The explosion on 26 April 1986 at the Chernobyl nuclear power plant and the consequent reactor fire resulted in an unprecedented release of radioactive material from a nuclear reactor and adverse consequences for the public and the environment. Although the accident occurred nearly two decades ago, controversy still surrounds the real impact of the disaster. Therefore the IAEA, in cooperation with other UN bodies, the World Bank, as well as the competent authorities of Belarus, the Russian Federation and Ukraine, established the Chernobyl Forum in 2003. In the United States, broad study in an array of different disciplines â€"arts, humanities, science, mathematics, engineeringâ€" as well as an in-depth study within a special area of interest, have been defining characteristics of a higher education. But over time, in-depth study in a major discipline has come to dominate the curricula at many institutions. This evolution of the curriculum has been driven, in part, by increasing specialization in the academic disciplines. There is little doubt that disciplinary specialization has helped produce many of the achievement of the past century. Researchers in all academic disciplines have been able to delve more deeply into their areas of expertise, grappling with ever more specialized and fundamental problems. Yet today, many leaders, scholars, parents, and students are asking whether higher education has moved too far from its integrative tradition towards an approach heavily rooted in disciplinary "silos". These "silos" represent what many see as an artificial separation of academic disciplines. The Cold War Era left the major participants, the United States and the former Soviet Union (FSU), with large legacies in terms of both contamination and potential accidents. Facility contamination and environmental degradation, as well as the accident vulnerable facilities and equipment, are a result of weapons development, testing, and production. Although the countries face similar issues from similar activities, important differences in waste management practices make the potential environmental and health risks of more immediate concern in the FSU and Eastern Europe. In the West, most nuclear and chemical waste is stored in known contained locations, while in the East, much of the equivalent material is unconfined, contaminating the environment. In the past decade, the U.S. started to address and remediate these Cold War legacies. Costs have been very high, and the projected cost estimates for total cleanup are still increasing. Currently in Russia, the resources for starting such major activities continue to be unavailable.
