Information Technology and the U.S. Workforce by National Academies of Sciences, Engineering, and Medicine,Division on Engineering and Physical Sciences,Computer Science and Telecommunications Board,Committee on Information Technology, Automation, and the U.S. Workforce Pdf

Recent years have yielded significant advances in computing and communication technologies, with profound impacts on society. Technology is transforming the way we work, play, and interact with others. From these technological capabilities, new industries, organizational forms, and business models are emerging. Technological advances can create enormous economic and other benefits, but can also lead to significant changes for workers. IT and automation can change the way work is conducted, by augmenting or replacing workers in specific tasks. This can shift the demand for some types of human labor, eliminating some jobs and creating new ones. Information Technology and the U.S. Workforce explores the interactions between technological, economic, and societal trends and identifies possible near-term developments for work. This report emphasizes the need to understand and track these trends and develop strategies to inform, prepare for, and respond to changes in the labor market. It offers evaluations of what is known, notes open questions to be addressed, and identifies promising research pathways moving forward.

Research and Development in Work and Technology by Hans Pornschlegel Pdf

European Problem Areas of Coordinating Research and Development Strategies in Work and Technology Introduction Hans Pomschlegel, Dortmund, Germany 1. Initiative and Organizers During several meetings in Stockholm between the Swedish-German steering group of the Swedish Work Environment Fund (Arbetsmiljofonden) and the Project Ad ministration for Work and Technology (Projekttrager Arbeit und Technik) of the DLR it was common opinion that the coordination of some programme areas and projects of both sides, and the cooperation within them, showed good progress and fruitful results. Contacts and cooperation between research institutions and researchers were also well underway. But there was never time to discuss political, strategic and operational approaches in the formulation, interpretation and implementation of research and development (R&D) strategies in the common fields of activities, labelled "quality of working life", "humanization", anthropocentric design concepts, work and technology, to mention the most common terms in English. Last year the Sozialakademie Dortmund proposed to the Swedish and German parties to organize a workshop devoted to this cause. The idea was immediately taken up; the German side suggested that such a gathering should not only express German and Swedish voices but should be extended to a wider, European forum. The workshop could then better deal with the relations between the relevant national, European and possibly international programmes. It would allow deeper insights into the underlying political structures and mechanisms, the system of cooperation and conflict solving between publicly financed programmes, promoted institutions and expected results.

The Work of the Future by David H. Autor,David A. Mindell,Elisabeth Reynolds Pdf

Why the United States lags behind other industrialized countries in sharing the benefits of innovation with workers and how we can remedy the problem. The United States has too many low-quality, low-wage jobs. Every country has its share, but those in the United States are especially poorly paid and often without benefits. Meanwhile, overall productivity increases steadily and new technology has transformed large parts of the economy, enhancing the skills and paychecks of higher paid knowledge workers. What’s wrong with this picture? Why have so many workers benefited so little from decades of growth? The Work of the Future shows that technology is neither the problem nor the solution. We can build better jobs if we create institutions that leverage technological innovation and also support workers though long cycles of technological transformation. Building on findings from the multiyear MIT Task Force on the Work of the Future, the book argues that we must foster institutional innovations that complement technological change. Skills programs that emphasize work-based and hybrid learning (in person and online), for example, empower workers to become and remain productive in a continuously evolving workplace. Industries fueled by new technology that augments workers can supply good jobs, and federal investment in R&D can help make these industries worker-friendly. We must act to ensure that the labor market of the future offers benefits, opportunity, and a measure of economic security to all.

Improving Measures of Science, Technology, and Innovation by National Research Council,Policy and Global Affairs,Board on Science, Technology, and Economic Affairs,Division of Behavioral and Social Sciences and Education,Committee on National Statistics,Panel on Developing Science, Technology, and Innovation Indicators for the Future Pdf

The National Center for Science and Engineering Statistics (NCSES), at the U.S. National Foundation, is 1 of 14 major statistical agencies in the federal government, of which at least 5 collect relevant information on science, technology, and innovation activities in the United States and abroad. The America COMPETES Reauthorization Act of 2010 expanded and codified NCSES's role as a U.S. federal statistical agency. Important aspects of the agency's mandate include collection, acquisition, analysis, and reporting and dissemination of data on research and development trends, on U.S. competitiveness in science, technology, and research and development, and on the condition and progress of U.S. science, technology, engineering, and mathematics (STEM) education. Improving Measures of Science, Technology and Innovation: Interim Report examines the status of the NCSES's science, technology, and innovation (STI) indicators. This report assesses and provides recommendations regarding the need for revised, refocused, and newly developed indicators designed to better reflect fundamental and rapid changes that are reshaping global science, technology and innovation systems. The book also determines the international scope of STI indicators and the need for developing new indicators that measure developments in innovative activities in the United States and abroad, and Offers foresight on the types of data, metrics and indicators that will be particularly influential in evidentiary policy decision-making for years to come. In carrying out its charge, the authoring panel undertook a broad and comprehensive review of STI indicators from different countries, including Japan, China, India and several countries in Europe, Latin America and Africa. Improving Measures of Science, Technology, and Innovation makes recommendations for near-term action by NCSES along two dimensions: (1) development of new policy-relevant indicators that are based on NCSES survey data or on data collections at other statistical agencies; and (2) exploration of new data extraction and management tools for generating statistics, using automated methods of harvesting unstructured or scientometric data and data derived from administrative records.

Connecting ICTs to Development by Laurent Elder,Heloise Emdon,Richard Fuchs,Ben Petrazzini Pdf

Over the past two decades, projects supported by the International Development Research Centre (IDRC) have critically examined the ways in which information and communications technologies (ICTs) can be used to improve learning, empower the disenfranchised, generate income opportunities for the poor, and facilitate access to healthcare in Africa, Asia, Latin America and the Caribbean. Considering that most development institutions and governments are currently attempting to integrate ICTs into their practices, it is an opportune time to reflect on the research findings that have emerged from IDRC’s work and research in this area. “Connecting ICTs to Development” discusses programmatic investments made by IDRC in a wide variety of areas related to ICTs, including infrastructure, access, regulations, health, governance, education, livelihoods, social inclusion, technical innovation, intellectual property rights and evaluation. Each chapter in this book analyzes the ways in which research findings from IDRC-supported projects have contributed to an evolution of thinking, and discusses successes and challenges in using ICTs as tools to address development issues. The volume also presents key lessons learned from ICT4D programming and recommendations for future work.

Cooperation in Research and Development by Nicholas S. Vonortas Pdf

Cooperation in Research and Development provides an empirical and theoretical analysis of a distinct form of inter-firm collaboration in Research & Development (R&D): research joint ventures (RJVs). Of all types of cooperation, RJVs have received the most attention in both formal industrial organization and science and technology policy literature. The emerging theoretical economic literature on incentives of firms to join RJVs has not been followed by much empirical work. Cooperation in Research and Development attempts to fill the void caused by this lack of consistent data on the rate of RJV formation, RJV characteristics, and RJV member characteristics. Significant attention is paid to the role of RJVs in facilitating `virtual' firm diversification as necessary to pursue particular technological objectives. An effort is also made to blend the reported theoretical and empirical analyses with conceptual models of the process of technological innovation and models of industrial evolution in order to provide answers beyond the reach of the received economic theory. Cooperation in Research and Development should be of interest to academic economists, policy makers, and business representatives. The microeconomic issues the book deals with overlap significantly with the interests of decision makers both in government and business.

World Development Report 2019 by World Bank Pdf

Work is constantly reshaped by technological progress. New ways of production are adopted, markets expand, and societies evolve. But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.
