The FAO Virtual Expert Workshop on the Toolbox for Fisheries Co-management was held on 24, 26 and 28 May 2021 using the Zoom platform to finalize the outline and contents of the Toolbox for Fisheries Co-management Evaluation and to find out what tools are available for evaluating fisheries co-management effectiveness. Twenty-one participants attended the Workshop: 11 experts, 2 FAO observers and 8 FAO secretariat members. During the Workshop, the drafts of the Toolbox and the Guidebook for Evaluating Fisheries Co-management Effectiveness were presented. The experts were invited to advice on tools and reference materials to perform the evaluation process envisaged in the Guidebook. The experts’ inputs and recommendations received on best practices, indicators, examples of approaches for measuring the indicators, suggested tools and resources will be employed to improve the Toolbox and the Guidebook.

This book focuses on tropical coasts, which are highly vulnerable due to a multitude of stressors. Population growth is substantial, habitats are lost and biodiversity is reduced at an alarming rate, severely affecting many ecosystem services. This situation calls for sound coastal management and the effective engagement of all relevant stakeholders. About two decades ago the M.Sc. program ISATEC (International Studies in Aquatic Tropical Ecology) was created at Bremen University (Germany) to train young scientists for a professional engagement in the complex field of tropical coastal and resource management. This book provides a platform for those Alumni to report on their work experiences and findings in their home countries and covers all regions of the tropical belt. Part I of the book provides a short review of the state of the tropical ocean and its resources and of international attempts towards sustainable ocean management starting with the Rio Declaration on Environment and Development in 1992. Part II deals with country case studies, and part III focuses on an evaluation & synopsis of those contributions. Emerging key issues for management and conservation of the tropical coastal environments are presented and critical challenges on the path towards reaching the Sustainable Development Goals (SDGs) are discussed, as are the needs for enhancing research and capacity development.

The FAO Expert Workshop on Aquaculture Co-management gathered global experience and knowledge relevant to the definition and characterization of aquaculture co-management. The main objectives of the workshop were to: elucidate the concept of aquaculture co-management in terms of definition, rationale, scope, objective and underlying principles; discuss the effective implementation of aquaculture co-management; draft a methodology and the main steps to guide a successful implementation of co-management systems in aquaculture; and reflect on future sector developments and the role of co-management in aquaculture. The workshop took place in hybrid mode from 8 to 11 June 2022 in Kigali, Rwanda. Eighteen experts attended the workshop, with eleven attending in person and seven joining online. The main topics discussed included: (i) overview of the background document on Aquaculture Co-management; (ii) presentation of the concept and application scope, requirements and characteristics of aquaculture co-management; (iii) the models and practices to guide a successful implementation of co-management system in aquaculture; (iv) future sector developments and the role of co-management; (v) the monitoring and evaluation of aquaculture co-management; and (vi) the main steps to guide a successful implementation of aquaculture co-management. During the workshop, participants were presented with a draft rationale, a definition, principles and models of aquaculture co-management as outlined in a background document which was shared ahead of the event. They were then invited to provide advice on these elements of aquaculture co-management to establish a shared understanding of the concept and define a pathway for its further development. The expert input will be used to develop a methodology, produce a guidebook to establish aquaculture co-management systems, write case studies and conduct outreach activities.

