Scientific evidence shows that most glaciers in South Asia's Hindu Kush Himalayan region are retreating, but the consequences for the region's water supply are unclear, this report finds. The Hindu Kush Himalayan region is the location of several of Asia's great river systems, which provide water for drinking, irrigation, and other uses for about 1.5 billion people. Recent studies show that at lower elevations, glacial retreat is unlikely to cause significant changes in water availability over the next several decades, but other factors, including groundwater depletion and increasing human water use, could have a greater impact. Higher elevation areas could experience altered water flow in some river basins if current rates of glacial retreat continue, but shifts in the location, intensity, and variability of rain and snow due to climate change will likely have a greater impact on regional water supplies. Himalayan Glaciers: Climate Change, Water Resources, and Water Security makes recommendations and sets guidelines for the future of climate change and water security in the Himalayan Region. This report emphasizes that social changes, such as changing patterns of water use and water management decisions, are likely to have at least as much of an impact on water demand as environmental factors do on water supply. Water scarcity will likely affect the rural and urban poor most severely, as these groups have the least capacity to move to new locations as needed. It is predicted that the region will become increasingly urbanized as cities expand to absorb migrants in search of economic opportunities. As living standards and populations rise, water use will likely increase-for example, as more people have diets rich in meat, more water will be needed for agricultural use. The effects of future climate change could further exacerbate water stress. Himalayan Glaciers: Climate Change, Water Resources, and Water Security explains that changes in the availability of water resources could play an increasing role in political tensions, especially if existing water management institutions do not better account for the social, economic, and ecological complexities of the region. This First HKH Assessment Report consists of 16 chapters, which comprehensively assess the current state of knowledge of the HKH region, increase the understanding of various drivers of change and their impacts, address critical data gaps and develop a set of evidence-based and actionable policy solutions and recommendations. These are linked to nine mountain priorities for the mountains and people of the HKH consistent with the Sustainable Development Goals. REDD+ must be transformational. REDD+ requires broad institutional and governance reforms, such as tenure, decentralisation, and corruption control. These reforms will enable departures from business as usual, and involve communities and forest users in making and implementing policies that a ect them. Policies must go beyond forestry. REDD+ strategies must include policies outside the forestry sector narrowly de ned, such as agriculture and energy, and better coordinate across sectors to deal with non-forest drivers of deforestation and degradation. Performance-based payments are key, yet limited. Payments based on performance directly incentivise and compensate forest owners and users. But schemes such as payments for environmental services (PES) depend on conditions, such as secure tenure, solid carbon data and transparent governance, that are often lacking and take time to change. This constraint reinforces the need for broad institutional and policy reforms. We must learn from the past. Many approaches to REDD+ now being considered are similar to previous e orts to conserve and better manage forests, often with limited success. Taking on board lessons learned from past experience will improve the prospects of REDD+ e ectiveness. National circumstances and uncertainty must be factored in. Di erent country contexts will create a variety of REDD+ models with di erent institutional and policy mixes. Uncertainties about the shape of the future global REDD+ system, national readiness and political consensus require exibility and a phased approach to REDD+ implementation.

The State of the World's Land and Water Resources for Food and Agriculture is FAO's first flagship publication on the global status of land and water resources. It is an 'advocacy' report, to be published every three to five years, and targeted at senior level decision makers in agriculture as well as in other sectors. SOLAW is aimed at sensitizing its target audience on the status of land resources at global and regional levels and FAO's viewpoint on appropriate recommendations for policy formulation. SOLAW focuses on these key dimensions of analysis: (i) quantity, quality of land and water resources, (ii) the rate of use and sustainable management of these resources in the context of relevant socio-economic driving factors and concerns, including food security and poverty, and climate change. This is the first time that a global, baseline status report on land and water resources has been made. It is based on several global spatial databases (e.g. land suitability for agriculture, land use and management, land and water degradation and depletion) for which FAO is the world-recognized data source. Topical and emerging issues on land and water are dealt with in an integrated rather than sectoral manner. The implications of the status and trends are used to advocate remedial interventions which are tailored to major farming systems within different geographic regions.
