With only five years left until the 2015 deadline to achieve the Millennium Development Goals, food security still is a dream rather than reality: 'a situation that exists when all people, at all times, have physical and economic access to sufficient, safe and nutritious food to meet their dietary needs and food preferences for an active and healthy life'. Political commitments at world summits on food security, market-based agricultural policies, science-based food safety regulation and voluntary guidelines on the right to food have not ended hunger, malnourishment or food safety crises in our world. The question arises whether food insecurity is a situation that exists in spite of these commitments and legal measures, or rather due to them? This book has three purposes. Firstly, it offers insights in how law, politics and the right to food contribute to food security in both positive and negative ways. For this purpose, different theories, concepts and methodologies from legal, political, anthropological and sociological sciences are used and developed. Secondly, the book explains that food security and food policies cannot be treated as given, at one level or in one domain only. This is done in different ways: by pointing out the emergence of new paradigms on food security, human rights and science that shape food policies; by showing how law and policies at one level affect food security at another level; and by treating food security and food policies as linked to governance regimes of agriculture, food, feed, water or property. Finally, the book offers scholarly analysis of paradigms and practices but also presents social science-based ways to indirectly contribute to food security, varying from improving justiciability to building trust, from seeking ways to address non-scientific concerns to creating room for plurality of lifestyles and norms, from unmasking dominant discourse to understanding or strengthening abilities or arrangements to cope with vulnerability.

Ten years have elapsed since the World Food Summit (WFS) in Rome pledged to halve the number of undernourished people in the world by no later than 2015, and in October 2006 FAO's Committee on World Food Security is conducting a mid-term review of progress towards this target. On this occasion, the eighth edition of The State of Food Insecurity in the World also examines progress towards the WFS target. The main conclusion is that we have been standing still in terms of hunger reduction. The number of hungry people in the developing countries has not fallen relative to that of 1990-92, the established baseline period against which progress in reducing hunger is measured. Several countries have advanced towards the target but in many others the number of undernourished people has risen. Progress has been made towards the hunger reduction target of Millennium Development Goal 1, which calls for a halving of the proportion of undernourished people by 2015, and prospects for reaching the MDG target are relatively promising. On the other hand, the more ambitious WFS target will clearly not be met without a very serious intensification of hunger reduction efforts. The report presents a review of progress and setbacks in the various regions and discusses some of the constraints to hunger reduction efforts and challenges yet to be faced. It emphasizes the urgent need to broaden the areas of progress if we are to be successful in achieving the WFS target. The final section of The State of Food Insecurity in the Worldhighlights some of the main lessons learnt in hunger reduction and lays out a broad agenda for accelerated progress. The EC's Common Fisheries Policy (CFP) was established to ensure that the exploitation of living aquatic resources in EC waters and by EC fisheries is carried out at sustainable levels. However, since its inception in 1970, the CFP has pursued conflicting objectives. On one hand, it has tried to manage fisheries by establishing and implementing a complex system of conservation, control, and enforcement measures. On the other hand, it has heavily subsidized its fisheries sector to secure food supplies, increase employment and the sector's competitiveness, as well as to further economic development in coastal regions. Given that many fish stocks exploited by EC fisheries are overfished and catches continue to decline, it could be argued that EC management and promotion measures have generally failed. Conservation measures - such as total allowable catches, effort restrictions, and technical measures - often encourage fishing at unsustainable levels. Control and enforcement measures have lacked effectiveness. On the other hand, in many cases, subsidies have increased fishing and processing capacities of the EC's fisheries industry. High capacity in the sector, however, demands high catch rates, thus putting pressure on marine capture resources. It has only been recently that the CFP has really begun to adjust its support practices to correspond to the situational and legal management requirements. Nevertheless, such subsidization continues even under the new European Fisheries Fund. This book: (a) explains and make accessible the CFP's complex management and promotional regimes, (b) identifies problems and failures in both systems, (c) assesses whether CFP measures are coherent as well as consistent with higher ranking law, and (d) finds out how consistency between promotion and management can be increased.
