Corporate Restructuring and Industrial Research and Development by National Academy of Engineering,The Academy Industry Program of the National Academy of Sciences,Institute of Medicine,National Academy of Sciences, National Academy of Engineering, Institute of Medicine Pdf

The debate about the effects of corporate restructuring on industrial investment in research and development has important implications for public policy, since research and development is vital to the nation's ability to compete in the global marketplace. Researchers worry that debt service will cut research and development funds; financiers argue that restructuring improves corporate efficiency without affecting research and development expenditures. This book eminated from a symposium sponsored by the Academy Industry Program. The speakers represented a range of opinions from government, Wall Street, industry, and academia. In addition to helping all sides in the dialogue learn something of the others' needs and expectations by presenting various points of view on the issue, the discussions identify areas in which more research is needed to guide policy decisions.

Innovation in Global Industries by National Research Council,Policy and Global Affairs,Board on Science, Technology, and Economic Policy,Committee on the Competitiveness and Workforce Needs of U.S. Industry Pdf

The debate over offshoring of production, transfer of technological capabilities, and potential loss of U.S. competitiveness is a long-running one. Prevailing thinking is that "the world is flat"â€"that is, innovative capacity is spreading uniformly; as new centers of manufacturing emerge, research and development and new product development follow. Innovation in Global Industries challenges this thinking. The book, a collection of individually authored studies, examines in detail structural changes in the innovation process in 10 service as well as manufacturing industries: personal computers; semiconductors; flat-panel displays; software; lighting; biotechnology; pharmaceuticals; financial services; logistics; and venture capital. There is no doubt that overall there has been an acceleration in global sourcing of innovation and an emergence of new locations of research capacity and advanced technical skills, but the patterns are highly variable. Many industries and some firms in nearly all industries retain leading-edge capacity in the United States. However, the book concludes that is no reason for complacency about the future outlook. Innovation deserves more emphasis in firm performance measures and more sustained support in public policy. Innovation in Global Industries will be of special interest to business people and government policy makers as well as professors, students, and other researchers of economics, management, international affairs, and political science.

University-Industry R&D Collaboration in the United States, the United Kingdom, and Japan by D. Rahm,J. Kirkland,Barry Bozeman Pdf

Over the last several decades there has been a growing interest in Research & Development (R&D) policy. This is particularly so in advanced industrialized nations that have adopted science- and technology- based strategies for national economic competitiveness. The United States, the United Kingdom, and Japan -- the three nations that are the subjects of this book -- share this policy strategy. Each of these nations is committed to hamessing the innovations that stern from scientific and technological advance to promote national economic prosperity. Governments can influence their nation's R&D efIort in three general ways. First, they can directly fund the R&D efIort through grants, loans, appropriations, or government contracts. Second, they can provide tax and financing incentives to encourage higher levels of private sector R&D. Third, they can use their power to create inter-organizational collaborations that vastly extend and expand the nation's collective R&D efIort. University-industry collaborations are a principal type of these inter organizational R&D efIorts -- and the focus of this book.

Securing Advanced Manufacturing in the United States by National Academies of Sciences, Engineering, and Medicine,Policy and Global Affairs,Board on Science, Technology, and Economic Policy,Innovation Policy Forum Pdf

The Manufacturing USA initiative seeks to reinforce U.S.-based advanced manufacturing through partnerships among industry, academia, and government. Started in 2012 and established with bipartisan support by the Revitalize American Manufacturing and Innovation Act of 2014, the initiative envisages a nationwide network of research centers for manufacturing innovation. As of May 2017, 14 manufacturing innovation institutes had been established to facilitate the movement of early-stage research into proven capabilities ready for adoption by U.S. manufacturers. To better understand the role and experiences of the Manufacturing USA institutes to date, a committee of the Innovation Policy Forum of the National Academies of Sciences, Engineering, and Medicine convened a workshop on May 23, 2017 drawing together institute directors and manufacturing policy experts along with leaders from industry, academia, and government. Participants addressed the role of the manufacturing institutes in increasing advanced manufacturing in the United States, examined selected foreign programs designed to support advanced manufacturing, and reviewed recent assessments of existing institutes. This publication summarizes the presentations and discussions from the workshop.
