Report of the FAO/RECOFI Regional Workshop to Combat Illegal, Unreported and Unregulated Fishing by Food and Agriculture Organization of the United Nations Pdf

This document contains the report of the FAO/RECOFI Regional Workshop to Combat Illegal, Unreported and Unregulated Fishing, which was held in Muscat, Oman, from 30 March to 2 April 2009. The objective of the Workshop was to develop national capacity and promote regional coordination so that countries would be better placed to combat illegal, unreported and unregulated (IUU) fishing activities, including through the development and implementation of relevant international fisheries instruments, taking appropriate measures at regional level and elaborating national plans of action to combat IUU fishing (NPOAs-IUU). The Workshop addressed: the nature, scope and impacts of IUU fishing; the international policy and framework to combat IUU fishing; the International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing; FAO Fisheries Technical Guidelines No. 9 and the development and role of NPOAs-IUU; port State measures to combat IUU fishing; the role of the flag State in combating IUU fishing; the state of fishery legislation in RECOFI Members and regional cooperation to defeat IUU fishing through regional fisheries management organizations or arrangements and regional plans of action to combat IUU fishing. Working groups were formed to enhance the participatory nature of the Workshop and as a means of engendering broader and deeper discussion on concepts and issues relating to IUU fishing. Participants considered a list of IUU fishing issues that had been distilled from discussion in the Workshop. For each issue they were requested to identify an appropriate tool for overcoming the constraint or problem, action to be taken and expected results for small-scale and industrial-scale fisheries at the national and regional levels. The final session of the Workshop entitled "Brainstorming: looking ahead - national, regional and international follow-up to the Workshop" sought to identify outcomes that could be addressed further by the RECOFI Working Group on Fisheries Management. Funding and support for the Workshop were provided by the FAO Regular Programme, RECOFI and the Governments of Oman and Sweden.

Forty participants from the Islamic Republic of Iran, Iraq, Kuwait, Oman, Qatar, Saudi Arabia, and United Arab Emirates participated in the RECOFI Data Workshop Series: Minimum Data Reporting (MDR) regional database, RECOFI-FIRMS stocks and fisheries inventories and SDG Indicator 14.4.1: Proportion of fish stocks within biologically sustainable levels. The workshop reviewed the MDR indicators and priority species list for endorsement, reviewed the presentation of pilot MDR RECOFI regional database and adopted an MDR data submission template. With regards to the RECOFI – FIRMS stocks and fisheries inventories, the workshop acknowledged the progress made so far and recommended that the Member Countries finalize and publish the RECOFI Fisheries inventory. The workshop also recognized the importance of publishing the work on the priority species presented at each meeting of the WGFM under the RECOFI - FIRMS collection as marine resource fact sheets. The workshop discussed the focal points list for MDR/FIRMS that will be circulated to Member Countries for finalisation and further discussed at the next meeting of the WGFM and approved at the next session of RECOFI. On SDG 14.4.1, the workshop agreed that the SDG 14.4.1 focal point list would be verified and validated and RECOFI Members’ reference list of stocks would be confirmed as either shared, transboundary and national, and communicate any issues with the outcomes.

The Parties discussed the results of the questionnaire for the review and assessment of the effectiveness of the PSMA, agreeing that the questionnaire was a useful tool, whilst noting the need for further improvements. The Parties tasked the FAO to review the questionnaire, and agreed that the questionnaire would be completed every four years. Parties tasked FAO to develop a first draft of this questionnaire. The Parties welcomed the prototype of the global information exchange system (GIES) and agreed that it should enter a pilot phase. They also reiterated the importance of the availability of information related to the national contact points for the PSMA. The Parties expressed the importance of receiving support on the implementation of effective monitoring, control and surveillance, enforcement and the implementation of GIES. The Parties reviewed the status of the FAO Agreement on Port State Measures (“the Agreement” or PSMA) and recalled the decisions of the Third Meeting of the Parties. Progress and challenges in the implementation of the Agreement by Parties were discussed and the important role of regional fisheries bodies (RFBs), in particular regional fisheries management organizations (RFMOs), in supporting the implementation of the Agreement was highlighted. The Parties agreed on the operationalization of the Global Information Exchange System by the end of 2023 and adopted the Terms of Reference for the Technical Working Group on Information Exchange. The Parties emphasized that assistance to developing States Parties is critical for the effective implementation of the Agreement, and reiterated the need to make the multilateral-partner PSMA Part 6 Trust Fund administered by FAO operational. The Parties adopted A Strategy to Improve the Effectiveness of the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (the “Bali Strategy”). The Parties also agreed that the Terms of Reference of the PSMA Strategy ad hoc Working Group be modified to include the task of monitoring the effective implementation of the Agreement. The amended questionnaire for the Parties for the review and assessment of the effectiveness of the PSMA, together with the new questionnaire for RFBs and other international organizations, were adopted. The programme of work was discussed and the Parties agreed on a schedule of PSMA meetings.
