Increasing frequency and severity of natural disasters during the last fifteen years in the Republic of Moldova, limited resources for prevention and mitigation of their impact, has increased the level of vulnerability of the population. Considered efforts are to be made to decrease vulnerability of population through a dipper study of human and societal dynamics, different methodologies of disaster forecast and prevention, transfer of technology and knowledge. In this publication theoretical knowledge and practical experiences in the area of natural and anthropogenic disasters are discussed. Practical recommendations are developed for the prevention of negative effects on the environment and society. It is demonstrated that international security policy is not limited just to regional security - it means 'Global Security' - and efficient international cooperation is needed to ensure it.

Governments must work tirelessly to update their preparedness for dealing with natural and man-made disasters, as well as taking account of the increasingly present threat of terrorism. Efficient international cooperation is key to achieving safety and internationalizing security policy. This book presents the proceedings of the NATO Advanced Research Workshop (ARW) Engaging the Public to Fight the Consequences of Terrorism and Disasters, held in Tbilisi, Georgia, in June 2014. The purpose of the workshop was to analyze accumulated European theoretical knowledge and practical experience in the field of disaster prevention and the involvement of the public in preventing and fighting the consequences of terrorism, as well as natural and man-made disasters. There was a particular focus on the perspective of the region, especially with a view to meeting European Union standards and setting uniform and independent standards for hazard and risk assessment methods. The protection of economically critical infrastructure, such as dams, pipelines and transport and storage facilities, was addressed as were the issues of managing water and non-renewable resources, the disposal of dangerous chemicals and radioactive waste, and defensible methods of transport for fuel supplies and key personnel. From the beginning of 21st century, there has been an awareness of risk in the environment along with a growing concern for the continuing potential damage caused by hazards. In order to ensure environmental sustainability, a better understanding of natural disasters and their impacts is essential. It has been recognized that a holistic and integrated approach to environmental hazards needs to be attempted using common methodologies, such as risk analysis, which involves risk management and risk assessment. Natural hazards such as earthquakes, landslides, floods, volcanic eruptions, tsunamis, and hurricanes cause environmental, economic as well as sociological problems worldwide. In recent years, greater availability of information and sensational media reports of natural hazard occurrence -and in particular in terms of property damage or loss oflife caused by these hazards -resulted in an increase of hazard awareness at a societal level. This increase in public awareness has often been misconstrued as an indication that natural hazards have been occurring more frequently with higher magnitudes in recent years/decades, thus causing more damage than in the past. It is still under debate, however, to which extent recent increases in damage can be related to changing frequencies of natural processes, or whether catastrophic events occur at similar rates as they always had. If the latter is the case, the reason for a greater damage can be related to dramatic population growth over the last century, with a substantial augmentation of population density in some regions. Indeed, the implications are more server in underdeveloped and developing countries, where urbanisation has increasingly occurred in hazard prone areas such as coastal zones, alluvial river plains and steep slopes, thus causing an increase in the exposure to natural hazards. Some groups of society in wealthy countries accept higher risks in order to live directly on top of a cliff or on a steep slope to enjoy panoramic views of the landscape.