The Friends of User Rights 2021 – Online Expert Meeting was organized by FAO to seek the participating experts’ inputs on the work done by the FAO Tenure Team since the last Friends of User Rights meeting in 2019 and guide the way forward on FAO’s fisheries tenure work. There was broad agreement among participants that FAO should explore different formats for the papers to contribute to and support technical guidance. "In 2011, the Conference on Fisheries requested FAO to prepare a report on the implementation of the 1999 FAO International Plan of Action for the Conservation and Management of Sharks by FAO Members, and the challenges Members faced when implementing the instrument. This document provides the requested review and includes information on National Plans of Action (NPOAs), for the Conservation and Management of Sharks, national fisheries regulations in general and measures applicable to sharks including research, data collection and reporting. In addition, membership of relevant regional fisheries management organizations (RFMOs) and status of adopting the Port State Measures Agreement are included. This review focuses on the 26 top shark-fishing countries, areas and territories determined as those reporting at least 1 percent of global shark catches during the decade from 2000 to 2009: Indonesia, India, Spain, Taiwan Province of China, Argentina, Mexico, the United States of America, Pakistan, Malaysia, Japan, France, Thailand, Brazil, Sri Lanka, New Zealand, Portugal, Nigeria, Iran (Islamic Republic of), the United Kingdom of Great Britain and Northern Ireland, the Republic of Korea, Canada, Peru, Australia, Yemen, Senegal and Venezuela (Bolivarian Republic of). This review also considered shark action plans and measures from the European Union (Member Organization) and ten RFMOs. Eighty-four (84) percent of the global shark catches reported to FAO from 2000 to 2009 was from the 26 top shark-fishing countries, areas and territories. Overall, global reported annual shark catches during this decade show a significant decline of almost 20 percent from about 900 000 tonnes to about 750 000 tonnes. The review shows that 18 of the 26 top shark fishing countries, areas and territories have adopted an NPOA Sharks and that an additional 5 of these countries are in the process of adopting or developing such a plan. Among the most commonly adopted management measures for sharks are shark fin measures; but other regulations have also been implemented such as closed areas and season, by-catch/discard regulations, protected species, total allowable catches (TAC) and quotas, special reporting requirements and others. Data collection and research on sharks is lacking in many regions. Overall, the reporting of shark catches to FAO has improved in the last decade. Shark catches reported at species level doubled from 14 percent in 1995 to 29 percent in 2010. Most of the top shark-fishing countries, areas and territories have taken steps to combat illegal, unreported and unregulated (IUU) fishing, either by signing the FAO Port State Measures Agreement (PSMA) (46 percent) or at least by adopting an NPOA IUU or similar plan (23 percent). Only five (20 percent) of the top 26 shark-fishing countries, areas and territories have not adopted an NPOA Sharks, signed the PSMA or implemented an NPOA IUU. Nonetheless, in quite a few countries the effective implementation of MCS schemes is problematic, often because of a lack of human and financial resources. All but one of the top shark-fishing countries, areas and territories are members of at least one RFMO. In particular, shark measures adopted by tuna bodies are binding in their areas of competence for all their member States that have not objected to the measure in question. The array of shark measures adopted by the RFMOs may vary from binding recommendations or resolutions to non-binding measures, as in the case of the Commission for the Conservation of Southern Bluefin Tuna (CCSBT). They include shark fin measures, catch and gear regulations, prohibited species, area closures, reporting requirements and research programmes. "These guidelines aim to help those who design routine data collection programmes, focusing on the relationship between typical questions asked by policy-makers and managers, and the data required for providing reliable answers. Fisheries policy and management objectives, particularly under the precautionary approach, need to be based upon analyses of reliable data. Data are needed to make rational decisions, evaluate the fisheries performance in relation to management activities and fulfil regional requirements. These objectives are achieved using fishery performance indicators. Indicators are used to measure the state of the resource, the performance of fishing controls, economic efficiency, socio-economic performance and social continuity. The primary factor in choosing what data to collect is the link between the necessary operational, biological, economic and socio-cultural indicators and their associated variables. The way in which different data variables are collected needs tobe tailored to the structure of the fishery. The strategy will be strongly influenced by the budget and personnel available, and the degree to which fishers and others co-operate. The programme must identify which variables should be collected through complete enumeration and which can be sampled. Collection methods are influenced by the variable itself, the strategy, collection point and the skill of the enumerator. Once collected, fishery data must be stored securely, but made easily available for analysis, which is achieved through a computer-based data management system, following the basic data processing principles. The implementation of a data collection programme should follow a normal project cycle, developing a new legal and institutional framework as appropriate"--Abstract.
