MILNE Intelligent Applications Ltd The papers in this volume are the Application Papers presented at ES98, the Eighteenth International Conference of the British Computer Society's Specialist Group on Expert Systems. This year has been yet another "applications" success for the conference with this volume containing seventeen papers describing either deployed applications or emerging applications. All these documented case studies provide clear evidence of the success of AI technology in solving real business problems. Six of these papers were nominated for the Best Application Award during the review process. These nominations were then reviewed by the members of the Programme Committee to select the winning paper. The papers in the volume were subject to refereeing by at least two referees. All papers which were controversial for some reason were discussed in depth by the Application Programme Committee. Ten referees from the industrial and commercial sector and nine referees from the academic sector assisted me in reviewing the papers. The review form asked the referee to score the papers according to a number of dimensions, to rate it overall, and to offer critical comments to me, and to the authors. It also asks the referee to score their expertise in the area of each paper they review. Only reviews from 'expert' referees are used.

This volume constitutes the proceedings of the 4th International Conference on Database and Expert Systems Applications (DEXA), held in Prague, Czech Republic, in September 1993. Traditionally the objective of the DEXA conferences is to serve as an international forum for the discussion and exchange of research results and practical experinece among theoreticians and professionals working in the field of database and artificial intelligence technologies. Despite the fact that in the conference title the applications aspect is mentioned explicitly, the theoretical and the practical points of view in the field are well-balanced in the program of DEXA'93. DEXA'93 is held for the first time outside the former GDR in an East-European country, and is essentially contributing to the advancement of the East-West scientific cooperation in the field of database and AI systems. Expert Systems are computer programs designed to include a simulation of the reasoning and decision-making processes of human experts. This report provides a set of general guidelines for the development and distribution of highway related Expert Systems. This expands the guidelines provided in Chapter X, Expert Systems, of the Information Resources Management Manual. Included in this set of guidelines is information on developing, distributing and maintaining Expert Systems. The general development guidelines include discussions of: (1) a representative set of problem types that are amenable to solutions using Expert Systems; (2) a description of the major components of a typical Expert System and how these components interact in a problem solving situation; and (3) a set of Expert System development guidelines and a set of guidelines for maintaining an Expert System.
