Two chapters of the book are devoted to ensuring fiscal strength before, during, and after a disaster. These chapters and others are illustrated with easy-to-use sample forms and checklists for planning and response. Topics covered include: Updates of the current status of federal regulations Definitions of the local, state, and federal roles in catastrophe planning Descriptions of various planning processes The most common roadblocks healthcare leaders face in crisis situations Strategies for recovery and reconstruction following an event How to minimize the financial impact of disasters

Preparedness and Response for Catastrophic Disasters by Rick Bissell Pdf

Based on a popular course for the FEMA Higher Education project, Preparedness and Response for Catastrophic Disasters provides important insight into plans to mitigate and respond to the devastation caused by large-scale catastrophic events. Hurricane Katrina provided clear evidence that these occurrences are both qualitatively and quantitatively different from other disasters. Recent tragedies, like the 2004 South Asia tsunami, the 2010 earthquake in Haiti, and the 2011 earthquake, tsunami, and resulting nuclear plant meltdown in Japan further illustrate that we are not prepared for such events. Written by top disaster scholars and practitioners, the book defines what constitutes a catastrophic event, outlining both the factors that can lead to catastrophes and the unique logistical, planning, and response challenges posed by them. Distinct from general disasters, these events are termed "catastrophic" due to the regional impact, impacts to logistics and infrastructure, the devastating effects on large-scale populations, and the ripple effects on regional and global economies. Preparedness and Response for Catastrophic Disasters examines why catastrophes must be approached differently. If governments, public administrators, and emergency management professionals are to succeed in protecting our populations, there must be consensus, decisiveness, and leadership in both the coordination and response. In addition, there must be a fundamental recognition that catastrophic events compromise the very infrastructure—public utilities, delivery of goods and service, schools, business functions, and government—that supports communities and upon which modern society is based. As such, the book explores how catastrophes can dramatically affect populations and addresses new, innovative, and fundamentally unique strategies communities can institute to better prepare populations for catastrophic events and their aftermath.

Learning from Catastrophes by Howard Kunreuther,Michael Useem Pdf

Events ranging from Hurricane Katrina to the global economic crisis have taught businesspeople an unforgettable lesson: if you don’t plan for “extreme risk,” you endanger your organization’s very survival. But how can you plan for events that go far beyond anything that occurs in normal day-to-day business? In Learning from Catastrophes, two renowned experts present the first comprehensive strategic framework for assessing, responding to, and managing extreme risk. Howard Kunreuther and Michael Useem build on their own breakthrough work on mitigating natural disasters, extending it to the challenges faced by real-world enterprises. Along with the contributions of leading experts in risk management, heuristics, and disaster recovery, they identify the behavioral biases and faulty heuristics that mislead decision makers about the likelihood of catastrophe. They go on to identify the hidden links associated with extreme risks, and present techniques for systematically building greater resilience into the organization. The global best-seller The Black Swan told executives that “once in a lifetime” events are far more common and dangerous than they ever realized. Learning from Catastropheshows them exactly what to do about it.

Facing Hazards and Disasters by National Research Council,Division on Earth and Life Studies,Committee on Disaster Research in the Social Sciences: Future Challenges and Opportunities Pdf

Social science research conducted since the late 1970's has contributed greatly to society's ability to mitigate and adapt to natural, technological, and willful disasters. However, as evidenced by Hurricane Katrina, the Indian Ocean tsunami, the September 11, 2001 terrorist attacks on the United States, and other recent events, hazards and disaster research and its application could be improved greatly. In particular, more studies should be pursued that compare how the characteristics of different types of events-including predictability, forewarning, magnitude, and duration of impact-affect societal vulnerability and response. This book includes more than thirty recommendations for the hazards and disaster community.

When a nation or region prepares for public health emergencies such as a pandemic influenza, a large-scale earthquake, or any major disaster scenario in which the health system may be destroyed or stressed to its limits, it is important to describe how standards of care would change due to shortages of critical resources. At the 17th World Congress on Disaster and Emergency Medicine, the IOM Forum on Medical and Public Health Preparedness sponsored a session that focused on the promise of and challenges to integrating crisis standards of care principles into international disaster response plans.

Preparedness, Response, and Recovery Considerations for Children and Families by Institute of Medicine,Board on Health Sciences Policy,Forum on Medical and Public Health Preparedness for Catastrophic Events Pdf

Preparedness, Response and Recovery Considerations for Children and Families is the summary of a workshop convened in June, 2013 by the Institute of Medicine Forum on Medical and Public Health Preparedness for Catastrophic Events to discuss disaster preparedness, response, and resilience relative to the needs of children and families, including children with special health care needs. Traditional and non-traditional medical and public health stakeholders from across federal, state, and local government health care coalitions, community organizations, school districts, child care providers, hospitals, private health care providers, insurers, academia, and other partners in municipal planning met to review existing tools and frameworks that can be modified to include children's needs; identify child-serving partners and organizations that can be leveraged in planning to improve outcomes for children; highlight best practices in resilience and recovery strategies for children; and raise awareness of the need to integrate children's considerations throughout local and state emergency plans. Communities across the United States face the threat of emergencies and disasters almost every day, natural and man-made, urban and rural, large and small. Although children represent nearly 25 percent of the U.S. population, current state and local disaster preparedness plans often do not include specific considerations for children and families. The preparedness and resilience of communities related to children will require a systems framework for disaster preparedness across traditional and non-traditional medical and public health stakeholders, including community organizations, schools, and other partners in municipal planning. This report examines resilience strategies that lead to successful recovery in children after a disaster and discusses current approaches and interventions to improve recovery in children.

There is No Such Thing as a Natural Disaster by Gregory Squires,Chester Hartman Pdf

There is No Such Thing as a Natural Disaster is the first comprehensive critical book on the catastrophic impact of Hurricane Katrina on New Orleans. The disaster will go down on record as one of the worst in American history, not least because of the government’s inept and cavalier response. But it is also a huge story for other reasons; the impact of the hurricane was uneven, and race and class were deeply implicated in the unevenness. Hartman and. Squires assemble two dozen critical scholars and activists who present a multifaceted portrait of the social implications of the disaster. The book covers the response to the disaster and the roles that race and class played, its impact on housing and redevelopment, the historical context of urban disasters in America and the future of economic development in the region. It offers strategic guidance for key actors - government agencies, financial institutions, neighbourhood organizations - in efforts to rebuild shattered communities.

Preparedness and Response to a Rural Mass Casualty Incident by Institute of Medicine,Board on Health Sciences Policy,Forum on Medical and Public Health Preparedness for Catastrophic Events Pdf

Problems contacting emergency services and delayed assistance are not unusual when incidents occur in rural areas, and the consequences can be devastating, particularly with mass casualty incidents. The IOM's Forum on Medical and Public Health Preparedness for Catastrophic Events held a workshop to examine the current capabilities of emergency response systems and the future opportunities to improve mass casualty response in rural communities.
