Putting the Information Infrastructure to Work by United States. Information Infrastructure Task Force. Committee on Applications and Technology Pdf
An interconnection of computer networks, telecommunications services, and applications, the National Information Infrastructure (NII) can open up new vistas and profoundly change much of American life. This report explores some of the opportunities and obstacles to the use of the NII by people and organizations. The goal is to express how improvements in the technical foundation upon which all modern communications rests can benefit all Americans by focusing on the uses of the NII and the benefits to be derived by applications of advanced computing and communications technologies. This document describes how the evolving NII can: enhance the competitiveness of our manufacturing base; increase speed and efficiency of electronic commerce; improve health care delivery and control costs; promote development and accessibility of quality education and lifelong learning; improve effectiveness of environmental monitoring and assessing human impacts upon the earth; sustain the role of libraries as agents of democratic and equal access to information; and provide government services to the public faster, more responsively, and more efficiently. In addition to articulating a national vision that can serve as a framework for discussion and dialogue, a second goal is to improve public policy-making, to identify critical barriers, enablers, and the tools of government action most effective in each of these areas. In this way, the benefits of government activities in support of the NII can be maximized, while minimizing unintended or undesirable consequences. Several themes emerge: equity of access; pursuit of demonstrations and pilot projects; standards setting process; privacy and communications security; training and support; identification of long-term research and development priorities; and performance measurements to assess both public and private investments and experiments. It is hoped that careful consideration of the policy questions raised here will both facilitate the development of the NII and guide its evolution so that it best meets public purposes. (MAS)

Canadian Science, Technology, and Innovation Policy by G. Bruce Doern,David Castle,Peter W.B. Phillips Pdf
Canadian Science, Technology, and Innovation Policy presents new critical analysis about related developments in the field such as significantly changed concepts of peer review, merit review, the emergence of big data in the digital age, and the rise of an economy and society dominated by the internet and information. The authors scrutinize the different ways in which federal and provincial policies have impacted both levels of government, including how such policies impact on Canada’s natural resources. They also study key government departments and agencies involved with science, technology, and innovation to show how these organizations function increasingly in networks and partnerships, as Canada seeks to keep up and lead in a highly competitive global system. The book also looks at numerous realms of technology across Canada in universities, business, and government and various efforts to analyze biotechnology, genomics, and the Internet, as well as earlier technologies such as nuclear reactors, and satellite technology. The authors assess whether a science-and-technology-centred innovation economy and society has been established in Canada – one that achieves a balance between commercial and social objectives, including the delivery of public goods and supporting values related to redistribution, fairness, and community and citizen empowerment. Probing the nature of science advice across prime ministerial eras, including recent concerns over the Harper government’s claimed muzzling of scientists in an age of attack politics, Canadian Science, Technology, and Innovation Policy provides essential information for academics and practitioners in business and government in this crucial and complex field.

Innovation and National Security by Adam Segal Pdf
For the past three-quarters of a century, the United States has led the world in technological innovation and development. The nation now risks falling behind its competitors, principally China. The United States needs to advance a national innovation strategy to ensure it remains the predominant power in a range of emerging technologies. Innovation and National Security: Keeping Our Edge outlines a strategy based on four pillars: restoring federal funding for research and development, attracting and educating a science and technology workforce, supporting technology adoption in the defense sector, and bolstering and scaling technology alliances and ecosystems. Failure could lead to a future in which rivals strengthen their militaries and threaten U.S. security interests, and new innovation centers replace the United States as the source of original ideas and inspiration for the world.
