and to identify options to cope with the expected impacts. In this regard, the meeting elaborated elements of a methodology to assess risks and vulnerabilities of fisheries to climate change. A roadmap for the review, endorsement and application of the methodology was elaborated aiming at contributing to the elaboration of regional climate change adaptation strategy in the mid-term.

The Common Oceans ABNJ Deep Seas Project is funded by the Global Environment Fund and implemented by FAO and the UN Environment Programme. To showcase existing knowledge, practices and innovative research for sustainable deep-sea fisheries management and biodiversity conservation in the ABNJ, the Food and Agriculture Organization of the United Nations (FAO), in collaboration with UN Environment World Conservation Monitoring Centre (UNEP-WCMC) and the SponGES Project consortium, organized a meeting – the ABNJ Deep Sea Meeting 2019 – that took place on 7-9 May 2019, at FAO Headquarters in Rome, Italy. Over 40 participants, including representatives from partner organizations and other stakeholders from multiple sectors within the ABNJ, attended the three-day meeting. While significant progress has been made in the management of deep-sea fisheries and in the protection of vulnerable marine ecosystems, the ABNJ still faces threats from climate change, ocean acidification, biodiversity loss, and pollution. Building on the achievements of the Common Oceans ABNJ Deep Sea Projects and the SponGES Project, the participants were invited to give presentations on key topics and discuss emerging issues concerning ABNJ governance and deep-sea research, monitoring and management.

A review of the application of the FAO ecosystem approach to fisheries (EAF) management within the areas beyond national jurisdiction (ABNJ) by Fletcher, W.J. Pdf

The publication documents the results of the review of the level of implementation of the FAO Ecosystem Approach to Fisheries (EAF) by the fisheries management bodies in each of the different ABNJ regions. The review was designed to help identify future activities by the ABNJ Deep Sea Project to address gaps and capacity development and make recommendations to strengthen EAF among deep-sea fisheries management bodies and/or their members. The information to complete the EAF reviews was largely obtained from web-based materials. To assist with the accuracy of these desktop assessments, following initial drafting of each EAF background report and associated EAF assessment, both documents were sent to the respective RFMO secretariats. Comments and/or suggestions provided by the secretariats were then addressed with revised versions of the background reports and review assessments generated. Based on these revised reports, the comparative analyses were finalized and a full report was drafted. Being a desk-top assessment of the level of implementation of the EAF approach by each of the RFMO management bodies, the study had a number of caveats including only being able to measure systems and processes, not outcomes. A more complete assessment of EAF adoption and especially the outcomes would require direct involvement of the various stakeholders, including all relevant management, compliance and scientific bodies, contracting parties (CP), non-contracting parties (NCP), vessel owners, crews, non-governmental organizations (NGOs), etc.
