Illiberalism and authoritarianism have become major threats to democracy across the world. In response to this development, research on the causes and processes of democratic declines has blossomed. Much less scholarly attention has been devoted to the issue of democratic resilience. Why are some democracies more resilient than others to the current trend of autocratization? What role do institutions, actors and structural factors play in this regard? What options do democratic actors have to address illiberal and authoritarian challenges? This book addresses all these questions. The present introduction sets the stage by developing a new concept of democratic resilience as the ability of a democratic system, its institutions, political actors, and citizens to prevent or react to external and internal challenges, stresses, and assaults. The book posits three potential reactions of democratic regimes: to withstand without changes, to adapt through internal changes, and to recover without losing the democratic character of its regime and its constitutive core institutions, organizations, and processes. The more democracies are resilient on all four levels of the political system (political community, institutions, actors, citizens) the less vulnerable they turn out to be in the present and future. This comparative study of Latin American conservative politics over the past twenty years analyzes right-of-center actors, electoral movements, parties, and economic policy dynamics. Since the late 1990s, when Latin American countries began making a “turn to the left,” political parties and candidates on the right end of the partisan spectrum have had a difficult time achieving electoral success. The Roots of Resilience examines governance from the ground up in the world's two most enduring electoral authoritarian or "hybrid" regimes—Singapore and Malaysia—where politically liberal and authoritarian features are blended to evade substantive democracy. Although skewed elections, curbed civil liberties, and a dose of coercion help sustain these regimes, selectively structured state policies and patronage, partisan machines that effectively stand in for local governments, and diligently sustained clientelist relations between politicians and constituents are equally important. While key attributes of these regimes differ, affecting the scope, character, and balance among national parties and policies, local machines, and personalized linkages—and notwithstanding a momentous change of government in Malaysia in 2018—the similarity in the overall patterns in these countries confirms the salience of these dimensions. As Meredith L. Weiss shows, taken together, these attributes accustom citizens to the system in place, making meaningful change in how electoral mobilization and policymaking happen all the harder to change. This authoritarian acculturation is key to the durability of both regimes, but, given weaker party competition and party–civil society links, is stronger in Singapore than Malaysia. High levels of authoritarian acculturation, amplifying the political payoffs of what parties and politicians actually provide their constituents, explain why electoral turnover alone is insufficient for real regime change in either state.

In general, the development of digitalization and modern life has affected not only democracy but also all aspects of life. People’s life dynamics can lead to the rapid growth of democratic appliances, where cultural acculturation was affected by a touch of information technology. The individual freedom of society in conveying ideas, criticisms, suggestions, and even blasphemy is often encountered through various variants of social media users. Digitalization encourages increased problems with people’s constitutional rights such as freedom of opinion, protection of the rights of other citizens, defamation, and pollution. Ethnicity, religion, race, between groups, and so on. Another problem that must also be accommodated is the problem of organizing democracy, statehood, and government policies. So there needs to be an optimization of the conception of a country’s democracy to create protection for citizens, governments, and so on to create optimal democratic implementation, accountability, and the state’s principles, and ideals.
