The Regional Workshop on Safety at Sea in Artisanal and Small-scale Fisheries in the South West Indian Ocean was held in Moroni, Union of the Comoros, from 12 to 14 December 2006. Forty-one experts from the South West Indian Ocean (SWIO) region including an expert from Sweden and representatives of FAO participated. The workshop was organized and implemented by the Fishing Technology Service of the FAO Fisheries and Aquaculture Department, in close collaboration with the FAO Subregional Office for Southern Africa. During the workshop, the results of the Study on safety at sea in artisanal and smallscale fisheries in the South West Indian Ocean, conducted in May 2006, were presented. In addition, seven experts from SWIOFC member States made presentations and took up matters affecting safety at sea in their countries. Experts from Grenada, Sweden and FAO made presentations on global and regional aspects of safety at sea that enriched the information provided to the delegates. The information presented was debated in four working groups on different themes covering fishing operations, data collection, legal framework and technology.

These guidelines have been produced to support implementation of the Code of Conduct for Responsible Fisheries with regard to safety at sea in the fisheries sector. They apply to all commercial fishing activities, as well as activities at sea within the aquaculture sector. Furthermore, the principles therein, may also be applied to vessels engaged in fisheries research. This document contains the report of the Expert Consultation on the Development of a Comprehensive Global Record of Fishing Vessels, which was held at FAO headquarters in Rome, Italy, from 25 to 28 February 2008. The Director-General of FAO convened the Expert Consultation to provide guidance to FAO regarding the future development of a comprehensive Global Record (including guidance on the scope of the record, criteria for inclusion in the record, goals of the record, the sources of data and how to obtain accurate, comprehensive and current data, the need for a unique vessel identifier, the special needs of developing countries, and any special considerations), and to identify appropriate next steps, including how technical development should progress. The experts expressed both a sense of urgency about the need for this tool and their belief that market forces could spur compliance prior to any mandatory legal requirement imposed on countries to provide information. The Expert Consultation noted that the Global Record would be an essential tool to ensure the effectiveness of port State measures. Links to other databases were foreseen. The experts raised concerns about how to best convince countries to provide the needed data. In addition to providing information to fisheries enforcement agencies, the Global Record could: improve the traceability of vessels and products regarding illegal, unreported and unregulated (IUU) detection; enhance transparency of vessel information and operation; strengthen risk assessment for both governments and industry at all levels; and support decision-making on a broad range of topics including fleet capacity, management, safety, pollution, security, statistics and related issues. Further analysis into the viability of the Global Record is likely to occur during the remainder of 2008. In March 2009, proposals regarding its further advancement will be put before the FAO Committee on Fisheries (COFI). In the event that the COFI endorses the proposals, development and implementation of the Global Record will remain conditional on the availability of the significant funds required to ensure viability of the project. Funds will also be required and employed to assist some countries in the development of their national registries/records.

Illuminating Hidden Harvests: the contributions of small-scale fisheries to sustainable development (hereinafter IHH) is a global study uncovering the contributions and impacts of small-scale fisheries through a multidisciplinary approach to data collection and analysis. The study provides information that quantifies and improves understanding of the crucial role of small-scale fisheries in the areas of food security and nutrition, sustainable livelihoods, poverty eradication and healthy ecosystems. It also examines gender equality as well as the nature and scope of governance in small-scale fisheries. The IHH study was carried out in support of the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines), themselves developed in recognition of the plight of small-scale fishers, fishworkers and associated communities and released as a contribution to the International Year of Artisanal Fisheries and Aquaculture 2022. The purpose of this report is to contribute to a more holistic understanding of what small-scale fisheries are, their importance, and why they are essential to efforts to achieve the Sustainable Development Goals (SDGs). By using this knowledge wisely within a human rights-based approach in line with the SSF Guidelines, and by empowering small-scale fishers and fishworkers, a more inclusive, equitable, sustainable and resilient small-scale scale fisheries subsector can be achieved. Realizing this goal would benefit hundreds of thousands in fishing communities and society at large. With this in mind, the IHH report is aimed at all those with a stake or an interest in the small-scale fisheries subsector, in particular decision-makers who are concerned with fisheries, poverty eradication, food security and nutrition, and sustainable development more generally. It is also addressed to small-scale fisheries actors themselves and those who support them.
