At the request of NASA, an IOM committee reviewed NASA Human Research Program's (HRP's) Scientific Merit Assessment Processes for directed research. Directed research is commissioned or noncompetitively awarded research that is not competitively solicited because of specific reasons, such as time limitations or highly focused or constrained research topics. The scientific merit assessment processes have been developed by NASA to evaluate individual directed research tasks in order to ensure the scientific integrity of the HRP's directed research portfolio. The committee examined the HRP's current scientific merit assessment processes and conducted a public workshop to identify best practices among other federal agencies that use various assessment processes for similar types of directed research. Review of NASA Human Research Program's Scientific Merit Processes: Letter Report finds that the scientific merit assessment process used by the HRP for directed research is scientifically rigorous and is similar to the processes and merit criteria used by many other federal agencies and organizations - including the Department of Defense, National Institutes of Health, and the United States Department of Agriculture - for comparable types of research. This report also makes recommendations on ways to streamline and bolster the accountability and transparency of NASA's current processes.

The public-private partnership to develop vehicles that require less petroleum-based fuel and emit fewer greenhouse gases should continue to include fuel cells and other hydrogen technologies in its research and development portfolio. The third volume in the FreedomCAR series states that, although the partnership's recent shift of focus toward technologies that could be ready for use in the nearer term-such as advanced combustion engines and plug-in electric vehicles-is warranted, R&D on hydrogen and fuel cells is also needed given the high costs and challenges that many of the technologies must overcome before widespread use. The FreedomCAR (Cooperative Automotive Research) and Fuel Partnership is a research collaboration among the U.S. Department of Energy, the United States Council for Automotive Research - whose members are the Detroit automakers-five major energy companies, and two electric utility companies. The partnership seeks to advance the technologies essential for components and infrastructure for a full range of affordable, clean, energy efficient cars and light trucks. Until recently, the program primarily focused on developing technologies that would allow U.S. automakers to make production and marketing decisions by 2015 on hydrogen fuel cell-powered vehicles. These vehicles have the potential to be much more energy-efficient than conventional gasoline-powered vehicles, produce no harmful tailpipe emissions, and significantly reduce petroleum use. In 2009, the partnership changed direction and stepped up efforts to advance, in the shorter term, technologies for reducing petroleum use in combustion engines, including those using biofuels, as well as batteries that could be used in plug-in hybrid-electric or all electric vehicles.

The U.S. government supports a large, diverse suite of activities that can be broadly characterized as "global change research." Such research offers a wide array of benefits to the nation, in terms of protecting public health and safety, enhancing economic strength and competitiveness, and protecting the natural systems upon which life depends. The U.S. Global Change Research Program (USGCRP), which coordinates the efforts of numerous agencies and departments across the federal government, was officially established in 1990 through the U.S. Global Change Research Act (GCRA). In the subsequent years, the scope, structure, and priorities of the Program have evolved, (for example, it was referred to as the Climate Change Science Program [CCSP] for the years 2002-2008), but throughout, the Program has played an important role in shaping and coordinating our nation's global change research enterprise. This research enterprise, in turn, has played a crucial role in advancing understanding of our changing global environment and the countless ways in which human society affects and is affected by such changes. In mid-2011, a new NRC Committee to Advise the USGCRP was formed and charged to provide a centralized source of ongoing whole-program advice to the USGCRP. The first major task of this committee was to provide a review of the USGCRP draft Strategic Plan 2012-2021 (referred to herein as "the Plan"), which was made available for public comment on September 30, 2011. A Review of the U.S. Global Change Research Program's Strategic Plan addresses an array of suggestions for improving the Plan, ranging from relatively small edits to large questions about the Program's scope, goals, and capacity to meet those goals. The draft Plan proposes a significant broadening of the Program's scope from the form it took as the CCSP. Outlined in this report, issues of key importance are the need to identify initial steps the Program will take to actually achieve the proposed broadening of its scope, to develop critical science capacity that is now lacking, and to link the production of knowledge to its use; and the need to establish an overall governance structure that will allow the Program to move in the planned new directions.
