Enhancing Collaboration - Joint Management Action Plan by International Monetary Fund Pdf
In March 2006, the Managing Director of the International Monetary Fund (IMF) and the President of the World Bank commissioned the External Review Committee on IMF-World Bank Collaboration to look at the status of institutional collaboration and provide suggestions for improvement. The Committee’s report, released in February 2007, called for the strengthening of the culture of collaboration in the two institutions, and made a number of specific proposals in that direction. The Joint Management Action Plan (JMAP) was prepared against this background, and the actions agreed between Bank and Fund managements in the JMAP are scheduled to be presented in informal Board meetings in early October. The JMAP will be launched immediately after the Annual Meetings. The goal is for most new systems to be operational in time for the preparation of FY09 budgets.

The papers in this volume draw on background work done in preparation for the study Governance of the IMF: An Evaluation, Independent Evaluation Office, International Monetary Fund, May 28, 2008 (available at http://www.ieo-imf.org). This compilation presents in one collection the most recent work to date on the subject of governance of the IMF and contributes to the ongoing dialogue on how best to strengthen the governance of this important global institution. Good governance can contribute to the IMF’s legitimacy by ensuring appropriate voice and representation for the membership, by allowing the Fund to fulfill its mandates effectively and efficiently, and by facilitating accountability for relevant stakeholders. Three main conclusions follow from the studies in this volume. First, to strengthen its legitimacy and effectiveness, the Fund needs greater, higher level and more transparent involvement of member country authorities in its governance. Second, the Board needs to play a stronger role in strategy development and oversight, which requires a shift away from the day-to-day business of the organization. 'Global Monitoring Report 2008', the fifth in an annual series, is essential reading for those who wish to follow the global development agenda and debate in 2008. The potential effects of climate change compound the challenge of achieving the development goals and sustaining progress. This review of Phase I of the technical assistance (TA) General Data Dissemination System (GDDS) project (2001–2006) for 15 Anglophone African countries1—funded by the U.K. Department for International Development (DFID) and executed jointly by the Fund and the World Bank—(henceforth, referred to as the Anglophone African (AAf) project) focuses mostly on the components that were implemented by the Fund’s Statistics Department (STA). The review draws on various internal and periodic evaluations of project execution and reports by technical assistance providers. The GDDS—part of the Fund’s Data Standards Initiative—defined the framework for the AAf project. The main goal of the project was initially limited to assisting countries to become participants in the GDDS via preparatory workshops and development of metadata and plans for improvement. The goal was subsequently expanded to providing TA and promoting greater awareness and regional cooperation.
